Facility-wide Modernization and Expansion of the Land Port of Entry at Alexandria Bay
GS-02-P-17-DT-C-7002
RFI Responses as of 12/16/16
RFI1. Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number.
Response1. The most two recent similar projects are the Masena and Champlain Land Port of Entries.
There have been no facility-wide modernization or expansion projects performed at the Alexandria Bay Land Port of Entry.
RFI2. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
Response2. There have been no facility-wide modernization or expansion projects performed at the Alexandria Bay Land Port of Entry.
RFI3. Specifications state that all electric meters shall be compatible with the ION 7550 Advance Metering system. Please advise if the Square D ION 7550 Advanced Metering will be proprietary for the electrical metering as it has been on other GSA projects, and if so, will all electric demand metering on the project required to be the ION 7550 system or just the ones specifically noted on the drawings. Also, please provide specifics on any diesel, natural gas, propane, water and steam meters that are required to be monitored by this system.
Response3. The ION 7550 meter is to be used only where indicated. For the other electrical sub meters, other manufacturer may be used so long as they are compatible with the ION 7550 as noted in specification section 262713-1.2C. Ideally though all meters are from the same manufacturer to provide seamless communication without a third party interface. See drawing G EJ 508 Detail 1 for other water, gas propane meters that interface with the ION 7550 meter. Refer to mechanical and plumbing specifications for specifications on the gas and water meters.
RFI4. I would like to request an extension to the December 19, 2016 due date. If possible, we feel that an extension to January 23, 2017 would give all parties involved enough time to do a thorough and complete proposal.
Response4. Per Amendement 0001, the proposal due date has been extended to Tuesday, January 17th at 2:00PM.
RFI5. Would it be possible to get digital CAD files for this project to assist in the takeoff process?
Response5. The Civil CAD Files will be attached to this solicitation in a follow-on FBO Amendment.
RFI6. There are 8 volumes of prints. They all say FINAL. Volume 3 and Volume 8 both have civil prints in them, the same pages numbers, but are a little different. What is the difference in them?
Response6. The project is broken into two phases. Volume 3 is the civil volume for Phase 1 and Volume 8 is the civil volume for Phase 2. You will see the phase 1 and phase 2 designations on the cover sheet of each section. The sheet numbering differs between the two volumes. The volume 3 sheets begin with the letter G and the Volume 8 sheets begin with the letter H. Only the cover sheet and the index sheets for each volume should have similar designations.
RFI7. Per the contract documents , wages rates are stated as Davis Bacon Building Construction General Decision NY160085 NY85 Superseded NY 20150085 with modifications. Since a large portion of the site work is on NYS DOT right of way and per NYSDOT specs, will the NYS prevailing wages Jefferson County take precedence for wage rates for this work?
Response7. Davis-Bacon prevailing wage rates will take precedence for this project.
RFI8. Main Building Power Riser on Drawing M EJ 6 01 shows a Panel SBRCP in the APHIS/WWTP block but there is no schedule associated with this panel on any of the panel schedule drawings. Please provide schedule for this panel or descriptive information if provided by other than the electrical contractor.
Response8. This panel is the SBR Conrol Panel and is furnished and installed by the Civil contractor.
Refer to H CU 1 32 and specification 409001.
RFI9. Drawing M EJ 6 16 shows a panel schedule for a Panel LP-NI-1 fed from Panel DP-NI-1. Neither of these panels appear on the either of the Electrical One-Line Diagram drawings. Please advise if they should be added to the one-line diagram or deleted from the panel schedule drawing.
Response9. LP-NI-1 and DP-NI-1 are deleted from the scope.
RFI10. Sub factor 1 requires construction experience in Upstate New York, we have similar relevant experience that meets all requirements with the exception of not being in upstate New York. Would similar relevant experience in Northern Maine LPOE where the climate is the same if not worse than Upstate New York be acceptable?
Response10. Sub factor 1 does not require construction experience in Upstate New York; however, relevant past experience in Upstate New York will be considered favorably. Work on an LPOE will also be considered favorably.
RFI11. There is some language in the solicitation about a Project Labor Agreement (PLA) but it is unclear if the project will implement one. Will there be a PLA for this project?
Response11. Project Labor Agreement pricing or lack thereof will be evaluated in accordance with the language in Factor Four.
RFI12. Will there be a PLA on project?
Response12. Project Labor Agreement pricing or lack thereof will be evaluated in accordance with the language in Factor Four.
RFI13. Will Davis Bacon law apply?
Response13. Davis-Bacon prevailing wage rates will take precedence for this project.
RFI14. In re-assigning a bid date please consider any business day/time other than a Monday morning.
Response14. Per Amendement 0001, the proposal due date has been extended to Tuesday, January 17th at 2:00PM.
RFI15. On drawing D AE 8 04, it shows doors W100-1, W100-2, W100-3, W100-4, W102-1, W103-1 & W103-2, what building do these doors belong to, the Site wall is delineated as the W drawings but there are no doors shown on those sheets. Are these existing door or new door.
Response15. W- doors belong to Temporary CBP Warehouse (See C-AJ-101, C-AJ-201, C-AJ-351 in Volume 1). These are new but temporary doors.
RFI16. Also I have interpreted the Schedule as being 913 days for Phase One then another 913 days for Phase Two with there being 365 days after bid award for a decision to be made on Option One ,Phase 2.:
is that correct?
Response16. Yes, this is correct.
RFI17. When would a decision be made on Option Two?
Response17. Decision for exercising Option Two will be made within 365 days of contract award.
