SECTION C - DESCRIPTION/SPECIFICATIONS
C- 1 PROJECT DESCRIPTION AND LOCATION
(a) Objectives and Background:
The objective of the Crooked River Valley Rehabilitation Project is to address the impacts of historical dredge mining on aquatic habitat conditions. The Crooked River Valley Rehabilitation project was designed to be constructed in multiple phases over 6 years. Phases completed include construction of a bypass channel and levee/haul road, Option 2 floodplain connection, and Phases 1 through 3 floodplain and river channel work. Work to be completed in 2021 includes Phase 4 and Planting. The project is being performed on the Red River Ranger District of the Nez Perce Clearwater National Forests in collaboration with the Nez Perce Tribe Watershed Program and funded by Bonneville Power Administration. U.S. Forest Service stewardship funds are also planned for use to accomplish watershed restoration objectives while supporting the local economy.
(b) Scope of Work:
This contract is for Phase 4 of the Crooked River Valley Rehabilitation Project and Planting on the Nez Perce- Clearwater National Forest, Idaho County, Idaho. Phase 4 includes removing the temporary bridge and hauling it to Grangeville, grading approximately 4 acres of tailings piles and 12 acres of levee/haul road to complete floodplain construction and fill the temporary bypass channel. Material will be hauled from the lower 4 acres of floodplain work and from the south staging area to fill the bypass channel. Phase 4 work includes installing 2 Type 1 and Type 2 large wood structures at the top and bottom of the new channel where the bypass channel is decommissioned. This work will be in the wet and water management is required. Phase 4 work includes hauling and spreading approximately 5,000 cy of soil and adding large wood to the new floodplain for microtopography. Wood and soil for the microtopography are stored along the levee road and at the south staging area.
Planting is also included in this phase and has a separate drawing set titled Crooked River Valley Rehabilitation Planting Plan Phase 4. Approximately 4,342 2-gallon plants and 278 8-gallon plants will be planted in single holes throughout the floodplain, and approximately 1,485 linear feet of 18” deep by 12-18” wide trenches shall be dug along the existing channel and side channel for 2-gallon and 5-gallon plants. Each plant shall be watered thoroughly within 24 hours of planting to ensure good root to soil contact.
Contractor shall furnish all labor, equipment, operating supplies supervision, transportation, materials (except those designated as Government-furnished), and incidentals necessary to complete the project as required by the contract, plans, and specifications.
(c) Description of Work.
The river channel was diverted into a bypass channel to allow floodplain and river channel to be constructed. The bypass channel has a levee/road that runs its length. There is a diversion structure on the south end of the project area that will be removed in order to divert the river into the new channel. Two LWD Type 1 and LWS Type 2 structures will be constructed in the bypass channel where the old channel and new channel are connected at the upper and lower ends of the project.
Bank work is also needed in order to create a natural meander shape between the new and old channel at the upper and lower ends of the project. These areas shall be isolated during instream work to keep turbidity levels less than 50 NTUs. See the Phase 4 Plan addendum for details. In
October 2020, the elevations of the exiting channel were consistent with those shown in the design at Bypass Channel Station 2+00 (Sheet 5.0 Profile View). These elevations shall be confirmed and the Contractor shall work with the CO when staking the tie-in and meander.
The downstream end of the project area shall also receive LWS Type 1 and 2, as well as instream riffle construction. Work shall not occur in the wet and cannot proceed until fish salvage is complete. Se fish salvage notes, last paragraph, this section.
The Contractor shall stake the Phase 4 floodplain at 200-foot intervals on the east and west side of the Phase 4 floodplain. The stakes on the east side of the floodplain shall be staked at the same elevations as the floodplain constructed in Phases 1 and 2. There are 4 areas- High Terraces- where the floodplain elevation may be raised to be high floodplain terraces to ensure high flows are diverted back to the main channel. This work is described in the Addendum. It is anticipated that fill material for the bypass channel will be short in Phase 4. Areas have been identified in the Phase 4 floodplain that will be left low to serve as ponds, depressions and preservation areas to make up for this shortage. These areas were chosen based on their distance from the new river channel and may be field fit by the CO.
Planting activities shall be performed in a manner that insures plant survival and growth. Plant survival and growth depends on the initial health of the plants, the manner in which plants are handled and planted, environmental conditions such as soil moisture and weather, and animal damage to the plants. The services secured with this contract require appropriate handling and planting techniques as well as planting during a period of time when environmental conditions are most favorable to insure survival.
Sixteen acres of floodplain will receive micro-topography treatments, or floodplain roughness, as described in the Crooked River Valley Rehabilitation Phase 4 Designs. Floodplain roughness involves mixing soil and large wood into the floodplain to create ridges and furrows. Soil is stockpiled at the bottom end of the floodplain and at the South staging area to be mixed into the top 6-12 inches in areas indicated on plan sheet 7.3. Large and small wood and brush are stockpiled throughout the floodplain to be partially buried. Brush and large wood is limited and there will not likely be enough for the density described on Sheet 7.2
An Optional Item has been included to raise the floodplain elevation in the south end of the project area. The floodplain slopes to the east and is lower than the newly constructed floodplain. The floodplain elevation, if this Option is exercised by the Government, will be raised approximately
0.5 feet over approximately 1,200 square feet. The floodplain will gently slope up to the temporary road surface height. The height of the temporary road will be carried through to the new floodplain at the first meander bend. The road surface shall be decommissioned to the stockpile area. This work is described in the Addendum.
Construction shall occur between July 10, 2021, and October 10, 2021, with no instream work occurring before July 15 and after August 15. Prior to the instream work window, the contractor may access the north end work area directly from the 233 road to begin preliminarily there. Up to 10 equipment stream crossings adjacent to the bridge are permitted in order to prepare for dewatering. The contractor shall work with the USFS and Tribe during fish salvage operations, dropping water levels in the pools, and watering the new channel slowly, to keep turbidity below 50 NTUs. While other tasks may be completed concurrently, Contractors shall allow for 5 days in their schedules for fish salvage coordination with the Government. Fish salvage will commence after July 15. Watering of the new channel shall occur slowly over at least 3 days. If accessing the north end of the project area via the 233 road, the adjacent preservation area shall not be disturbed.
Planting shall not begin prior to September 15.
(d) Project Location: The project is approximately 45 mi east of Grangeville, Idaho. At the junction of
Highway 14 and the Crooked River Road (FR 233, MP 41), travel south for approximately 2.0 miles to the beginning of the project area.
(e) Price Range: Government cost estimate, per FAR 36.204, is between $500,000 - $1,000,000.
(f) An organized pre-bid tour is planned. See Section L-12 FAR 52.236-27 Site Visit (Construction) (FEB 1995) Alternate I (FEB 1995) for details.
Contractors shall notify the Government of the number of attendees via email to karen.ruklic@usda.gov no later than COB Monday, May 10, 2021. Questions regarding the solicitation should be submitted in writing at this time. Copies of the solicitation, drawings and exhibits shall only be provided upon written request.
Subsequent to the conference, an amendment to the solicitation containing an abstract of the questions and answers, and a list of attendees, will be disseminated. The Government assumes no responsibility for any expense incurred by an offeror prior to contract award. Offerors are cautioned that, notwithstanding any remarks or clarifications given at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation. If the answers to conference questions, or any solicitation amendment, create ambiguities, it is the responsibility of the offeror to seek clarification prior to submitting an offer.
For further information, please contact Karen Ruklic, Contracting Officer, Nez Perce-Clearwater National Forest at karen.ruklic@usda.gov.
(g) Period of performance: Estimated start date: July 10, 2021. Completion deadline: October 10, 2021.
(See Section F, FAR Clause 52.211-10 Alt I.)
