Section L – Attachment L-3
Part I - RPR ADA ACCESS B2850
1. SCOPE AND OBJECTIVE:
The Air Force Test Center (AFTC), Edwards AFB, CA, requests a proposal for work to be accomplished for RPR ADA Access at building 2850. The work to be accomplished includes but is not limited to the following: Foundations, Exterior Closure, Interior Construction, Electrical Systems, Selective Demolition, Site Preparation, Site Improvements, and General Requirements.
2. PURPOSE OF THE DOCUMENT:
This Statement of Work serves as a tool for recording customer requirements, ensuring that these requirements are met and evaluating the project design before construction begins. The overall objective is to establish a plan of action for defining and achieving desired results and goals.
3. REQUIREMENTS:
Requirements statements in this section are organized using CSI/CSC UniFormat for Building Construction. The contractor shall accomplish the following:
A10 FOUNDATIONS
A1030 Slabs on Grade A1030.01 Install landing at the front door entrance to building 2850. Landing will be 11’x 21’ x
6”. Concrete will be rated at 3000 psi and reinforced with 6” x 6” – W1.4 x W1.4 wire mesh.
Landing will be attached to building foundation as required. Placement of the landing will be in such a way to direct water away from the building. Concrete load receipts will be provided after placement of concrete.
C10 INTERIOR CONSTRUCTION
C1020 Interior Doors C1020.01 Retrofit existing door frame to create a cased opening.
C1020.02 Paint cased opening with one coat of primer and two coats of paint. Match existing color on adjoining walls.
F20 SELECTIVE DEMOLITION
F2010 Building Elements Demolition F2010.01 Demo existing concrete stoop in front of store front entrance doorway. See attached drawing.
F2010.02 Demo existing sidewalk from the north parking lot to the south parking lot. See attached drawing.
F2010.04 Demo existing sidewalk from front entry to existing ramp next to street. See attached drawing.
F2010.05 Demo existing 6.0 x 7.0 wood doors at entry to building.
F2010.06 Saw cut and demo asphalt where the sidewalk ends at the north and south parking lot to create an approximate 5’ x 5’ landing.

F2010.07 Saw cut and demo asphalt as required to allow a clean transition from the asphalt to the curb.
F2010.08 Saw cut ramp next to street to allow a 5’ wide sidewalk to meet the ramp.
G20 SITE IMPROVEMENTS
G2020 Parking Lots G2020.01 On north side of building, install an approximate 5’ x 5’ concrete landing in parking lot where the sidewalk meets the asphalt. Concrete will meet the same requirements for slab on grade above. See attached drawing.
G2020.02 On south side of building, install an approximate 5’ x 5’ concrete landing in parking lot where the sidewalk meets the asphalt. Concrete will meet the same requirements for slab on grade above. See attached drawing.
G2020.03 On north parking lot, stripe two parking spots for handicap parking. Include handicap signs in the parking spots. See attached drawing for locations.
G2020.04 Install two handicap parking signs in front of each parking spots. Signs will have a sleeve placed in ground and signs will be removable.
G2030 Pedestrian Paving G2030.01 Install new concrete sidewalks / ramps to replace existing. New sidewalks shall be
5’ wide and 6” thick. Concrete will meet the same requirements for slab on grade above. See attached drawing. Placement of sidewalks / ramps will be in such a way to direct water away from the building.
G2040 Site Development G2040.01 Import base material as required to provide proper elevation for sidewalks / ramps.
Base compaction of 95% is required and a report will be provided to the government prior to placement of concrete.
Z10 GENERAL REQUIREMENTS
Z1010 Administrative Z1010.01 Contractor shall field verify all dimensions.
Z1010.02 Contractor shall keep the area clean at all times and remove all waste in a timely manner.
Z1010.03 Repair/Replace any items damaged by the contractor employees and/or any sub-contractors while working on this project.
Z1010.04 All contractor personnel shall comply with all measures in the Environmental
Requirements Checklist.
Z1020 Procedural Z1020.01 All personnel shall wear the appropriate Personal Protection Equipment (PPE) while on the construction site. Failure to comply will result in removal from the construction site until the PPE is donned.
Z1020.02 Contractor shall coordinate construction effort with facility and/or project manager to prevent any construction delays.

Z1020.03 No excavation of any kind shall be performed prior to contractor obtaining a completed AFFTC IMT 5926 (Digging Permit). Contractor shall be responsible for coordinating all signatures on the AFFTC IMT Form 5926.
Z1020.04 Any waste or excess material resulting from any contract requirement shall be removed and disposed of at a proper disposal site off Edwards Air Force Base by the Contractor in strict accordance with applicable Federal, State, County and local laws.
Z1030 Temporary Facilities and Temporary Controls Z1030.01 Contractor shall install temporary signage and/or barricades to redirect personnel from the construction area.

Part II - EXTERIOR CLOSURES AND ELECTRICAL WORK
B20 EXTERIOR CLOSURE
B2010 Exterior Soffits B2010.01 On the soffit in front of the building above the front stoop, apply one coat of primer and two coats of paint starting at the wall and ending at the wall. Color will match existing.
D50 ELECTRICAL SYSTEMS
D5020 Lighting and Branch Wiring D5020.01 Install 4 EA exterior light packs to match existing on front and end of building.
Lights will have photo sensors to turn off and on at dawn and dusk. Use 3 existing light fixtures. See attached drawing for location.
G10 SITE PREPARATION
G1050 Hazardous Waste Remediation G1050.01 Abate approximately 82 Sf. of asbestos and lead paint from soffit over front stoop to wall on both sides.
G1050.02 Contactor shall provide the government an approved abatement plan prior to start of abatement.

Part III - LANDSCAPING
G10 SITE PREPARATION
G1020 Site Clearing G1020.01 Remove all grass, roots and shrubs 4” below curb edge in areas identified on attached drawing.
G1020.02 Remove 3 trees and roots below grade in front of building and north parking lot. See attached drawing.
G20 SITE IMPROVEMENTS
G2010 Curb and Gutter G2010.01 Place 4” curb tying in with existing parking lot entrance curb and gutter, following the curvature of the parking lot ending at both landings. See attached drawing.
G2050 Landscaping G2050.01 Cap off all sprinkler piping except for irrigation to bushes along front of building.
G2050.02 Import brown decomposed granite (DG) to locations where the grass, roots, shrubs and trees were removed. Install weed prevention material under DG to prevent weed infestation. DG shall be 2“ deep and compacted to 95%.

REQUIREMENTS CHECKLIST
This project (Control No. 11-0024, Construct Wheelchair Access Ramp and Modify Sidewalk, Building 2850) is covered by the Abbreviated Environmental Assessment for Construction of Sidewalks, Curbs, and Gutters at Main Base (AFFTC 1996), prepared in support of Control No.
96-0111, and is being categorically excluded (A2.3.11) off that document. The project is approved contingent upon completion (compliance) of the following minimization measures.
1. The proponent/contractor shall inform Environmental Management’s EIAP Planners of all changes to the project scope and addition/inclusion of an Environmental Protection Plan. The proponent/contractor shall also provide the Statement of Work to ensure that the National Environmental Policy Act (NEPA) analysis stays current and that all environmental issues are addressed. 2. Project sitings require approval by the Space Utilization Integrated Process Team (SUIPT) and the Facilities Board. Contact Community Planning (412 CE/CENPL) at (661) 277-9456 on your project.
3. Reduce or suspend all grading, disking, and other earth working projects when wind speeds exceed 25 mph, i.e. high wind conditions.
4. Apply water or chemical stabilizers to suppress dust on unpaved roads and disturbed areas where work is performed. Wind barriers must be erected when winds generate dust that reduces visibility.
5. All vehicles hauling bulk materials or debris must be covered.
6. Any use of stationary emitting equipment (i.e. generator, engine, motor) of less than 50 horse power, will require notification to 412 CE/CEV prior to being put ‘into service’. Contact 412 CE/CEV at (661) 277-1401 to submit required notification.
7. Proposed projects that use coatings must comply with volatile organic compound (VOC) content limitations at levels ranging between 50 to 730 grams/liter, depending upon the application and regulating authority. Additionally, any type of coating operation may require a permit to operate. Coatings used in some applications may qualify as a specialty coating and may be allowed a higher VOC content. Contact Environmental Management Customer Service Desk at (661) 277-1401 for additional guidance.
8. Operation of equipment may generate noise above acceptable levels established by Occupational Safety and Health Administration (OSHA) regulations. The proponent/contractor shall be responsible for implementing hearing protection measures for their employees. If federal employees are involved in work activities, Air Force Occupational Safety and Health (AFOSH) regulations must be followed and Bioenvironmental Engineering (412 AMDS/SGPB) shall be contacted at (661) 277-3272 for specific requirements.

9. This project has the potential to encounter or disturb asbestos-containing material (ACM) and/or lead paint. Contact 412 CE/CENMP at (661) 277-3803 or 277-4475 for survey data and potential survey requirements. After contacting 412 CE/CENMP for survey requirements and if additional information is still required regarding Edwards AFB rules and regulations, contact 412 CE/CEV Toxics (asbestos and lead) department at (661) 277-1401.
10. Concrete floors shall only be painted or repaired with materials having anti-skid ingredients.
The materials should have a friction coefficient of 0.5 for level surfaces and 0.8 for sloped surfaces. Painting floors with non-antiskid coatings for cosmetic appearances is not permitted. However, urethane, latex, or paints of similar composition may be used for demarcation lines, safety zones, and security warnings. All projects involving the repair of concrete floors shall be submitted through Civil Engineering for evaluation of floor coating specifications and application.
11. Materials unearthed or discovered during excavation (i.e. piping, conduit, utilities, building material debris, etc.) has the potential to be asbestos-containing material (ACM) and/or have lead paint. To comply with potential OSHA, EPA and hazardous waste requirements, contact 412 CE/CENMP at (661) 277-3803 or 277-4475 for survey and potential abatement, and disposal requirements.
12. This project will use hazardous materials (e.g., solvents, paints, glues, adhesives, reagents, fuels, lubricants, chemical additives, etc.) and generate hazardous waste. The proponent/contractor shall ensure all hazardous materials are authorized and managed in compliance with applicable sections of Edwards Air Force Base Instruction (EAFBI) 32-119, Edwards Air Force Base Installation Hazardous Material Management Program (HMMP) (15-Sept-10). The contractor/proponent should contact 412 CE/CEVC at (661) 277-9252 or Environmental Management Customer Service Desk at 277-1401 for guidance regarding tracking of hazardous material usage.
13. Some empty containers may not be placed in solid waste dumpsters and must be managed and shipped as hazardous waste because they previously contained or contacted hazardous materials. The proponent/contractor shall contact 412 CE/CEVC’s J-TECH contractor at
(661) 277-3681, 277-4940 or 412 CE/CEVC at 277-1475 for instructions on how to properly classify and manage these wastes.
14. The proponent/contractor shall ensure that all solid and hazardous waste management on this project complies with all applicable sections of AFI 32-7042, Waste Management (April 2009) and the Edwards Air Force Base Hazardous Waste Management Plan (HWMP) (July 2010). Contact 412 CE/CEVC’s J-TECH contractor at (661) 277-3681 or 412 CE/CEVC at 277-1475 or Environmental Management Customer Service Desk at 277-1401 for questions and guidance.
15. This project will generate construction/demolition debris and other solid waste. The customer shall handle, store, and manage its solid wastes in a manner consistent with the Base’s procedures including transfer of all solid waste generated to an off-base state licensed landfill. Contact 412 CE/CEO at (661) 277-1167 or 412 CE/CEVC at (661) 277-1475 for information on segregation requirements for recyclables and for solid waste disposal.

16. The proponent/contractor shall be responsible for collection and disposal of Inert Debris to include waste Concrete, Asphalt and Concrete Rinsate generated from project activities and shall be collected in a designated area within the project work site. At project completion, Inert Debris must be removed from project site, concrete rinsate must be dry, and disposal of waste will be in an approved Base Inert Debris location or Off Base Landfill. Contact 412 CE/CEO at (661) 277-1167 for information on Base Inert Debris locations. Contact 412 CE/CEVC at 277-1411 for inert debris disposal requirements.
17. The proposed project, Construct Wheelchair Access Ramp and Modify Sidewalk, Building 2850, is an undertaking in accordance with 36 CFR §800.16(y). As such, and in accordance with Section 106 of the National Historic Preservation Act, as amended (NHPA), Edwards AFB Cultural Resources (Base Historic Preservation Officer [BHPO] or qualified personnel under the direction or supervision of the BHPO) has reviewed the proposed undertaking and determined that the actions constituted therein do not have the potential to affect historic properties.
• Building 2850 has been determined ineligible for listing on the National Register of Historic Places, but this finding has not received concurrence from the California State Historic Preservation Office (CA SHPO). However, the proposed action to construct a wheelchair access ramp and modify the sidewalk will not alter the use, function, or historic character of the building. Furthermore, this action is encouraged in order for the building to remain viable and utilized. Therefore, no further review is required.
• If the undertaking is modified subsequent to this review, the proponent shall coordinate with Cultural Resources to ensure compliance with Section 106 of the NHPA, as amended. Coordination can be accomplished by contacting 412 CE/CEVA at (661) 277- 1413 or 277-1401.
• Based upon the information provided, there is no requirement to consult with the CA
SHPO.
18. This project will require an AFTC IMT 5926, Edwards AFB Civil Engineering Work Clearance Request (digging permit). The proponent/contractor shall coordinate the digging permit with the Base Civil Engineer Execution Support by contacting (412 CE/CENME) at
(661) 277-1530 for specific requirements.
