Section L
1. Part I – Price and Part IV – Contract requires submission of Section B and Sections A through J, respectively, of the original RFP. Would the government consider eliminating the one-inch margin requirements for Parts I and IV?
Response: It is correct that all offerors must submit properly filled out (where it applies) Sections A through J of the original RFP. There is no requirement in the RFP for one-inch margins for Parts I (Price Proposal) and IV (Contract). However, Sections A through J as published in the www.fbo.gov shall be submitted without change, except for the “fill-in the blanks” information, as required throughout the affected sections.
2. Can you clarify information relating to the Past Performance projects for this solicitation? In
Part III Past Performance Information, it states “Maximum of four (4) contracts for the proposed offeror…”. Since the past Performance Information Form (PPIF) includes project specific questions, will the four projects submitted be individual task order projects under a main contract? For instance, we have a JOC contract for a base would we submit one of the task orders under that JOC that is completed. Or are you looking for information solely on the main contract?
Response: The Government is looking for information on both the basic contract and the Task Orders. If you were/are the prime contractor, you may submit information on the entire contract and include one Task/Job Order. If you are a subcontractor on a Task Order, you may submit the information concerning that Task/Job Order. A basic contract with a Task/Job Order will be considered as one contract. If you were/are acting as the subcontractor on a Task/Job Order, again, that one call will be considered one contract. It is ultimately the contractor’s responsibility in determining which contracts/tasks/job orders to submit for their PPIFs.
3. Is there a certain type of software that we are required to use for pricing the seed project at
Table L-4?
Response: No, for purposes of submitting the pricing for the seed project, Table L-4 (Page 45 of 61 of the RFP), the offeror is not required to use a certain type of software. However, the formatting must be in accordance with the RFP at Section L. Subsequently, after award, in accordance with the Statement of Work in this RFP, the successful offeror is required, pursuant to paragraph 11.1 to use 4Clicks Project Premier Estimator (or approved equal as provided by the contractor).
4. Would it be acceptable to submit our detailed price breakout in the format directly from the
RS Means cost software rather than using Table L-4: Types and Quantities Format?

Response: No, the offeror must submit the detailed price breakout in the format reflected in Table L-4 (Page 45 of 61 of the RFP) found in Section L. However, this does not preclude offerors from using the RS Means cost software in arriving at your types and quantities.
5. Element 2-1: Reasonable Assumptions states we are to separately breakout the following for each of the three parts of the Seed Project SOW. Given the small size of the Seed Project, we respectfully request the government revise the RFP verbiage to request one cover page, one written narrative, one schedule of material submittals and one project cost estimate for the entire seed project SOW, rather than having it broken out by Part.
Response: The Government requires that the three parts of the SEED project be distinctly broken out for each of the three parts of the SEED project SOW in order to provide flexibility to issue the first Task Order on the resultant contract to cover all three parts or any of the three parts at the Government’s discretion. As reflected in “Sub-Factor 2: Seed Project Proposal” on page 44 of the RFP, “The government reserves the right to order any, or all of, the seed project in response to this RFP.” The phrase “any or all” refers to the three parts of the Seed project.
6. Section L, L-002 Part I Para 1.c lists elements of costs that should be included in the offeror’s coefficient. The costs for “mobilization, demobilization” are listed. Is this consistent with SABER SOW Para 10.2.7.2 which more narrowly limits the inclusion of mobilization/demobilization costs to “initial contract start up mobilization, demobilization expenses”?
Response: Section L, L-002 Part I Para 1.c and the SOW have been updated to clarify this.
Please refer to SOW para 10.2.7 through 10.3.
7. Section L, L-002 Para C.3 requires typing to be “Times New Roman, size twelve (12) pitch.”
Since MS Word uses points to determine font size, not pitch, please confirm that 10 point, Times New Roman is the requirement, since 12 pitch = 10 point. Is that a minimum size requirement?
Response: It should have read 12 point and it is the minimum size requirement. Section L, L- 002 Para C.3) is amended to read 12 point.
8. In reference to Section L (Coefficient Information) of the solicitation (page 41 of 61), it indicates that the offer’s price coefficient is to include all costs including, but not limited to, minimum design costs, mobilization, demobilization, overhead, G&A, engineering services, project design work, insurance, expenses to comply with environmental/tax laws, and bond premiums. In addition, the Statement of Work (page 8 of 24) continues and indicates a whole lot of other direct job costs that are to be included in the coefficient. Isn’t the coefficient to include only those indirect costs not included in the unit price book (UPB), Attachment 4 SABER Questions and Answers such as estimating software and profit? Most of the items listed in the RFP that are to be included in the coefficient are direct costs to a specific project and listed in the UPB.
Shouldn’t these direct costs be included as unit priced items with each task order, and not included with the coefficient?
Response: See response for question 6 above.
9. Section L, L-002 Part II Element 2-2.1.a requires the estimate to be “prepared in the 16 division Master Format system”. Should this be the 48 division Masterformat as used for the RS Means Data?
Response: Yes, Section L, L002 Part II Element 2-2.1.a. (Page 45 of 61 of RFP) is updated to reflect that the estimate is to be prepared in the 48 division Masterformat System.
10. How many past performance questionnaires are we required to submit for each project?
Response: Offerors are not required to submit past performance questionnaires to the Government. However, Offerors are required to send the Questionnaire and Cover Letter (Attachment L-2 of the RFP) to all points of contact (POCs) listed in the Performance Information Sheet paragraph F (page 4 of Attachment L-1). For Government contracts, Offerors are to send each questionnaire to the Program Manager, Contracting Officer and Administrative Contracting Officer. For commercial contracts, provide the questionnaires to the point of contacts fulfilling the same roles. The POCs will then provide the completed questionnaires directly to the Government.
11. Is a Bond required for the Seed project?
Response: Offerors are not required to submit bonds. Please refer to paragraph “g” of Block 10 of the RFP’s SF1442 where it states “Performance and Payment Bonds will not be required for the basic contract but will be required at the Task Order level”. However, for the purpose of submitting proposal to this RFP, the offerors need to follow the instruction in SECTION L, PART II, TECHNICAL PROPOSAL, SUBFACTOR 1: CONFORMANCE TO RFP
REQUIREMENTS.
After contract award, the awardee will be required to submit bonds for the initial Task Order within 10 days of Notice To Proceed if required.
12. Regarding past performance, are the evaluators interested in past performance on IDIQ, SABER, JOC, etc. or individual contracts that fall within the 2,000-750,000 range magnitude?
Response: It is not a matter of the evaluators’ interest in what is mentioned in the question. The evaluators will consider all past performance information received and gathered and will evaluate it pursuant to Section M of the RFP.
13. Does the past performance need to be a task order from a similar contract? Or from “like” work.
Response: Pursuant to Section L-III, para A.1. Only references for relevant past efforts/contracts are desired. Each contract submitted on the Past Performance Information Form (PPIF) will be evaluated on contract relevancy pursuant to the definition of Relevancy in Section M provision M-001, para C.1.A.(2) and, Table 5 of the RFP. If submitting past performance information as a Prime contractor, any contract and Task Order submitted as one “contract”, the Task Order must be from the same contract to be counted as one “contract”. (See also response to question 2 above.)
14. In Section L of the solicitation under PPIF Attachment L-1 forms it states that, “Only references for relevant past efforts/contracts are desired.” Are we to only list full contracts or can we list individual delivery orders/task orders under the full contract? Please clarify.
Response: See response to question 2 above.
15. For the Past Performance Questionnaire, can we submit DD Form 2626 that we received from the Project Owner in lieu of sending out the “L-2 Past Performance Questionnaire?”
Response: No. The RFP requires the contractor to send Section L, Attachment L-2 to the appropriate customer(s).
Section M
16. If using the Table 5-Relevancy Definitions, one of our project is “very relevant” in one category (or more) and “relevant” or “somewhat relevant” in another. What would be the overall project relevancy?
Response: The Government will not entertain hypothetical questions in regard to this acquisition. The Government will consider all information requested by the RFP and provided by the offeror in making a determination of relevancy.
17. Can an offeror obtain a Performance Confidence Assessment of “Substantial Confidence” if the company does not have past SABER or JOC experience?
Response: The Government will not entertain hypothetical questions in regards to this acquisition. The Government will consider all information requested by the RFP and provided by the offeror in making the Performance Confidence Assessment.
18. In order to be “substantial confidence”, shall all assessment areas (scope, magnitude/complexity, contract environment, contract type) in Section M, Table 5 – “relevancy definitions” meet “very relevant”?
Response: All relevancy assessment areas (scope, magnitude/complexity, contract environment, contract type) do not have to be very relevant in order to earn a Performance Confidence Assessment of "Substantial Confidence". Relevancy is a portion of the overall rating; a quality assessment also comprises the other portion of the rating. The two assessed areas result in the overall Performance Confidence Assessment.
19. In Section M, table 5 – “relevancy definitions”, can “relevant” past performance projects be considered as “substantial confidence”?
Response: See response to question 18.
General RFP Questions
20. Is there a vendor’s list available for the solicitation FA9301-14-R-0011 (Simplified
Acquisition of Base Engineering Requirements (SABER))?
Response: The list of attendees from the pre-proposal conference/site visit are being posted with this amendment to www.fbo.gov along with a copy of the pre-proposal conference/site visit slides.
21. Can the government provide the following as-built drawings in CADD or PDF for the SEED project facility, Bldg 2850?
a. Site plan
b. Floor plan
c. Front and side elevations
d. Electrical power and lightning plans
Response: The CADD drawings for the floor plan, front and side elevations, and site plan are being added to this amendment. The Electrical Power and lighting Plans were unavailable;
however, the requested lighting already has a power source. This will simply be a remove and replace from existing fixtures and adding one additional exterior light.
22. Section H, H099(e) indicates the government will provide “approximately 2400 sq. ft. of office space” for contractor use. Does that office space include use of adjacent restroom facilities?
Response: The restroom facilities are included in the 2400 SF Office Space.
23. Will the Government provide any adjacent yard space for general storage unrelated to a Task
Order lay down area?
Response: The adjacent yard space can be used for general storage as well as the task order lay down yard.
24. Page 37 of the Solicitation states that Sun McGuinness is the sole point of contact for questions related to the solicitation per block 7 of SF 1442. However on block 7 of SF 1442 Jacob Arola’s name appears. Is there a sole source of contact or may either of these parties be contacted.

Response: Paragraph 1 of L-001 Point of Contact on page 37 states “The Contracting Officer (Sun McGuinness) is the sole point of contact for this acquisition. Written requests for clarification may be sent to the address located in Block 7 of the SF 1442.” Either of the parties mentioned (Sun McGuinness or Jacob Arola) may be contacted. However, since Ms.
McGuinness is the designated Contracting Officer, she is the only person that has the binding authority to interpret or change any solicitation provisions.
25. Is the co-efficient from the previous SABER public information?
Response: No, this is not public information, offerors may request the previous coefficient through the Freedom of Information Act, However, it is not guaranteed that this information is releasable (FOIA Exemption 4).
26. In Division 1, there are cost adjustment factor line items for high security areas (such as line number 012153502450). Can these line items be used for high security areas in Edwards AFB such as AFRL, flightline, etc?
Response: See response to question 6 above.
27. AFRL is about 25 miles away and plant 42 is about 40 miles away from main base. Will only one coefficient apply for these areas?
Response: Yes.
28. On page 12 in solicitation, utilities (water & power) will be furnished by government. If the project site does not have sufficient water or power sources, can line items be added on the task order proposals?
Response: The revised SOW dated 24 June 2014 para 10.2.7.7 allows for the use of UPB line items 01 54 33 40.6950 through 01 54 33 40.6950-4 for the use of a water truck (Water). The temporary utilities for power will have to be factored into the contractor’s coefficient if they are not sufficient at the project site. See SOW para 10.2.7.7 through 10.3.
SABER SOW Questions
29. Section 10.2.7.2 of the SABER SOW lists costs that are to be included in the coefficient stated as “all costs not covered in the UPB line items, or not allowed (such as Division 1- General Requirements in the RS Means.” Is it the government’s intent to exclude as line item cost all Division 1 cost elements such as testing, scaffolding, equipment mobilization/demobilization, temporary fencing, final cleanup and equipment rental? All these direct cost elements of a Task Order are meant by RS Means to be added to the estimate as appropriate.
30. Section 10.3 and Section 22.0 SABER SOW are in direct conflict with this section. Section
10.3 allows the contractor to include direct cost for equipment rental other than equipment and tools that are customary to the trade. This equipment rental cost would include mobilization/demobilization costs of that rental equipment. Section 22.0 allows the contractor to charge Testing as a direct TO expense.
31. Section 10.2.7.2 and 10.2.7.8 of the SABER SOW list costs such as “consultant fees”, engineering services if required” and “engineering services”. If a Task Order design requires Professional Engineering Services (i.e. stamped drawings) beyond a “minimum design” such as Fire Sprinkler designs required by the UFC, will the contractor be compensated for those costs?
32. Section 11.1.1 requires the contractor to provide Automated Estimating Software that “will be linked to specific specifications”. Will the government be providing a set of locally edited specifications which then can be linked to the estimating software?
Response: No. We currently do not use this capability within 4-Clicks. All specifications referenced have been provided explicitly within the RFP.
33. Section 11.3 of the SABER SOW requires the contractor to “provide the government two complete sets of the applicable RS Means Cost Data books.” Please clarify which data books the government considers “applicable”.
Response: The SOW para 11.3 has been updated to reflect the applicable cost data books identified below:
a) Building Construction Cost Data
b) Mechanical Cost Data
c) Plumbing Cost Data
d) Electrical Cost Data
e) Heavy Construction Cost Data
f) Concrete & Masonry Cost Data
g) Site Work & Landscape Cost Data
h) Interior Cost Data
i) Green Building
34. Per attachment 1 – SOW, para 10.2.7.2, coefficient shall include all costs not allowed in RS means such as division 1 – general requirements. Shall all line items in division 1 (such as material sales taxes) be covered in coefficient and not allowed to be used for task order proposal build-up?
Response: See response to question 6 above.
35. Per attachment 1 – SOW, para 10.2.7, the coefficient is multiplied against the standard unit prices in the UPB to calculate task order prices. Are the standard unit prices referring to bare cost prices?
Response: Yes, the standard unit prices refer to bare cost prices. The bare cost is the estimated cost of an item of work or a project before the bidder's markup for overhead and profit.
36. Per attachment 1 – SOW, para 10.2.7.8, the coefficient shall cover engineering services and project design work. Shall the coefficient cover stamped drawings or calculations by professional licensed engineers/architects?
Response: See response to question 6 above.
37. Per attachment 1 – SOW, para 10.2.7.8, the coefficient shall cover mobilization and demobilization. Are these mobilization and demobilization referring to the initial contract set-up such as saber office, contractor yard, and etc?
38. Per attachment 1 – SOW, para 3.1.3 project superintendent (PS) shall provide on-site supervision and visit each active project site daily.
Attachment 4 SABER Questions and Answers
(a) can one PS cover all active project sites if one PS can visit all sites daily? (b) is there maximum number of task orders one PS can cover?
Response: The Government has a minimum requirement to provide onsite supervision and daily visits for each task order. It is the responsibility of the contractor to ensure the contract requirements are met and to determine how many personnel will be required to meet these Government requirements.
39. Per attachment 1 – SOW, para 11.1, the contractor shall provide estimating software license renewal / training for 17 government users. Dose this training and renewal need to be provided annually?
Answer: Yes. For clarification, the SOW para 11.1 was revised to include the word “annually”.
40. Per attachment 1 – SOW, para 11.1, the contractor shall provide estimating software, license and all current updates for 17 government users. Does the contractor require installing software and updates on actual user’s computers? Or just provide software and updates for them to install?
Response: The contractor shall only provide the software and updates to the software for Government computers.
Attachment 4 SABER Questions and Answers
Seed Project SOW Questions
41. Seed project SOW RFP Part II Items A1030, G2020 and G2030 require the contractor to provide concrete slabs, aprons and sidewalks. What is the desired finish for the concrete work?
Response: Broom/Brushed Finish.
42. Seed project SOW RFP Part II Item G1050.01 requires the contractor to abate asbestos and lead paint from the soffit above the entry stoop. Can the government provide the Hazardous Material Survey completed for this area?
Response: Yes. The Hazardous Material Survey is included in this amendment (Attachment 5).
43. Seed project SOW RFP Part II will require the contractor to close down the entrance during construction. Is there an alternate entrance for use by building occupants and users during construction?
Response: Yes, the North, South, and East sides of the building also have access doors.
44. What is the thickness of the import base material under the sidewalk?
Response: Approximately 4”. Please see the revised Seed Project SOW dated 24 June 2014 para G2040.01 for this update.
45. Once dirt level is lowered, what is to be done with the telecom manhole which will now be high?
Response: Taper Decomposed Granite to the manhole elevation.
46. On the site walk, the government mentioned that the depth of the requested excavation may be 4” to 6”. Paragraph G1020.01 of the SOW references 4” below curb. Is the Seed Project SOW going to be revised to reflect this?
Response: Yes, please see the revised Seed Project SOW dated 24 June 2014 para G1020.01 for this update.
47. How many trees will require removal?
Response: Complete removal of three trees including root removal, weed screen and compaction.

48. In regard to the additional exterior lighting, do you want to match existing with the conduit on the outside of the building?
Response: Yes, match existing conduit for the additional lighting.
49. Is the required abatement only for the top soffit above the entrance way?
Response: Yes.
50. For the ground elevation in front of the building, how low should we dig?
Response: 4” below curb edge, See Seed Project SOW dated 24 June 2014, para G1020.01.
51. Can pictures of the front of building 2850 (including land, trees, concrete, and lights) be provided in order to assist in preparing the Seed Project Proposal?
Response: Additional pictures are included in this amendment (Attachment 7).
52. Regarding Seed Project, please clarify soil removal depth. 4” below curb would end up being 18”-20” at sidewalk. Is that the intent?
Response: Yes, please see the revised Seed Project SOW dated 24 June 2014 para G1020.01 for this update.
53. Are curbs and gutters required or just curbs?
Response: Just curbs.
54. With regard to the Seed Project, can you provide current site elevations or a TOPO for the area where the work will occur to verify compliance with ADA access?
Response: A site plan is included in this amendment (Attachment 6).
55. With regard to the Seed Project, can existing piping and wire abandoned or not used be left in place?
Response: No. All of the referenced materials must be removed from the site.
