About this file
This is a Questions and Answers document for the furnish and install storm shelters solicitation at Vance Air Force Base. The Q&A addresses 22 contractor inquiries regarding project execution, site management, and payment procedures for the 158 prefabricated storm shelter installations at Capehart Housing. Key clarifications include: the contractor may work at multiple locations simultaneously while maintaining site safety and coordinating with the ASRC Construction Manager; safety fencing and erosion control must be placed around active construction areas and sequenced according to work progress, with contractor-proposed plans requiring approval before work commences; utility locating will be coordinated through Vance AFB rather than OKIE, with the contractor responsible for requesting utility markings through the ASRC Construction Manager; storm shelters may be placed outside fenced yard areas if access within the 50-foot minimum distance from homes is prohibited; and the gravel lot at the south side of Vance AFB serves as the designated storage and staging area for multiple shelters, equipment, and materials overnight.
The Q&A further specifies that excess excavated soil must be removed immediately following installation and hauled off-base at contractor expense, with final disposal responsibility remaining with the contractor; all disturbed areas must be restored to pre-construction conditions or better with Bermuda grass seeding and soil grading/compaction; final inspection occurs after each shelter placement with an ASRC-provided inspector on site; and documentation requirements include compaction test results, site cleanliness photos, graded area conditions post-seeding, as-builts, O&M data, warranties, and manufacturer compliance certifications. Payment shall be submitted monthly via a Schedule of Values similar to AIA G702/703 format, breakable by number of completed shelters, to the ASRC Construction Manager for approval, with all communication and coordination directed through ASRC Construction Management and ASRC Local Purchase.
