About this file
This document contains questions and answers related to a federal solicitation for the Nez Perce-Clearwater NFs - Crooked River Valley Restoration Phase 4 project. The solicitation requires moving Crooked River from a bypass channel into a new constructed channel, constructing approximately 4 acres of floodplain, and installing instream habitat features and riparian plants. Work includes removing a temporary bridge, grading approximately 4 acres of tailings piles and 12 acres of levee/haul road to complete floodplain construction and fill the temporary bypass channel. Equipment needs include pumps with fish screens, and confirmation that tracked equipment can cross an existing bridge if it does not exceed capacity. The document clarifies salvage and use of vegetation from tailings piles, details on an existing fabric installation, and dimensions for a side channel feature.

Solicitation 12363N21R4001 Amendment 1 5/19/2021 Attachment J-10
Questions and Answers
1. On sheet 4.1 of the plan set, under the FISH SALVAGE OPERATIONS AND WATER DIVERSION SEQUENCE heading, is the requirement for 2-4” pumps and 2-6” pumps. Will each of these require approved fish friendly intake screens? And, will all of these pumps be required to be on site after the fish salvage operation and re-direction of flow to the new channel?
a. Yes, fish screens are required and these pumps will remain onsite as needed for groundwater and sediment management during earthwork. Fill in existing ponds has produced significant sediment in the past, though once fill operations are complete fewer pumps may be sufficient.
2. We noticed that tracked equipment had crossed the bypass channel upstream of the bridge. Are we allowed to cross the bridge with tracked equipment?
a. See specification 01500 page 17 for the equipment types for which the bridge has been rated and overload permit requirements. Provided it does not exceed the bridge capacity, tracked equipment may cross the bridge using approved bridge deck protection. See also Drawing Sheet 4.0 which states no more than 10 live water crossings are allowed provided the equipment has fish friendly fluid. If done prior to fish salvage, the contractor shall provide notice to allow time for the area to be isolated and fish salvage to be completed.
3. On sheet 5.3 of the plan set, the comment states that “VEGETATION AND VEGETATIVE FILL MATERIALS SHALL BE SALVAGED AND STOCKPILED FRON THE TAILINGS PILES TO BE USED IF FLOODPLAIN ROUGHNESS OR LARGE WOOD STRUCTURES”. During the site visit I believe the question was asked whether or not this material needed to be salvaged for utilization on the floodplain, and the answer was no. Could you please clarify?
a. The Plan Sheet is correct. Any timber, brush, or native vegetation shall be salvaged prior to cut and fill earthwork operations. This material will be utilized in floodplain roughness, and large wood structure material.
4. Sheet 5.0- fabric from 6+00 - 37+00: Is it still there? How wide and how deep was it installed?
a. Yes, the fabric is still in place and will require removal and disposal. The fabric was installed in 15’ wide by 360’ rolls. It extends down to the bypass channel thalweg elevation and extends up the levee bank with backfill over the surface. See picture of installation below.
5. A-11, 300 class excavator. Is this required? We will have a bigger and small one there (a 300 class excavator, in my opinion, is too small for some work and too large for other work).
a. The exact number and classes of equipment are up to the Contractor. Item A11 notes 300 series to make it clear a full size excavator is needed. Offers should specifically note the exact class of excavator they are pricing in the A11 hourly rental item.
6. A-12 Is there a specific requirement for a certain size or features of dump trucks?
a. No. The number and specifications of trucks used are ultimately the Contractor’s choice. Any trucks that travel directly on the 233 road shall be highway legal. Trucks shall not exceed temp bridge capacity. Offers should specifically note the exact class of dump truck being priced in the A12 hourly rental item.
7. A-13: Is there a specific requirement for a certain size dozer?
a. No. The number and specifications of equipment used are ultimately up to the Contractor. The full list of equipment planned shall be described in the offeror’s technical proposal. Offers should specifically note the exact class of bulldozer being priced in the A13 hourly rental item
8. Sheet 7.2: there are trees shown in the riffle cross section. Is this a requirement? Is there a detail of this available?
a. Offerors shall note details on 7.2 only show riffle construction requirements. Riffle construction under Item A9 does not include bank construction. The trees shown in the banks are constructed under Large Wood Structure Items A6 and A7 which are detailed on sheets 7.0 and 7.1.
9. Size and specs of the side channel at 39+00: Is this work being done? They mentioned something about it at the prework. Also, what pay item is this under?
a. Side channel typical dimensions are below. This feature will be present in the machine control design surface. The volumes cut in this work are included in item A7.
10. Is the clearing, grubbing, and grading indicated on sheet 5.3 part of the volume quantity (37,420 cy) listed under item A7?
a. Yes, the quantities under A7 include the clearing, grubbing and grading.
