About this file
This is a Florida Trench Safety Form Certification and Disclosure Statement required by Pinellas County for the South Cross Bayou Advanced Water Reclamation Facility generator controls and switchgear replacement project. The form implements the Florida Trench Safety Act (Section 553.60 et seq. Florida Statutes), which establishes Federal excavation safety standards per 29 C.F.R. Section 1926.650 Subpart P as the interim state standard. Bidders must acknowledge compliance with all applicable excavation and trench safety standards and demonstrate that their pipe installation cost estimates include specific trench safety measures with corresponding linear footage and unit costs. The form requires bidders to disclose the cost of compliance with trench safety requirements broken down by specific safety measure, unit of measure (linear feet or square feet), quantity, unit cost, and extended cost across up to five separate line items. A pre-bid conference is scheduled for March 11, 2026, at 9:00 a.m., with Step 1 qualification submittals due March 19, 2026, at 3:00 p.m., and Step 2 sealed bids due March 31, 2026, at 3:00 p.m.
The bidder must complete all sections of the disclosure form or face potential bid rejection as non-responsive. Critically, the County's acceptance of the bid does not constitute an evaluation or determination that the disclosed trench safety costs are adequate to comply with applicable standards, nor does it relieve the contractor of sole responsibility for full compliance with the Florida Trench Safety Act. Contractors bear responsibility for selecting geotechnical data from County sources and other available information in designing their trench safety systems. The contractor must extend additional funds at no additional cost to the County if necessary to achieve full compliance with trench safety requirements, except as otherwise provided in the contract documents. Bidders must provide company name, contact information, Federal Employee ID Number (FEIN), and email of the account representative.
