About this file

This is a Questions and Answers document for a firm-fixed-price subcontracting solicitation (FP1024718) issued by ASRC Federal Gulf State Constructors, LLC (AFGSC) for furnishing and installing 158 prefabricated storm shelters at Capehart Housing on Vance Air Force Base in Enid, Oklahoma.

The Q&A document addresses eight key inquiries regarding payment terms, project requirements, and contractual obligations. Progress payments will be made monthly with no retainage, and all payments are based on completed and accepted work with no upfront or mobilization costs. Final shelter locations will be determined on a case-by-case basis following utility marking and contractor submission of a proposed installation plan for government approval, provided the minimum 50-foot distance requirement from the respective house exterior door near the patio is maintained. Performance and Payment Bonds are required at 100% and 50% of contract value respectively, with no liquidated damages applicable for schedule delays. Regarding design specifications, the basis of design (Enid Storm Shelters 6'x8' Front Slope) was selected for adherence to applicable wind load codes (FEMA P-320, UFC 4-023-01, and ICC 500), low maintenance requirements, ambient temperature control, noise reduction, accessibility for installation, and effective lightning strike grounding and cathodic protection, though engineering stamps for footings and anchors are not required and ABA compliance is not mandated. Insurance provisions were noted as to be attached with subsequent Q&A responses.

3SOW / SolicitationIs any upfron or mobilization payment provided, or is payment based solely on completed and accepted work?On completed and accepted.ASRC Contracting question
4SOW / SolicitationWill final shelter locations be designated by ASRC, or does the contractor propose locations (within 50 feet of the exterior door near the patio) for ASRC approval?Final shelter location will be determined on a case by case basis, based on existing site conditions, as long as we meet the minimum 50-feet required distance from the respective house. Once the contract is awarded, and the utilities have been marked, the Contractor needs to submit a proposed plan showing location of shelters for review and approval by the Government prior to installation.
5SOW / SolicitationAre Performance and Payment Bonds required? If so, what percentage of the contract value?Performance 100%, Payment 50%ASRC Contracting question
6SOW / SolicitationIs the Basis of Design (Enid Storm Shelters 6'x8' Front Slope) mandatory, or will equal products that meet FEMA P-320, UFC 4-023-01, and ICC 500 be accepted? The basis of design was selected for its adherance to the applicable wind load codes and also was chosen for lack of recurring maintenance, cooler ambient air temperature, and noise reduction during a weather event. These shelters also have greater acccessability to the site for installation. No engineering stamps are required for footings or anchors to a concrete pad. They also are maximally effective in grounding any electrical surges from lightning strikes and cathotic protection. ABA adherance is not required for this project.
7SOW / SolicitationAre there any liquidated damages if the project is not completed on time? If so, what is the daily rate?NoASRC Contracting question
