About this file

This document consists of a planting design plan and related federal contract opportunity for riparian habitat restoration along the Crooked River in Oregon. The planting design plan provides specifications for replanting approximately 16 acres of floodplain with over 4,700 native trees, shrubs, and willow cuttings. Planting zones include trenches, low and upper floodplain, high terraces, and side channels. Depressions will be planted with low floodplain species. The plan identifies staging areas, construction sequencing, existing site conditions, and responsibilities of the contractor. The related federal contract opportunity is soliciting bids for the Crooked River Valley Rehabilitation Phase 4 project. Work will include removing a temporary bridge, grading tailings piles and levee/haul roads to complete floodplain construction and fill the temporary bypass channel. The objective is to further address impacts of historical dredge mining on aquatic habitat in the area.

PROJECT DESCRIPTION

THE PURPOSE OF THE CROOKED RIVER VALLEY PLANTING IS TO REPLANT APPROXIMATELY 16 ACRES OF FLOODPLAIN THAT WAS RESTORED BETWEEN 2015-2019 AS A PART OF THE CROOKED RIVER VALLEY REHABILITATION PROJECT. THE OVERALL PROJECT PURPOSE IS TO ADDRESS THE IMPACTS OF HISTORIC MINING ON HABITAT FOR SALMON AND STEELHEAD, AND OTHER FISH SPECIES IN CROOKED RIVER. THE CROOKED RIVER PLANTING PLAN WILL BE COMPLETED IN CONJUNCTION WITH THE CROOKED RIVER VALLEY REHABILITATION PHASE 4 CONTRACT, BUT THE WORK WILL OCCUR AFTER PHASE 4 IS COMPLETE.

THIS PROJECT SPECIFICALLY INVOLVES PLANTING APPROXIMATELY 16 ACRES OF FLOODPLAIN WITH

ROOTED-STOCK PLANTS RANGING FROM 8-GALLON TO 2-GALLON IN SIZE.

DIRECTED BY THE CONTRACTING OFFICER.

5. THE CONTRACTOR IS RESPONSIBLE FOR NOTING THE CONDITIONS OF THE PLANTS WHEN THEY ARRIVE ON

SITE, AND SHALL PROTECT ALL PLANTS FROM BREAKAGE AND DRYING OUT.

6. THE CONTRACTOR SHALL WATER THE PLANTS, AS NEEDED, IN THE POTS WHEN THEY ARRIVE ON SITE. ALL PLANTS SHALL BE WATERED WITHIN 24 HOURS OF PLANTING IN THE GROUND IF THEIR ROOTS ARE NOT IN

DIRECT CONTACT WITH WATER.

7. PLANTS SHALL NOT BE PLANTED TO WHERE THE EXISTING SOIL LEVEL IN THE CONTAINER EXCEEDS THE SURROUNDING SUBSTRATE AND SUBSTRATE SHALL NOT EXCEED 1” ABOVE THE PLANT ROOT COLLAR.

8. THE CONTRACTOR SHALL PROTECT ALL EXISTING NATIVE VEGETATION WITHIN THE PROJECT EXTENTS.

9. THE CONTRACTOR SHALL PROCURE AND COMPLY WITH PERMITS, INCLUDING FEDERAL, STATE, COUNTY, AND LOCAL PERMITS.

10. PLANTING PLAN IS TO BE FULLY COORDINATED WITH THE CROOKED RIVER VALLEY REHABILITATION PHASE 4.

11. Access routes shall be decommissioned upon completion of the planting. Large rocks and boulders shall be placed along the south end of the project area to deter access to the floodplain.

ACCESS AND STAGING

Access is provided to the planting area at the south end of the project site. The Contractor will be able to traverse the floodplain where the floodplain was left less roughened.

EXISTING CONDITIONS

THE CROOKED RIVER VALLEY PROJECT AREA WAS HISTORICALLY DREDGE MINED, WHICH LEFT THE RIVER IN A TORTURED MEANDER PATTERN, WITH TAILING PILES AND PONDS THROUGHOUT THE FLOODPLAIN. CONSTRUCTION IN THE PROJECT AREA BEGAN IN 2015 AND CONTINUED THROUGH 2019. APPROXIMATELY 32 ACRES OF FLOODPLAIN WAS RE-GRADED AND 7,500 FEET OF NEW RIVER CHANNEL WAS CONSTRUCTED TO FORM A MORE NATURAL MEANDER PATTERN. THE FLOODPLAIN WAS CONSTRUCTED TO BE INUNDATED AT THE 1.5 YEAR FLOW RETURN INTERVAL. A BYPASS CHANNEL WAS CONSTRUCTED ALONG THE WEST SIDE OF THE PROJECT AREA TO HOLD THE RIVER DURING CONSTRUCTION. PHASE 4 IS THE REMOVAL OF THE BYPASS CHANNEL AND CONSTRUCTION OF THE UPPER FLOODPLAIN. THE PHASE 4 AREA IS APPROXIMATLEY 16 ACRES.

THE PURPOSE OF THE PROJECT IS TO RESTORE HABITAT FOR CHINOOK SALMON AND STEELHEAD, ALONG WITH OTHER RESIDENT FISH SPECIES AND AQUATIC ORGANISMS. THE RIPARIAN PLANTING PORTION OF THE PROJECT WILL BE IMPLEMENTED IN CONJUNCTION WITH THE INSTALLATION OF BANK STABILITY STRUCTURES AND FLOODPLAIN ROUGHNESS. LARGE PLANTS WILL BE PLANTED TO PROMOTE QUICKER RECOVERY OF THE RIPARIAN AREAS AND PROVIDE STREAM SHADE WITHIN THE NEXT 5 YEARS.

NOTES:

1. The side channel and channel along the new stream shall be planted with 591 5-gallon and 2- gallon thin leaf alders (A. incana) and Drummond willows (S. drummondiana) per specification on Sheet 5.0, using the trench planting method. A maximum bucket size of 1-foot wide shall be used to dig side channel trenches.

2. The floodplain shall be planted with mechanical equipment, digging 4,129 single holes for 8- and 2-gallon plants. Backfilling shall be done by hand to prevent damage to the plants.

3. All plants shall be tamped in and watered to eliminate air around the roots.

4. All plants shall have their roots planted vertically. Substrate shall not exceed 1” above the root collar and soil from the pots shall not exceed the height of the surrounding substrate. Small wells around the plants on the floodplain are acceptable, but not in trench planting.

5. Metal trays and plant containers shall be maintained in good conditions and returned to the Nursery. Wood pallets shall be stockpiled at the staging area to be disposed of by the Government.

GENERAL:

The Crooked River Valley Rehabilitation Planting Design shall be used in conjunction with the Crooked River Valley Rehabilitation Phase 4 Design (RDG 2019). Floodplain areas were delineated with GIS based on aerial imagery and in conjunction with the Phase 4 designs.

The plants for the Crooked River Valley Rehabilitation planting project have been pre-purchased through Wildland Habitat Nursery and are Government Furnished Property. The pots remain the property of Wildland Habitat Nursery and shall be returned in good condition. The Contractor shall arrange pickup and delivery of the plants. It is the responsibility of the Contractor to ensure plants are handled with care upon pickup and until the project is complete.

The Contractor will be planting in large cobble substrate. Soil has been stockpiled on the floodplain that will be spread in conjunction with micro-topography. Plants shall arrive on site a maximum of 2 days prior to planting Plants not planted within 48 hours shall be watered at their staging area. A minimum of 2, 1” pumps are required on site for watering plants. All plants shall be watered thoroughly within 2 days of planting. Additional pumps may be required to ensure all plants are adequately watered.

TRENCH PLANTING DETAILFLOODPLAIN PLANT SPACING TYPICAL

*not to scale *Example of plant spacing. Not to scale. Species do not need to be grouped in order shown in typical.

Note:

A 1 foot bucket shall be used to excavate trench. Place fill on backside of channel. Place plant along channel side of trench.

Backfill with excavated material.

Tamp down fill material and water in plant to remove all air pockets.

Excavated Material

18”

*Floodplain typical from Crooked River Valley Rehabilitation Phase 3 Designs (RDG 2019). Example for plant spacing only.

NOTES:

1. Single hole planting with a 12” auger shall be used on the floodplain.

2. Plants shall be planted so the roots are vertical.

3. Excavated material shall be backfilled by hand, tamped down, and each plant within 48 hours of planting watered to ensure interstitial spaces are filled.

4. Substrate shall not exceed 1” above root collar on plant and height, with the exception of willow species, and soil from the pot shall not exceed the surrounding substrate. Shallow “wells” around the plants are acceptable.

5. Single hole plant spacing is approximately XX feet, however plants are not to be spaced evenly. See plant spacing typical for example. This spacing does not take into consideration the planting along the river banks or side channel.

6. Floodplain micro-topography is included in Phase 4 plans. Refer to Phase 4, Sheet 6.4 for additional detail.
