The CO and GPM must approve all materials prior to installation.

7.1.1 Green Procurement. The Green Procurement Program (GPP) is a mandatory federal acquisition program that focuses on the purchase and use of environmentally preferable products and services. Many different items are covered by the GPP.

Recycled-content products are designated by the Environmental Protection Agency (EPA). “Bio-based” products made from renewable plant materials are designated by the United States Department of Agriculture (USDA). Energy and water efficient products are designated by the Department of Energy (DOE). GPP also requires the Government to avoid purchasing Ozone Depleting Substances (ODS) and EPA-designated Priority Chemicals. Environmentally preferable purchasing (EPP) is a voluntary program, and it encourages the purchase of goods and services that have decreased effects on human health and the environment (compared to the competing goods and services that serve the same purpose), but are not already required by one of the mandatory GPP elements.

7.1.1.1 Green Procurement is mandated except when the Contractor can show that the product with recycled content does not meet intended specifications, has excessive cost, or cannot be delivered in time to support the schedule of the contract. If the Contractor is unable to locate a specified product meeting the GPP requirement, identify the issue to the CO or GPM for guidance. GPP is based on legal requirements and the Department of Defense facilities are subject to enforcement action if these requirements are ignored.

7.1.1.2 The Contractor shall make maximum use of products containing recovered materials that are EPA-designated items IAW FAR Clause 52.223-17, Affirmative Procurement of EPA-Designated Items in Service and Construction Contracts. The list of EPA-designated items is available at https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program.

7.2 Technical instructions pertaining to the use or installation of products, materials, or equipment used or installed in the execution of work under this contract are furnished in response to a requirement stipulated herein, and form a part of these specifications as though specifically set forth herein. In the event of conflict between the specifications or drawings and technical instructions, the Contractor shall bring such conflict to the attention of the CO for resolution before proceeding with the work involved.

7.3 Non-Restrictive Specifications. References in the design specifications of this SOW and each TO’s SOW to equipment, material, articles, or patented processes by trade name, make, or catalog number shall be regarded as establishing a standard of quality and shall not be construed as limiting competition. The Contractor may, at its option, use any equipment, material, article, or process that, in the judgment of the CO, is equal or exceeds the https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program requirement of these specifications, unless otherwise specifically provided in this SOW or individual TO SOW.

7.4 Prohibited Materials. The Contractor shall certify that products do not contain mercury, hexavalent chromium, toluene, chlorinated solvents, hydrolysable chlorine derivatives, ethylene based glycol ethers and their acetates, nor any carcinogen. When tested, the lead content shall not exceed 0.06% by weight of the dry film and the test for chromium content shall be negative. Additionally, devices at the work site such as cameras, computers, weapons, video and audio cassette players, recorders, binoculars, film, and computer media are prohibited.

7.5 Products from the following acceptable paint/coating manufacturers are the only acceptable products that can be used in performance of this contract:
