NONAPPROPRIATED FUND POSITION DESCRIPTION

JOB TITLE: GOLF COURSE SUPERINTENDENT PD NUMBER: #030214

JOB SERIES: 1601 PAY LEVEL: NF-4

SUMMARY OF DUTIES: Provides the technical expertise to maintain the golf course greens, tees, fairways, roughs, and irrigation system and all related facilities and equipment. Ensures the attractiveness and constant readiness for play of the course. Determines the appropriate genus of grass to be cultivated based on nature and condition of the soil, climate, and season of the year. Ensures the proper functioning of the irrigation system and determines the correct amount of water to be applied to the greens, tees and fairways and related facilities. Directs the amount and types of soil nutriments and fertilizers to be applied to the greens, fairways and roughs. Takes soil samples regularly throughout the year and reads the results for necessary amendments. Responsible for the selection, application, storage, and otherwise safe handling of pesticides and other toxic substances. Ensure compliance with all base, county, state and federal hazardous waste regulations.

Initiates contact with outside agencies, such as the USGA, to invite site visits for consultation at least twice a year.

Represents the golf course maintenance operations at all golf committee meetings and PMGA and PLGA meetings.

Responsible for renovation and remodeling of the course to include tees, greens, fairways, bunkers and practice areas.

Recommends architectural changes to the course, seeks advice from Gold Course architectural firms for drawings, scope of work and associated costs. Responsible for hiring, staffing matters, schedules and leave approval, resolving complaints, initiating disciplinary actions and performance ratings of all maintenance personnel.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Acknowledges customers, smiles and makes eye contact. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of good and services. Takes action to solve problems quickly. Alerts the higher level supervisor, or proper point of contact for help when problems arise.

Adheres to safety regulations and standards. Uses required safety equipment, and observes safe work procedures.

Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. May conduct safety meetings. Promptly reports workplace accidents to the Human Resources Offices. Ensures safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follow through with appropriate action. Ensures minimal loss of duty by complying with “Return to Work” program initiatives, and following up on employee well being.

Adheres to established standards of actively supporting the principles of the EEO program and preventions of sexual harassment.

Performs other related duties as assigned.

MINIMUM QUALIFICATIONS: Must be able to recognize turf damage from fungus and insects and apply fungicide, pesticide and germicides to correct the problem. Must be able to calibrate sprayers and sprinklers so that the correct amount of materials will be applied to designated areas. Must have attained academic achievements or practical experience with a sound background in turf grass maintenance and established agronomy, and horticulture practices. Must display talent in the art of landscaping, planting and growing of turf characteristic to golf courses. Must be a certified pest control applicator or attend and complete Navy Pest Control within one year after employment. Must have leadership and supervisory experience to plan and motivate employees. Must have the ability to communicate effectively orally and in writing. This is a mixed position where the incumbent must be able to life and carry objects up to 45 lbs independently and objects over 45 lbs with assistance.

JOB TITLE: Tractor Operator SPD NUMBER: 93048A

JOB SERIES: 5705 PAY LEVEL: NA-6

Summary of Duties: Operates farm-type tractors and towed or attached equipment such as gang mowers, aerators, plows, harrows, chippers, sprayers, disks, post hole diggers, front-end loading devices, movable dozer blades, and backhoes. Frequently operates towed or attached equipment from the seat of the tractor through hydraulic or mechanical controls. Equipment may be powered to maintain grounds by direct drive or a power takeoff. Makes multiple mechanical and hydraulic connections between the towed or attached equipment and the tractor and makes numerous equipment adjustments. Performs operator maintenance on tractors and equipment. Works on level or rolling terrain in such areas as open fields, golf courses, lawns, and along roadways.

Skills and Knowledge: Work requires knowledge and ability to manipulate both tractor and equipment controls at the same time, e.g., operate tractors while raising and lowering gang mowers. Skill in operating boom slope mowers to cut grass on slopes while operating the tractor on level ground or along roads. Knowledge of equipment to make multiple connections from the equipment to the tractor, connecting mechanical drive shafts and hydraulic lines.

Skill in performing tasks associated with grounds maintenance. Knowledge of operating characteristics of the tractor and towed or attached equipment. Knowledge of equipment capabilities. Possess or be able to obtain applicable state and/or government driver’s licenses.

Responsibility: Receives oral and written assignments from the supervisor or higher-grade worker. Performs duties according to established methods and special instructions. Selects appropriate gears, power settings, and speeds for equipment operations, based on various soil conditions. Makes judgments concerning lift capacity weight, and balance or load. Responsible for operator maintenance on tractors and equipment such as checking and replenishing fluids to proper levels, examining and changing filters, changing and sharpening blades, lubricating equipment and making necessary adjustments.

Physical Effort: Work requires light to moderate physical effort in performing duties such as operating tractors and uncoupling and making couplings between tractors and towed vehicles. Frequent bending, stooping, reaching, and arm and leg movement to work tractor controls. Lifts and carries objects up to 45 lbs independently and objects over 45 lbs with assistance.

Working Conditions: Work is performed both inside and outside. Operators are subject to drafts, noise, and varying temperatures. Exposed to weather and temperature extremes outside, as well as high noise levels, vibrations, and jolts from tractor and towed equipment. Exposed to dust, dirt, grease, and fumes. Must follow safety practices and wear issued safety equipment.

SUMMARY OF DUTIES:

The incumbent is involved in one or more recreational activities such as military or community center activities; youth activities; outdoor recreation; craft and hobby shops; athletics, fitness and sports programs; music and theater and/or other similar MCCS recreational services.

Provides oversight of activities and necessary services to authorized patrons, including general information on the use of equipment. Provides information concerning facilities and operation.

Ensures adherence to regulations and safety procedures. Monitors and checks the security of premises.

May assist in maintaining routine reports and/or perform clerical, custodial and/or general maintenance duties as needed. May operate a cash register, receive payments and make change.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Six months experience in the assigned recreational activity is desired. Skill to learn MCCS policies, rules and regulations involving the area, and ability to communicate orally and in writing. JOB TITLE: GOLF COURSE MANAGER JOB CODE: 960080

JOB SERIES: 1101 GRADE: NF-4

SUMMARY OF DUTIES:

Responsible for the operation and management of the Medal of Honor Golf Course encompassing at least 18-holes, fairways, greens, driving range and Club House. Responsible to provide a diverse golf program to include open golf, golf tournaments, golf outings, qualified instruction. Responsible for the management of the retail operations to provide the sale of merchandise needed by the customer. Provide technical advice to the customer on golf equipment, proper fitting, and available retail items. Ensures an aggressive recreational golf program is available for authorized patrons. Schedules and conducts tournaments and special events. Instructs member golfers, operates a pro shop and golf cart rental.

Exercise internal personnel management authorities as delegated by the higher-level supervisor with regard to subordinate supervisors and employees in the office. Directly or indirectly through subordinate supervisors supervises employees. Supervise employees to include:

assigning and distributing work, coaching, counseling, tutoring, and mentoring employees;

approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol abuse, and take appropriate action.

Plan, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Prepares internal office financial plans and related records and reports, and exercises authority on approved budget. Monitors programs on a regular basis, and initiates corrective action to ensure support of operating programs of MCCS. Manages new property resources and may provide direction on facility renovations and improvements.

Develops long range plans in conjunction with internal operating directives. Provide direction on facility renovations and minor improvement projects. Recommend changes to fees and charges to the Semper Fit Director for consideration. Develop long range plan in conjunction with internal operating directives.

Private lessons may be offered by a certified member or apprentice member of the Professional Golfers Association (PGA). When golf lessons are provided as part of the normal duties, all revenues received shall be the property of the MCCS activity. If the conduct of lessons is completed outside the normal duties of the golf manager or pro, compensation to the instructor shall be up to 90% of the fees collected. All fees must be advertised in the fees and charges bulletin. All fees must be accountable and recorded as daily MCCS transactions. Compensation for private lessons constitutes taxable income and will be distributed via the payroll system.

MINIMUM QUALIFICATIONS:

Must possess professional knowledge of golf course operations to include four years experience.

. Active “Class A” member of the Professional Golfer’s Association of America is preferred.

Ability to supervise employees. Ability to communicate effectively, orally and in writing.

Ability to manage a retail pro shop. Knowledge of NAF policies and procedures preferred. This is a white-collar position where occasional lifting up to 20 lbs may be required.

Major Duties: Performs work in at least two of the following trades in the maintenance and repair of grounds, exterior structures, buildings, and related fixtures and utilities:

Plumbing: Installs, modifies, and repairs new and existing utility, supply, and disposal systems and equipment such as sewage, water, oil, and gas distribution systems, and water closets, tubs, fire sprinkler systems, and showers. Works from building plans, blueprints and sketches.

Carpentry: Uses skilled techniques to construct, install, repair, and modify wood and wood substitute structures and items requiring close tolerance fit and structural soundness. Assembles items using a variety of joining techniques and are skilled in the operation of general and precision carpentry and wood working equipment and are able to produce finished products with precise fits, accurate dimensions and acceptable appearance.

Painting: Performs special coating methods such as marbling and graining using coating materials prepared in special as well as common ways and by applying coating techniques that ensure surfaces have a smooth-textured and decorative appearance and meet thickness and level requirements.

Observes required safety, sanitation, and hazardous waste disposal rules and regulations. Operates vehicle to transport tools and materials to work site.

SUMMARY OF DUTIES:

Incumbent is assigned to one or more specialized recreational activities such as the following:

Marina/Fishing Pier, Community Activities, ITT Office, Campsites/Cottages, Arts & Crafts, Fitness/Athletics, Golf Course, Skeet Range, Youth Activities, Bowling Center & Stables.

Performs and/or assists in the operation of the recreation activity. Based on established policies, incumbent carries out assigned phases of designated activity applying an understanding of the interest and needs of program participants. Typical assignments may include: establishing schedules of events; applying rules and regulations in supervising assigned youth participants in indoor and outdoor activities; setting up gymnasiums and playing fields for sports events;

scheduling and conducting tours and field trips. Demonstrates procedures common to the activities, and instructs in the use of related equipment. Conducts instructional classes in the recreational area. Helps to plan and coordinate details of recreational activities and maintains related supplies. Assists in planning, scheduling and publicizing various activities to attract and motivate participants.

May oversee sale of retail items associated with activities. Ensures adherence to safety rules and regulations.
