NONAPPROPRIATED FUND POSITION DESCRIPTION

JOB TITLE: Food Service Worker SPD NUMBER: 93016A

JOB SERIES: 7408 PAY LEVEL: NA-2

Summary of Duties: Performs tasks with several steps or sequences of tasks such as: sets up food service counters, steam tables, dining room tables, and side service stands with hot and cold food, including meats, vegetables, salads, desserts, bread, butter, and beverages. Serves food cafeteria-style to diners. Serves tables family-style by placing dishes of food on tables and refilling as necessary.

Makes coffee in large urns according to the number of servings desired, with responsibility for timing and brewing. Makes a variety of fruit and vegetable salads such as fresh fruit, tossed green, tomato and lettuce, and lettuce wedges. Serves food in standard portions by placing uniform amounts in small dishes or glasses in prescribed quantities. Makes simple sandwiches. Packs box lunches. Maintains water and detergent levels in dishwasher; removes strainer pans, inspection doors, etc., for proper cleaning of dishwasher, inside and out; removes calcium deposits as required; and restores room to orderliness.

May unload food from delivery trucks and move heavy garbage cans. May operate cash register and be responsible for own change fund.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Skills and Knowledge: Skill to perform tasks with several steps and use judgment in the performance of sequential tasks. Concentration is required to serve uniform individual portions and to avoid distractions, such as when several people ask for different items at the same time. Simple arithmetic and the ability to read instructions are required. Working knowledge of common sanitation procedures to prevent contamination.

Responsibility: Work is scheduled knowing what steps or sequences of steps are needed to complete the work. Follow specific oral or written instructions when changes or new assignments are made, but use some judgment in deciding that the standards of sanitation, attractiveness, timeliness, safety, and service are met (i.e., serving and individual portioning). The supervisor periodically checks to see that work is done on time and according to instructions. Must be able to successfully complete and maintain a proper food safety/sanitation; alcohol serving training program; and/or ServSafe trainer certification, as applicable. This is required in accordance with the Marine Corps Orders and Naval Preventative Medicine Manual policies and guidance for cleanliness and sanitation standards.

Physical Effort: Work involves light to moderate physical effort such as frequently lifting or moving objects, constant standing and walking. Lifts and carries objects up to 45 lbs independently and objects over 45 lbs with assistance.

Working Conditions: Work areas are often uncomfortably warm and noisy. Workers are exposed to minor cuts, bruises, burns, and scalds. There is danger of slipping on wet floors. Some workers are exposed to extreme temperatures of hot kitchens and walk-in refrigerators.

JOB TITLE: Grounds Maintenance (Golf Course) SPD NUMBER: 93048A

JOB SERIES: 5705 PAY LEVEL: NA-6

Summary of Duties: Performs a variety of general grounds maintenance functions. Operates a variety of lawn mowers designed for golf course and trimming equipment such as weed whips, brush cutter, hand saws, pruning and hand sheers. Operates tractors and towed or attached equipment to include, but not limited to; gang mowers, aerators, plows, harrows, chippers, sprayers, post-hole diggers. Equipment may be powered to maintain grounds by direct drive or power takeoff. Frequently operates a variety of other equipment such as top dressers, runabouts, golf carts, trap rakes, fertilizer spreaders, boom sprayers, hand sprayers, cup cutters, and drag mats. Works on level or rolling terrain in such areas as open fields, golf courses, lawns, and along roadways. Performs general maintenance for equipment. Performs repairs on fences and irrigation systems. Other duties include, but not limited to; picking up trash, applying fertilizers and pesticides, seed propagation, sodding, planting flowers and shrubs and watering, raking traps, moving tee markers and hole location on greens.

Skills and Knowledge: Knowledge of irrigation, fertilization, planting, weeding, pruning and mowing. Knowledge and ability to manipulate both tractor and equipment controls at the same time, e.g., operate tractors while raising and lowering gang mowers. Skill in operating boom slope mowers to cut grass on slopes while operating the tractor on the level ground or along roads. Knowledge of equipment to make multiple connections from the equipment to the tractor, connecting mechanical drive shafts, and hydraulic lines. Skill in performing tasks associated with basic grounds maintenance. Knowledge of operating characteristics of the tractor and towed or attached equipment. Must possess, or have ability to obtain and maintain a valid driver’s license and/or any government licenses required.

Responsibility: Receives oral and written assignments from the supervisor or higher-grade worker. Performs duties according to established methods and special instructions. Selects appropriate gears, power settings, and speeds for equipment operations, based on various conditions. Makes judgments concerning lift capacity weight, and balance or load. Responsible for operator maintenance on equipment such as checking and replenishing fluids to proper levels, examining and changing filters, changing and sharpening blades, lubricating equipment and making necessary adjustments.

Physical Effort: Work requires light to moderate physical effort in performing duties such as operating tractors and uncoupling and making couplings between tractors and towed vehicles.

Frequent bending, stooping, reaching, and arm and leg movement to work tractor controls. Lifts and carries objects up to 45lbs independently and objects over 45lbs with assistance.

Working Conditions: Work is performed both inside and outside. Operators are subject to drafts, noise, and varying temperatures. Exposed to weather and temperature extremes outside, as well as high noise levels, vibrations, and jolts from tractor and towed equipment. Exposed to dust, dirt, grease, and fumes. Must follow safety practices and wear issued safety equipment.

JOB TITLE: Equipment Mechanic (Golf Course) SPD NUMBER: 030030

JOB SERIES: 5823 PAY LEVEL: NA-9

Summary of Duties: Work involves troubleshooting, repairing, and or overhauling major components and systems such as engines, transmissions, differentials, and transaxles, fuel systems and related electrical, electronic, hydraulic, fuel, and other assemblies. Tears down, adjusts, repairs, reassembles, and runs operational checks on components of these systems following instructions contained in technical manuals. Isolates and repairs complex malfunctions which are often difficult to trace by a combination of visual and auditory examinations. Uses a wide variety of test equipment such as analyzers, compression testers, meters and special feeler and dial gauges. Disassembles, repairs, replaces, reconditions and rebuilds components of the various systems and makes independent judgments based on accepted trade practices. Observes safety, sanitation and hazardous waste disposal rules and requirements. Operates vehicles to test repair and move around facility.

Skills and Knowledge: Thorough knowledge of the makeup, operation and installation of complex mowers, tractor, trimming, and reel systems and assemblies to troubleshoot and repair systems such as: gasoline and diesel engines, transmissions and gear reduction systems, transaxles, drive line and rear axle assemblies including electrical, air, vacuum, or mechanically controlled differentials, electrical and electronic systems and accessories, carbureted and electronic fuel systems, exhaust systems, conventional and power steering mechanisms and hydraulic power-assist systems and other systems of similar complexity. Ability to troubleshoot and replace standard electronic components of systems. Ability to interpret and apply manufacturers’ repair manuals, diagnostic codes, and safety manuals. Skill in the use of hand/power tools, and electronic test equipment. A valid driver’s license is required.

Responsibility: Completes repairs and installations with little or no technical advice. Work is performed independently based on personal judgments and decisions within framework of oral and written instructions and accepted trade practices. Determines type and extent of repairs needed. Completes repairs with little or no check during progress or upon completion.

Completes repairs and adjustments in accordance with manufacturers’ specifications and service bulletins, and ensures vehicle systems function in accordance with safety regulations. Ensures overall work meets accepted trade standards.

Physical Effort: Work is often performed in tiring, awkward and uncomfortable positions.

Lifts and carries objects up to 45 lbs independently and objects over 45 lbs with assistance

Working Conditions: Exposed to drafts, noise, fumes, dirt, dust, grease, and automotive fluids which may cause irritation from chemicals. Must wear issued protective gear.

JOB TITLE: Recreation Attendant SPD NUMBER: 960116

JOB SERIES: 0189 PAY LEVEL: NF-1

Summary of Duties: The incumbent is involved in one or more recreational activities such as military or community center activities; youth activities; outdoor recreation; craft and hobby shops; athletics, fitness and sports programs; music and theater and/or other similar MCCS recreational services.

Provides oversight of activities and necessary services to authorized patrons, including general information on the use of equipment. Provides information concerning facilities and operation.

Ensures adherence to regulations and safety procedures. Monitors and checks the security of premises.

May assist in maintaining routine reports and/or perform clerical, custodial and/or general maintenance duties as needed. May operate a cash register, receive payments and make change.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Minimum Qualifications: Six months experience in the assigned recreational activity is desired. Skill to learn MCCS policies, rules and regulations involving the area, and ability to communicate orally and in writing. Knowledge of basic mathematics. This is a mixed position where the incumbent must be able to lift and carry objects up to 45lbs independently and objects over 45lbs with assistance.

JOB TITLE: Recreation Assistant SPD NUMBER: 960065

JOB SERIES: 0189 PAY LEVEL: NF-2

Summary of Duties: Incumbent is assigned to one or more specialized recreational activities such as the following: Marina/Fishing Pier, Community Activities, ITT Office, Campsites/Cottages, Arts & Crafts, Fitness/Athletics, Golf Course, Skeet Range, Youth Activities, and Bowling Centers.

Performs and/or assists in the operation of the recreation activity. Based on established policies, incumbent carries out assigned phases of designated activity applying an understanding of the interest and needs of program participants. Demonstrates procedures common to the activities, and instructs in the use of related equipment. Conducts instructional classes in the recreational area. Helps to plan and coordinate details of recreational activities and maintains related supplies. Assists in planning, scheduling and publicizing various activities to attract and motivate participants.

May perform any of the following: Performs a variety of typing and clerical duties, typing correspondence from rough drafts or brief verbal instructions. Maintains operational filing system. Prepares consolidated Daily Accounting Reports and audits Daily Resale Price Control Reports. Maintains daily patronage records, time and usage data, lineage and related data for planning and scheduling purposes. Prepares timesheets and maintains pertinent payroll records.

May oversee sale of retail items associated with activities.

Summary of Duties: The incumbent’s responsibility, first and foremost, is to lead by example, to shape and sustain a working environment most conducive to the successful performance of those entrusted to his/her leadership and direction; creating a positive atmosphere and culture within the Services Division and its constituent branches that reflects the pride, professionalism, sense of accomplishment, fulfillment, collaborative engagement, well-being, and wholehearted customer focus of its employees is the incumbent’s essential purpose and focus of main effort.

The assistant golf course superintendent reports directly to the golf course superintendent. Under the superintendent’s supervision, assists in planning and supervising the maintenance of greens, tees, and fairways. Schedules work and employees to achieve the most efficient utilization of workers and equipment. Responsible for equipment, supplies, and services required to accomplish work maintenance programs. Instructs equipment operators on the operation and care of mowing and other equipment. Inspects all work to ensure quality performance. Must have technical knowledge to assist with the application of fertilizers, chemicals, grasses, fungicides, and herbicides.

Assists in preparing financial plans, budgets, inventories, cost controls, and related records and reports. May review the financial status of the assigned activity and recommends changes considered necessary. Either directly or indirectly assists in the management of activity employees.

May train employees; plan work schedules; performance appraisals; counsel assigned personnel, and recommend personnel actions. Effectively supports the Marine Corps Equal Employment Opportunity policy, and ensures compliance with fire, safety, security, sanitation, hazardous material handling and other environmental issues. Must be alert to substance abuse and take appropriate action.

Minimum Qualifications: Three years of extensive practical experience in the maintenance of golf course tees, fairways, greens; the seeding and maintenance practices for golf course turf; the planting, cultivating, pruning, and caring for plants, shrubs and trees; the characteristics and proper use of various fertilizers and soil conditioners; herbicides and pest control methods and materials;

drainage control methods; and irrigation system, including wells, pumps and automatic controls.

Knowledge of farm machinery as well as landscaping and turf equipment is essential. Possess or have the ability to attain certification for pesticides application for turf and ornamentals. Ability to communicate effectively orally and in writing. This is a mixed position where the incumbent must be able to lift and carry objects up to 45lbs independently and objects over 45lbs with assistance.

Summary of Duties: The incumbent’s responsibility, first and foremost, is to lead by example, to shape and sustain a working environment most conducive to the successful performance of those entrusted to his/her leadership and direction; creating a positive atmosphere and culture within the Services Division and its constituent branches that reflects the pride, professionalism, sense of accomplishment, fulfillment, collaborative engagement, well-being, and wholehearted customer focus of its employees is the incumbent’s essential purpose and focus of main effort.

Directly responsible for the daily operation of the Golf Course Pro Shop and cart rental operations.

Assists in coordinating, scheduling and conducting tournaments and special events. Plans, organizes work and manages internal resources to ensure maximum productivity and economies.

Assists in preparing financial plans, budgets, inventories, cost controls and related records and reports. Monitors sales and expenses; reviews the financial status of the activity and makes changes considered necessary to ensure profitability. Responsible for the execution of retail merchandising presentations, selling, stocking, and inventory management. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for pilferage, fraud, waste and abuse.

Supervises employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, disciplinary actions, completing performance reviews, signing timesheets, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to substance abuse, and take appropriate action.

An active “Class A” member of the Professional Golfer’s Association of America is preferred. Must be able to show ability to communicate effectively, both orally and in writing. Be knowledgeable of pertinent safety, occupational health, and environmental regulations. Knowledge of nonappropriated fund policies and procedures preferred. Demonstrate skill to supervise employees in accomplishment of work.

JOB TITLE: Golf Course Superintendent SPD NUMBER: 030214

JOB SERIES: 1601 PAY LEVEL: NF-4

Summary of Duties: Responsible for the promulgation and implementation of all procedures and methods. Inspects all work to ensure quality performance. Responsible for all personnel actions, including hiring requests, approving leave, settling grievances, training, promotions, reassignments, performance appraisals, etc. Responsible for the development of a financial plan, budget, inventories and related records and reports regarding the operation of the Golf Course Maintenance Section. Supervises all maintenance and repairs of buildings and grounds.

Responsible for equipment, supplies and services required to accomplish work maintenance programs. Supervises the design and renovation of greens, sand traps, tee areas and fairways.

Must have technical knowledge to supervise the application of fertilizers, chemicals, grasses, fungicides, and herbicides. The incumbent is required to successfully complete a certification course of instruction in the application of a wide variety of chemicals.

Supervises employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, disciplinary actions, completing performance reviews, signing timesheets, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Minimum Qualifications: Successful completion of a full 4-year course of study in Agronomy, Irrigation, or Landscaping, leading to a bachelor’s degree, from an accredited college or university is required. Extensive practical experience may be substituted for formal education on a year-to-year basis. Must possess necessary skills to identify numerous chemicals associated with maintaining a variety of grasses. Knowledge of farm machinery as well as landscaping and turf equipment is essential. This is a mixed position where the incumbent must be able to lift and carry objects up 45lbs independently and objects over 45lbs with assistance.
