Office of Small Business Utilization at GSA
While GSA’s main role in the government is to ensure our buyers have the best choices when spending tax payer dollars, we are also here to help buyers identify small businesses who can meet their requirements.
In order to ensure buyers see small businesses as a resource, we educate our vendors on GSA programs and initiatives so that they can be prepared for new opportunities.
To learn more about the resources GSA provides to small businesses, please visit www.gsa.gov/osbu.

Requires that all small businesses have the maximum practicable opportunity to participate in the performance of Federal agency contracts and subcontracts (Amended Section 8(d) of the Small Business Act)
• Drives the economy
• New job creation
What are the statutory requirements?

GSA Subcontracting www.gsa.gov/subcontracting
For some businesses, subcontracting to a Prime Vendor is a great way to begin to do business with the federal government.
To help small businesses connect with prime contractors, GSA publishes a Subcontracting Directory. The directory list current GSA prime contractors who, by law, are required to establish plans and goals for subcontracting with small business firms. This means they are actively seeking for small businesses to partner with.
SBA also has a Database called SubNet visit sba.gov.
Subcontracting as a Contract Option
BENEFITS
• Large businesses require an approved plan at $700,000 or above. Construction $1.5M
• New opportunities
• Helps build a successful performance track record
• Stepping stone to learn how the government operates and what the expectations are when working with the government
CHALLENGES
• Identifying and Marketing to the prime contractor
• Contract is with prime contractor not the government
• Payment comes from prime not government directly
• Getting credit for work
GSA Schedule Contractor Team Arrangement (CTA) www.gsa.gov/cta
“Contractor team arrangement,” means an arrangement in which:
(1) Two or more companies form a partnership to act as a potential prime contractor; or
(2) A potential prime contractor agrees with one or more other companies to have them act as its subcontractors under a specified Government contract or acquisition program.
*Note, in contractor teaming arrangements under GSA Schedule contracts, all team partners must have a GSA Schedule contract.
CTA’s Under GSA Schedules
• Both serve as Prime
• Vendors decide the terms
• One solution but separate pay
• Break into new markets
• Share risks and rewards
• Focused on Total Solution
• Increased visibility
CHALLENGES
• Deciding who leads
• Agreeing on the terms and conditions of the CTA
• Knowing the rules for each type of arrangement (the differences between a Schedule CTA and a non-Schedule CTA)
• Poor performance by one of the CTA partners
• Some contracting officers may not want a CTA solution because of potential processing issues
Joint Ventures www.gsa.gov/jointventures
A joint venture is when two or more businesses enter a temporary partnership. This partnering is usually associated with a specific contract or product that is mutually beneficial to both businesses.
Partnerships may be formed for a variety of reasons:
1. A business may hold a specific patent or process that another business wants to utilize.
2. A business may have market penetration in a special area.
3. Both businesses may have complementary products.
How Does a Joint Venture Differ from Subcontracting and CTA’s?
•A Joint Venture is a new business entity between the partners
•Requires its own DUNS number
•Temporary and ends once the project is over
Joint Venture as a Contract Option
• Joint past performance
• Leverage other partners’ experience and market share
• Prep process provides better positioning
• Sharing cost
• Shared resources
CHALLENGES
• Limited partnership
• Time and effort
• Upfront and future cost
• Different rules apply for “affiliation” which is important when competing for small business set-asides
• Legal and accounting support recommended
Mentor Protégé Program www.gsa.gov/mentorprotege
Encourages GSA prime contractors to assist small businesses:
• Enhance small business capability of performing successfully on GSA contracts and subcontracts
• Foster the establishment of long-term business relationships between small businesses and GSA prime contractors
• Increase the overall number of small business entities that receive GSA contract and subcontract awards.

https://www.acquisition.gov/?q=/browse/gsam/519/519Small
