This is a Small Business Enterprise (SBE) goal memorandum related to the South Cross Bayou Advanced Water Reclamation Facility (SCBAWRF) in Pinellas County, Florida, issued by the State of Florida on March 24, 2023. The project involves the removal and replacement of four 3200-ampere draw-out generator circuit breakers and six 2000-ampere draw-out feeder circuit breakers in two 277/480-volt, 3-phase, 4-wire switchgear lineups with 6000-ampere main bus ratings. Additionally, the work includes removal of six free-standing, floor-mounted generator/engine control cabinets and associated control components. The project scope requires all equipment, materials, and work necessary to deliver complete and fully tested operational systems.
The memorandum establishes a Small Business Enterprise set-aside goal of 4 percent of the total bid amount. The identified work to achieve this SBE goal is the installation of wire and conduit between Switchboard A and B and the generator control enclosures by an SBE electrical contractor, including both labor and materials. The recommendation was prepared by Bob E. Hallman, P.E., in his capacity as a project engineer evaluating the scope of work for SBE participation.
