About this file
This is a Buy American Certificate template (FAR 52.225-2, October 2022) that contractors must complete when submitting offers on federal solicitations subject to Buy American Act requirements. The certificate requires offerors to certify that each end product is a domestic end product, except those listed separately as foreign end products. For foreign end products that do not consist wholly or predominantly of iron or steel, offerors must indicate whether they exceed 55 percent domestic content, with exemptions for commercially available off-the-shelf (COTS) items. Offerors must separately identify line item numbers of domestic end products containing critical components as defined in the solicitation's "Buy American-Supplies" clause.
The template includes sections for documenting foreign end products by line item number, country of origin, and domestic content percentage, as well as a section for listing domestic end products with critical components. Government evaluation of offers will follow Federal Acquisition Regulation Part 25 policies and procedures. This is a standard compliance document template rather than a statement of work or requirements document, and does not specify particular products, services, delivery dates, or pricing terms.
