Painting and Coatings Solicitation FA9301-17-R-0008

Solicitation & Pre-Proposal Conference/Site Visit

Questions & Answers (Q&As)

Solicitation – General

1. Question: I have a question in regards to RFI, I see that the deadline for us to submit questions regarding Proposal Conference and Site Visit is for July 7, 2017, at 7:00 AM. If I have questions regarding the proposal forms, and what to submit or if something is not clear will I be able to ask these question after July 7, 2017.

Government’s Answer: The solicitation has been posted to FedBizOpps since 16 Jun 17 and the Pre-

Proposal Conference/Site Visit was held on 29 Jun 17, providing ample time for interested offerors to ask any and all questions they may have regarding the solicitation, site visit/seed project, etc. If an additional

Q&A session is determined to be appropriate, an update will be posted to the solicitation notice on

FedBizOpps under FA9301-17-R-0008.

2. Question: Who is the incumbent contractor for the existing contract that this contract will replace?

Government’s Answer: The current Painting and Coatings contractor is Federal Construction Group, Inc.

3. Question: Please provide us with the name of the Environmental Company that performed work on the previous contract. We would like the option to list him as a subcontractor for any Safety Plans required or

Lead Abatement/Stabilization work.

Government’s Answer: The environmental company that has performed work at Edwards AFB is

Midwest Environmental Control (MEC). Offerors should note that they can select any environmental company they prefer who they feel is qualified and has the correct licenses as stated in the Basic Contract

Statement of Work (SOW) para. 2.3.

Solicitation – Section L

1. Question: We will be using FEDEX to deliver our proposal, will the address listed on page 37 (vi) accept our FEDEX package and deliver it to the right department?

Government’s Answer: Yes, the FEDEX package will be delivered to the main Directorate of Contracting reception desk, and the receptionist will sign for the package, mark it with the date/time of receipt, and ensure it gets to the POCs listed on the package (POCs should be the individuals on p. 37 of the solicitation).

2. Question: Just to clarify, we will be sending 3 binders.

- Binder One will be Labeled Part I and will consist of one Original plus 2 copies and CD/DVD.

- Binder two will be Labeled Part II and will consist of one Original plus 2 copies and CD/DVD.

- Binder three will be Labeled Part III and will consist of one Original plus 2 copies CD/ DVD.

Government’s Answer: Yes, an offeror’s proposal should include three binders. As stated in the solicitation, Section L-001 para. 2.b.iv.3., “submit each part/volume of proposal in three ring binders.”

For Parts I, II, and III, as specified in Section L-001 para. 3.a.i., 3.b.i., and 3.c.i., “submit one original paper copy, two paper copies, and one electronic copy.” To reiterate, the Government expects three binder copies of Parts I (Contract/Price), II (Technical), and III (Past Performance), and one electronic copy of Parts I, II, and III. One of the three binder copies needs to be marked “Original.”

3. Question: Do we need to copy the information on Attachment L-7 page 1 of 6 to our Letterhead then send it to our clients?

Government’s Answer: No. As stated in the solicitation, Section L-001 para. 3.c.iii., “Offerors must fill out the “General Information” portion on page 2 of the Past Performance Questionnaire (PPQ) and then send the PPQ to all points of contact listed on each PPIF.” The information contained on p. 1 of

Attachment 11 (L-7) of the solicitation is the Government’s letter to the individual who will fill out the

PPQ on behalf of an offeror; this is not a letter from the offeror to the individual who will fill out the

PPQ. The PPQ in its entirety, to include p. 1, should be sent to the Government by the individual who fills out the PPQ. Offerors may include a separate letter on their company letterhead addressing the individual they would like to fill out the PPQ, if desired (this would not be part of the PPQ submission from the individual who fills out the PPQ to the Government).

4. Question: Can you provide me with a completed sample of Attachment L-5, that I may use as a reference?

Government’s Answer: A sample Contract Progress Schedule will be uploaded to FedBizOpps along with this Q&A document. Blocks 1-9 are self-explanatory. Blocks 10-11 are filled out by the Government when reviewed/approved (this would happen at a later date and only with the selected offeror). To fill out the rest of the schedule, see “Sample Contract Progress Schedule” provided at Attachment 1 to this Q&A document.

5. Question: Can you provide me with a completed sample of Attachment L-3 Schedule of Material

Submittals?

Government’s Answer: No. The Schedule of Material Submittals, as found on the last page of Attachment

7 (L-3), is part of the Government’s requirement. Offerors are expected to abide by both the Statement of

Work and the Schedule of Material Submittals when preparing their seed project proposal under

Technical Subfactor 2. The offeror is not required to submit a Schedule of Material Submittals with their

Technical proposal.

Solicitation – Section M

1. Question: Usually a Surety is looking for specific details regarding a particular Task Order to issue a bond. A blanket letter insuring bonding capability for $2M Single and $10M Aggregate Limits is highly unusual with such a wide range of variable tasks. Whereas no Bid Bonds are required for responding to the RFP, exactly what type of “Proof of Bonding Capability are you looking for?

Government’s Answer: As stated in the solicitation Section M-001 para. 2.c.i., the proof of bonding capability requirement is met “when the offeror (Prime Contractor) submits bonding capability documents that prove the ability to obtain a minimum single project bonding capacity of $2,000,000.00 and a minimum aggregate bonding capacity of $10,000,000.00 from an approved corporate surety whose name appears on the list contained in the Department of Treasury Circular 570 at http://www.fms.treas.gov/c570.” The proof can be in the form of an offeror’s current bonding letter from an approved surety, or a letter from an approved surety stating that bonds would/could be granted in the amounts listed above. The requirement is only for the ability to obtain bonds; actual bonds are not required as part of the Technical proposal submission.

2. Question: Will you provide us the existing contractor’s line item pricing for the current contract this contract will replace?

Government’s Answer: No, Offerors must provide their own pricing.

Statement of Work (Basic Contract)

1. Question: RE: 2.3 The scope of work requires the Prime Contractor to hold a California Contractors

State License Board issued class B contracting license. The Prime Contractor shall have the capability to accomplish painting services with paint subcontractors who hold a class C33 contracting license.

Additionally, the Prime Contractor may subcontract in any specialty area, as long as subcontractors have the correct licenses for specialty areas.

2.3.1 The Prime Contractor shall submit proof of a California Contractors State License Board issued class B contracting license to the CO within 30 calendar days after date of contract award

If the Prime Contractor does not have a Class B contractor’s license can the Prime utilize the capabilities of its subcontractor that has a class B contractor’s license?

Government’s Answer: No. As stated in Attachment 1 to the solicitation, Basic Contract SOW, para. 2.3, the Prime Contractor is required to hold a California Contractors State License Board issued class B contracting license. Proof of the class B contracting license must be provided by the Prime Contractor

(who is awarded the Painting and Coatings ID/IQ Contract) to the Government within 30 calendar days after date of contract award IAW SOW para. 2.3.1, and would be required prior to work starting on the first task order (seed project).

2. Question: Are all workers required to be U.S. Citizens and if not under what circumstances?

Government’s Answer: No, but there are certain secured areas where employees will have access ONLY if they are U.S. Citizens or naturalized U.S. citizens. The Contractor must have capability to execute efforts in these secured areas if required. U.S. citizens-only areas will be disclosed on each task order so that the Contractor can plan accordingly.

Exhibit Line Item Numbers (ELINs)

1. Question: ELIN Pricing Template, ELIN A02U, A02V & A02W are for Air Force Symbols. Please provide example of this symbol and clarify if these symbols are premanufactured symbols or painted on symbols. If painted please clarify type of paint required.

Government’s Answer: The Air Force symbols under ELINs A02U, A02V, and A02W are command logos, military logos, or organizational logos and can be in the interior of buildings or on the exterior of buildings, and are protected with a clear polyurethane coating. Each task order will clarify what type of protective coating and thickness shall be used. The Government will clearly state on each task order SOW what will be required. For planning purposes, see “AF Symbol Sample” provided at Attachment 2 to this

Q&A document.

2. Question: The ELIN Pricing Template does provide line items for equipment needed for working at high places but nowhere on any other line items is there provisions for working above normal heights.

Please clarify how the offeror is to propose on work over 10’ in height. Will the Government consider adding multipliers to ELINs for high work?

Government’s Answer: Attachment 5 (L-1) has several ELINs that cover various working heights. If there is ever a situation where the equipment required is not covered by the basic contract’s ELINs, this would be addressed via a potential modification to the basic contract to add an ELIN for that type of equipment

(at a later date and only with the successful offeror who is awarded the Painting and Coatings ID/IQ

Contract). The Government requests that offerors provide pricing on the ELINs provided in Attachment 5

(L-1).

Site Visit (Seed Project)

1. Question: Are you going to be uploading HAZMAT report and building layout drawings with dimensions?

Government’s Answer: Drawings are not available, but the Government has pictures. The Government will issue Amendment 0001 to the solicitation with the revised Seed Project SOW, which will contain square footage. Amendment 0001 will be posted to the FedBizOpps solicitation notice under FA9301-17-

R-0008. See “B8370 Pictures” provided at Attachment 3 to this Q&A document.

2. Question: At the site visit we were told that measurements would be provided along with photos of the

“seed project”. Will measurements or square footages be forthcoming so we can complete our estimates?

Government’s Answer: At the site visit, offerors were informed that pictures were going to be provided but not drawings. See response to Question 1 above.

3. Question: On the site visit a recommendation was made to utilize the services of an Environmental

Consultant and or Company that is currently on base to write an Environmental Compliance Plan. Who is this Company and do they also perform asbestos and lead abatement?

Government’s Answer: The environmental company that has performed work at Edwards AFB is

Midwest Environmental Control (MEC). Offerors should note that they can select any environmental company they prefer who they feel is qualified and has the correct licenses as stated in the Basic Contract

Statement of Work (SOW) para. 2.3.

4. Question: Will there be another job site visit for the Seed project?

Government’s Answer: No. As stated in Section A, Continuation of Block 10 of the solicitation, para. g, “the site visit is not mandatory and all information provided at the site visit, Q&As, and list of the site visit attendees will be posted to www.fbo.gov under the original solicitation posting.”

5. Question: Is there and abatement survey available for B8370 (seed project)?

Government’s Answer: The Government will issue Amendment 0001 to the solicitation with the revised

Seed Project SOW, which will contain the lead reports. Amendment 0001 will be posted to the

FedBizOpps solicitation notice under FA9301-17-R-0008.

6. Question: During the seed project site visit, the Government mentioned that the ELIN quantities for the seed project will be provided by the Government. Please confirm.

Government’s Answer: As stated in solicitation Section L-001 para. 3.b.iii., offerors must provide a separate price proposal in reference to the Seed Project SOW and Schedule of Material Submittals at

Attachment 7 (L-3). As stated in solicitation Section L-001 para. 3.b.iii.1., this includes the offeror’s

ELIN types and quantities using the Government-provided spreadsheet at Attachment 8 (L-4). There was no mention at the site visit that ELIN quantities for the seed project would be provided. Each offeror must propose the types and quantities of ELINs they determine to be required to complete the seed project.
