About this file

This is a Florida Trench Safety Form and Certification Statement required by the State of Florida for contractors bidding on excavation and trench work projects. The form establishes compliance with the Florida Trench Safety Act (Section 553.60 et seq., Florida Statutes) and incorporates Federal excavation safety standards set forth in 29 C.F.R. Section 1926.650 Subpart P as the interim state standard. The document applies to the South Cross Bayou Replacement of Generator Controls and Switchgear project at the Pinellas County South Cross Bayou Advanced Water Reclamation Facility, which involves removal and replacement of generator circuit breakers and switchgear components. Bidders must complete the form to be declared responsive, disclosing the linear feet of trench excavation and associated safety measures for each trench safety method employed on the project.

The certification requires bidders to itemize the costs of trench safety measures in a tabular format identifying the description of each safety measure, units of measure, quantity, unit cost, and extended cost. Bidders are solely responsible for selecting geotechnical data and designing the trench safety system, considering available county data and other relevant information. The disclosed trench safety costs are for compliance purposes only and do not constitute the extent of the contractor's obligation to comply with applicable standards. The contractor must extend additional funds at no additional cost to the County if necessary to achieve full compliance with the Florida Trench Safety Act. Acceptance of a bid does not represent that the County has evaluated cost adequacy or relieved the contractor of its sole responsibility for compliance with excavation and trench safety requirements.
