About this file

This file is a Questions and Answers (Q&A) document for federal contract solicitation FP1024718, which concerns the furnish and install of 158 prefabricated storm shelters at Capehart Housing on Vance Air Force Base in Enid, Oklahoma. The document contains one submitted question regarding the acceptability of steel prefabricated above-ground shelters as an alternative to the basis of design specification.

The question proposes shelters that meet FEMA320 and ICC500 standards with third-party engineer attestation, featuring approximately one-hour installation time per unit, minimal maintenance requirements, improved ambient air temperature performance, and noise reduction during weather events. The proposed shelters offer advantages including easy site accessibility, no engineering stamps required for footings or anchors on concrete pads, effective lightning surge grounding, and cathodic protection. The submitter notes that ABA (Americans with Disabilities Act) compliance is not required for the project. However, no response to this question is provided in the document; the file indicates that responses will be posted by a specified date once the requester reviews all submitted questions.

Question #Reference DocumentQuestionResponse
1Would steel prefabricated above ground shelters be considered? These shelters meet FEMA320 and ICC500 standards and have been attested by a 3rd party engineer. Installation would take approx. 1 hour per shelter. The basis of design was selected for its adherance to the applicable wind load codes and also was chosen for lack of recurring maintenance, cooler ambient air temperature, and noise reduction during a weather event. These shelters also have greater acccessability to the site for installation. No engineering stamps are required for footings or anchors to a concrete pad. They also are maximally effective in grounding any electrical surges from lightning strikes and cathotic protection. ABA adherance is not required for this project.
