About this file

This is a Bid Submittal Form for an indefinite quantity Job Order Contract (JOC) issued by Pinellas County, Florida. The contract covers construction services across five categorized work types: Non-Secure Areas during Normal Working Hours, Non-Secure Areas during Other Than Normal Working Hours, Secure Areas during Normal Working Hours, Secure Areas during Other Than Normal Working Hours, and Non Pre-priced Tasks. Bidders must provide a single adjustment factor applied uniformly across all unit prices in the Construction Task Catalog, with no separate adjustment factors permitted for individual unit prices. The adjustment factor is expressed to four decimal places and represents either an increase or decrease to baseline unit prices (where 1.0000 equals net value). No specific project timelines, site visits, bidder meetings, or award dates are detailed in this submittal form.

Pricing for the contract is structured through adjustment factors multiplied by weighted percentages to calculate an Award Criteria Figure used solely for bid evaluation purposes. The work distribution weights are: Non-Secure Areas, Normal Working Hours (60%), Non-Secure Areas, Other Than Normal Working Hours (10%), Secure Areas, Normal Working Hours (10%), Secure Areas, Other Than Normal Working Hours (10%), and Non Pre-priced Tasks (10%). Four mandatory pricing constraints apply: Other Than Normal Working Hours factors must equal or exceed their Normal Working Hours counterparts for both secure and non-secure areas, Secure Areas Normal Working Hours factors must equal or exceed Non-Secure Areas Normal Working Hours factors, and Non Pre-priced Work factors must equal or exceed 1.0000. The County reserves the right to correct arithmetic errors using only the stated adjustment factors and retains discretion over actual work distribution without obligation to match the weighted percentages used for bid evaluation.

TO THE COUNTY OF PINELLAS, FLORIDA:

We, the undersigned, hereby declare that no person or persons, firm or corporation, other than the undersigned, are interested in this proposal, as principals, and that this Proposal is made without collusion with any person, firm or corporation, and we have carefully and to our full satisfaction examined the Contract Documents, and that we have made a full examination of the location of the proposed work and the source of supply of materials, and we hereby agree to furnish all necessary labor, equipment, and materials, fully understanding that this is an indefinite quantity Contract, and that we will fully complete all necessary work in accordance with the Contract Documents, within the time limit specified in each Job Order for the unit prices set forth in the Construction Task Catalog®, multiplied by the Adjustment Factors inserted below.
