3rd Site Visit Questions & Answers
1. Bid Schedule. What is the intention with the bid schedule that includes quantities? Are we bidding this project by a lump sum strictly according to the plans or by the bid schedule quantities given?
The quantities given appear to be significantly off in some areas.
Not saying the sod quantities are off, but just for example: The bid schedule says to install 7410 sqyd of sod. Sod is to be installed in several different places. At the flared end sections, where sidewalk is removed, where new sidewalk is installed. If this ends up being 8410 sqyd of sod actually being installed, are we going to get paid for the extra 1000 sqyd at the unit price quoted?
Answer: “Quantities/Attachment J3 ‐ Cost Proposal Bid Schedule” will be removed. The bid is lump sum. This is a fixed price contract.
2. Overlay pavement section. Do the cracks in the existing asphalt need to be sealed or just paved over? The section in the plans show to tack and overlay.
Answer: Tack and overlay in accordance with the section.
3. Train pull. Size cannot be determined. Can this be taken down 3' below grade or does it need to be completely removed? If removal is necessary, can you provide dimensions for this object?
Answer: Three feet below grade is acceptable.
4. Ditch weirs. Footing dimensions are not given, can you provide dimensions for the footings?
Answer: Dimension of weirs are shown on sheet C6.1 in the detail “Existing Erosion Check Dam to be Removed”. Please refer to the historical reference drawing provided.
5. Signs with Support Assembly, Qty 20. What are these signs and where do they go?
Answer: These are handicap signs for the parking lot and the bike lane signs for NCTR Road. They are noted on the drawings.
6. 70' mobile home trailer. Please clarify if this trailer is to be removed or not.
Answer: To be removed.
7. Drop Inlet Type E. Please provide a detail for this structure.
Answer: This is the Area Drain & Junction Box Detail on Sheet C6.3. Name of the item did not get updated on line 67 of Bid Schedule.
8. Area Drains. Can these be precast according to industry standards, such as round vs square as shown?
Answer: Yes. All precast area drains will need to be cast with reinforcement in them.
9. Constructed Pavement Section: Detail on page C5.0 shows to leave existing base & surface course, install 6" of new gravel base, 3" binder course, then 2" surface course. Is this correct? I would think we remove existing surface course, scarify and recompact existing base course to a depth of 6", then install 3" binder course & 2" surface course. Please clarify.
Answer: See Note on the detail Reconstructed Pavement Section.
10. Pavement repair over culverts (concrete) on page C6.0. Is this applicable to all culverts under roadway and driveway or just applicable to roadway section?
Answer: Just applicable to the roadway section.
11. This is a rewording of question #27 from the last RFI Q&A. The subgrade for the area proposed in the alternate (Building 85 driveway) has failed and will need to be excavated and rebuilt. Does NCTR want the contractor to embed the entire cost for all means and methods to properly effect this scope of work, i.e., base material, etc. into the single line item for the alternate?
Answer: Yes.
12. The area effected in the photo below is in the building 85 alternate driveway. Please answer the following questions pertaining to these covers.
What do these covers hide? Abandoned valves.
Is whatever under these covers still in service? No.
If still in service how does NCTR want the contractor to handle this? Not in service.
If not in service does NCTR want the contractor to abandon it? Yes.
Answer: All valves must remain in service and be level with finish grade of new surface.
13. The downspout in the picture is in the bldg. 85 driveway area alternate 1 area. This is one of several that will need to be modified prior to new asphalt being installed. It would make sense to tie these in to an underground drain which the contractor installs and funnel that drain to the ditch. This will help alleviate any future degradation problems from water coming off those downspouts and pooling up near the building edges. The RFI questions are as follows:
Will NCTR consider adding this to the SOW?
If not, how does NCTR want these downspouts modified?
These downspouts are in bad shape, does NCTR want the contractor to replace them?
Answer: Modify existing downspouts to drain on to surface of new asphalt, include a splash block.
14. This location is in the building 85 driveway area and is applicable to alternate 1 line item.
In these pictures there are two steel plates buried under the mud. The RFI questions are as follows:
What is under these steel plates? Valves.
There is electrical in the picture on the left. What does that go to and is it active? Assume it is active.
What does NCTR want the contractor to do about these steel covers and anything underneath them that might become an issue during construction? Pave around the covers, leaving the covers accessible in the future. Raise/lower covers as needed to accommodate finish grade of asphalt.
Existing grade in this alleyway must be cut down to allow drainage away from buildings. There is a high risk of flooding if drainage is not allowed.
15. This manhole/sewer cover is located in the bldg. 85 driveway area and is applicable to alternate 1.
What purpose does this cover serve?
Where do the applicable pipes underneath it run to?
Does NCTR want this manhole plate lifted and set flush to the new pavement grade? Yes.
Does NCTR want anything underneath it modified or altered during construction? No.
16. Please refer to drawing sheet C16. This power line was identified during the walkthrough and it is located on the south side of the southernmost road, south of building 9 and 37. This power line is in conveniently located where construction will occur.
Is this line active?
Does NCTR want this line to be moved?
Does NCTR want the contractor to abandon this line?
What does NCTR want the contractor to do with this line?
Answer: We have requested additional info from Entergy. Work around unless further clarification is given.
17. Drawing C16.2 shows pavers surrounding the new planter beds and half of the courtyard area.
However, the notes supporting the detail make no mention of installing brick pavers surrounding the new planter beds. Currently there is concrete sidewalk surrounding half of the fountain feature. The detail leads us to think that NCTR wants pavers around this new planter area, but the drawing makes no mention of it. The existing brick pavers in the courtyard are built over concrete.
If NCTR wants brick pavers around the planter bed to match existing, then a concrete base will have to be poured back.
Will NCTR please clarify what their intentions are for the area surrounding the new planter beds?
Does NCTR want a concrete base under new pavers? No.
Does NCTR want the contractor to keep the existing sidewalk? Yes.
18. The area under the green breezeway canopy between the two columns will be used for demo machinery to pass back and forth.
The concrete under and between those center columns may get damaged and will need to be replaced. If this happens, will NCTR want only the damaged portion to be replaced?
Will NCTR want only the surface area between control joints to be replaced?
Will NCTR want the entire concrete walkway between both buildings replaced?
Answer: Contractor should put measures in place to protect existing structures. Contractor will replace any damaged structures.
19. There are two truck bed tool boxes acting as a pump box located on the edges of the courtyard.
When the water fountains are removed their associated pumps will become useless. However, NCTR may want to consider some sort of irrigation to be installed in the new planter beds.
Currently there is no source of irrigation for the new trees.
Does NCTR want the contractor to install irrigation to the new planter beds? Yes.
Does NCTR want the contractor to demo out the pump boxes and remove them and all associated pump pipe? Yes.
If NCTR wants new irrigation running to the trees will they please identify a source to tie in to?
Same as fountain.
20. Please refer to the southeast corner of Drawing detail C13. There is a long RCP underneath Webb
Rd, at the intersection of Winn Rd. This RCP runs East to West. Currently there is a ditch that runs
North and South, with a headwall on the north side of the ditch. This ditch is holding water and it has nowhere to drain. The drawings do not identify a T connection tying the East West RCP into a
North South RCP to drain this ditch. The result is standing water, per the picture below.
Will NCTR please modify the detail to show an intersecting RCP to assist in draining this ditch or provide a written narrative to modify this portion of the scope?
Answer: Contractor to install T connection RCP to match surrounding in this area to facilitate drainage.
21. Please refer to the eastern portion of detail C14. The portion of the drainage work under the main road just south of the contractor gate will need to be performed over a weekend. Will this be possible?
Answer: Yes
22. Is there a bass of design for the self‐contained fountain identified on C16.3?
Answer: Refer to drawing C16.2 for fountain detail
