The above numbered solicitation is amended as set forth in block 11. The hour and date specified for receipt of Offers

11. DESCRIPTION OF AMENDMENT
Amendment 006 is being issued to answer questions submitted on 23 November 2015 as follows:
1. Question: Topic: Requiring a “dedicated” spray technician at each course.
Regarding Section C-5.2: May a dedicated spray technician be one or more of the following; Superintendent, Asst. Super, or Mechanic?
Answer: Yes, the dedicated spray technician can also fulfill the roll of Superintendent, Assistant Superintendent, or Mechanic.
2. Question: Topic: Renovation/Remodeling
Regarding Section C-5.7-5.9: Does MCCS anticipate that the contractor will need to pursue remodeling/renovation efforts to operate the facilities?
Follow-up Question D.3: Are each of the facilities (equipment, vertical structures, irrigation systems, etc.) in good working order at this time?
Answer: Pursuing remodeling or renovation efforts would be left up to the discretion of the operator.
Follow up answer: At this time, all facilities are in working order. Additional information can be found in J-8.
Except as provided herein, all terms and conditions of the document referenced in block 8, as heretofore changed, remain unchanged and in full force and effect.

3. Question: Topic: Temporary Pricing and Specials
Regarding Section C-6.1: How quickly can we anticipate a reply on the special promotion, daily special or limited time offer rate pricing?
Follow-up Question: Would it be accurate to say that approval will not be reasonably withheld?
Answer: Responses to requests for special promotions, daily specials, or limited time offer rates will be reviewed in a timely manner.
Follow up answer: Yes
4. Question: Topic: Pro Shop Operations…buyout of existing merchandise
Regarding Section C-6.3.1: How much existing inventory (value) exists at the (8) facilities at this point in time?
Follow-up Question: Are we to understand that MCCS is requiring the contractor to buyout the merchandise at 100% of the original wholesale value regardless of age, style, condition, or product selection?
Answer: Current inventory for pro shops, food and beverage operations, and golf course operations would not necessarily be indicative of the level of inventory at the time of the award of the contract.
Follow up answer: The contractor would procure the inventory at the current inventory wholesale price.
5. Question: Topic: Vending Services
Regarding Section C-6.4: Can you describe the extent of the vending services (that MCCS can/will retain) at each of the facilities?
Answer: Vending services vary by course, with some courses not currently having any vending. Where vending is provided beverages and snack foods are offered at club houses, driving ranges, and on the course. MCCS retains the rights to vending.
6. Question: Topic: Existing Equipment
Regarding Section C-9: May we have a list of the existing maintenance equipment, kitchen equipment, golf cars and computer and/or POS systems at each facility…that will remain in place when the new contractor takes over?
Answer: This information was provided in J-8.
7. Question: Topic: Key Personnel
Regarding Section F-3: Can you speak to the language that suggests the contractor must replace key personnel with equal or better credentialed individuals?
Follow-up Question/Statement: It seems this may be impractical depending upon the strength of the original team…and no fault of the contractor.
Answer: The language in F-3 addresses changes in personnel once the contractor has taken over operation of the facility. The qualifications of the original management team for the courses are outlined in C-5.1., C-5.2 and C-6.2.
8. Question: Topic: Free Services for no receipt
Regarding Section F-8a5: Can you explain the concept of a FREE service being provided to a patron as a result of not being presented with a receipt for transaction…more specifically…why would the contractor presumably agree to offer the service for FREE at the time of purchase and then according to the language with the RFP…pay MCCS on the dollar value of the free service or product?
Answer: The rational for refunding the customer for the service when a receipt is not provided is to offer a means to ensure that all sales are being fully recorded in the
Point of Sale System. Without a receipt there is no way to verify that a transaction has been fully recorded and that MCCS will be compensated for the sale. In instances where a receipt is not provided, either due to cashier error or fraud, a refund must be made for the service but the value of the service still recorded in the total daily sales on which contractor commissions are based.
9. Question: Topic: Financial Records
General Question: May we have detailed financial statements from the last three years for each of the (8) facilities?
Answer: This information was provided in J-8.
10. Question: Topic: Chemical Records
General Question: May we request a history of the chemical applications at each of the facilities over the last two years?
Answer: Can be found in attached data call spread sheet.
11. Question: Is there a separate entity which leases the food and beverage operation at
Camp Pendleton or is this part of the RFP response?
Answer: The food and beverage operations at Camp Pendleton are part of the current RFP.
12. Question: Can you tell us the following about the Irrigation Systems at each course:
a. Make
b. Model
c. Date installed or date of any renovations
d. Head types by turf coverage area
e. Type of control? Central? Satellites? Block? At the head? By turf area type i.e.
greens, tees, fairways
f. Does a Map or as built of the system exist?
g. Type of coverage in fairways – single or double row?
h. Greens and surrounds – in and out?
i. Water source for greens, tees, fairways / roughs?
13. Question: Can you tell us the following about the Pump Stations at each course?
a. Make
b. Model
c. Date installed or date of any renovations
d. # of and specifications of the motors
14. Question: We would like to request copies of existing Union Agreements.
Answer: Prospective vendors are not legally entitled to copies of our labor agreements.
If a vendor would like to receive the labor agreements they would have to go through the
FOIA process. This information can be found at http://www.foia.gov/faq.html.
15. Question: Can you please supply the current WD rates and corresponding “Occupation
Code – Title” for each existing position for each facility.
Answer: Occupational codes are provided on the Dec 2015 Golf Billets spread sheet. Rates for each golf course can be found at the following link: http://www.wdol.gov/sca.aspx.

Contractors are responsible for determining the appropriate staffing necessary to perform the contract work. Contractors are also responsible for complying with the minimum wage and benefits requirements for each classification performing work on the contract.
16. Question: Will the awarded contractor be able to market and advertise electronically to the local community outside the gates?
Answer: Electronic advertising is permissible however it is subject to the same approval by the COR as all other forms of advertisement.
17. Question: Where do you think the awarded contractor will provide the most benefit to the current structure at each facility? Economic? Improved Services? Improved Conditions?
Answer: Each contractor will make these decisions as they see fit.
18. Question: What are the planned capital improvements to each golf facility in the areas of clubhouse, golf course (irrigation, bunkers, cart paths, drainage, turf types, greens, tree work, signage, pump stations, water source, and ponds), parking lots, maintenance facilities, equipment?
Answer: All existing and planned capital projects, as known to us, were included in attachment J-2.
19. Question: Are all operating costs reflected in financials? For instance it appears that trash removal and/or phone costs were removed from financials at certain clubs in
2014. Are there any other operating costs that are paid for elsewhere?
Answer: MCCS may account for certain operating costs, such as trash removal, communication charges, and utilities, differently from year to year while operating the facilities directly. These charges would be billed directly to the contractor at the rates provided in the previous questions.
20. Please confirm that there are not any volunteers or workers in golf operations, F&B operations, or golf course maintenance that are not reflected in the financials provided – i.e. their labor costs are reflected in another IMF venture on Base, i.e. PX, etc.
21. Are meters and devices to monitor utilities not already installed on the properties?
Please clarify the requirements of paragraph C-11.2 of the RFP. (left over from last questions)
