QUESTIONS AND ANSWERS II
1. “On page 47 of the RFP referenced above, in Part III, Section B, Item No. 5 it asks for:
“Provide with the proposal, a client authorization letter for commercial clients…”
Can you explain what the requirements of this letter are, and if the executed PPQs are sent directly to the contracting officer, is the letter necessary?”
Response: The client authorization letter for commercial clients refers to a letter to the SABER Past Performance Evaluation Team of the SABER Source Selection Evaluation Team (SSET) giving us their permission to gather past performance experience information on your clients, that will be considered in the past performance evaluation of the company. If the PPQs are sent directly to the Contracting Officer, the letter is still necessary to give us legitimacy to ask any questions that we may have relating to their past performance. In an effort to assist the Government's Past Performance evaluation team in assessing your past performance relevancy and confidence, we request that a client authorization letter be completed by any commercial customers identified in your proposal.
2. In reviewing the Drawings and Written Scope of Work the following question has risen.
C10 INTERIOR CONSTRUCTION
C1020 Interior Doors C1020.01 Retrofit existing doorframe to create a cased opening.
F2010.05 Demo existing 6.0 x 7.0 wood doors at entry to building.
The photos appear to be metal and not wood; therefore any painting will not be necessary in my opinion and also are we supposed to reuse the existing storefront? If this is the case please provide the manufacturer of the storefront to retrofit the sliding panels with opener that is shown in the drawings of the Amendment.
Response: The doors referenced in para. F2010.05 are wooden doors. The wooden doors are located inside of the metal storefront opening. The metal storefront opening is not to be touched.
The floor plan (page 2 & 3 of Amendment 0002, Attachment #6) is only provided to show the current floor plan of the building. Page 2 and 3 of Amendment 0002, Attachment #6 merely shows the history of the plan of adding the existing storefront; however the requirement for the seed project is only to demolish the wooden doors inside of the storefront. Consequently, para.
C1020.01 also applies only to the interior wooden doors that will be demolished. The pictures of the wooden doors and storefront are to provide further clarification. Offerors are advised to seek

3. Recent amendments sent out for this project have some conflicts; plans have work above and beyond the written statement of work.

-Sheet 2 notes: demo note 3, key notes: 4,5,6,7,8,9,10,11 are all items not included in the written statement of work. Please advise on correct items to include in seed project.
Response: See response to question 2 above.
4. We understand that the successful offeror must be registered in SAM prior to the time of award. Additionally, the solicitation requires Section K to be returned with the offeror's proposal for representations and certifications that are not completed in SAM at the time of proposal submission (reference Section L, Part IV-Contract, Paragraph 1.b). Typically, this would include FAR Clause 52.219-1, Small Business Program Representations - Alternate. We see a reference to this provision in Section K of the solicitation (page 32) stating that it applies to this solicitation, but there are no representations or certifications to complete (i.e., there is nothing to fill in stating that we're a small business concern, small disadvantaged business concern, etc.).
Are these representations and certifications required to be submitted with the proposal if an offeror is not registered in SAM at the time of proposal submission? If the answer is "yes", would you please provide us with the extended version of provision 52.219-1 that has the appropriate fill-in spaces?
Response: Yes, the representations and certifications are required to be submitted at the time of proposal submission. Central Contractor Registration is covered under FAR (Federal Acquisition Regulation) Subpart 4.11 states that “Prospective contractors shall be registered in the SAM database prior to award of a contract…”. Please refer to FAR 4.11 for further information. If you completed the annual representations and certifications electronically via the SAM website (https://www.sam.gov/portal/SAM/), we can verify your representations and certifications answers. If unable to complete in SAM, the required representations and certifications can be completed at Attachment 4 of Amendment 0003.
5. We would like to hand deliver our Proposal for the above subject solicitation; can you please send me info on how to get access to the base?
Response: If the offeror elects to hand deliver the proposal and does not currently have access to the base, the offeror must submit their request for access to the base no later than, 14 July 2014, 12:00 P.M. PST. Offerors will be required to provide the following information for base access purposes:

Note that in order to gain access to the base offerors will be required to possess current automotive registration, insurance and a valid driver’s license.

If an offeror is requesting access to hand deliver their proposal and they do not receive an email confirmation receipt by 14 July 2014, 4:00 P.M. PST, it is the responsibility of the offeror to make sure that their request was received by the POC’s listed above.

The Government will not be responsible for any delays encountered in the delivery of the proposal. Therefore, we recommend that the offeror must give enough time for physically hand delivering their proposal on time. The date that proposals are due remains unchanged.
6. If Prime Contractor Provides PIF's as a Subcontractor worked for SABER/JOC/IDIQ's; still we would be getting much Relevancy or less relevancy?
Would commercial PIF's be relevant or not?
Response: The Government is looking for information on both the basic contract and the Task Orders. If you were/are the prime contractor, you may submit information on the entire contract and include one Task/Job Order. If you are a subcontractor on a Task Order, you may submit the information concerning that Task/Job Order. A basic contract with a Task/Job Order will be

If you were/are acting as the subcontractor on a Task/Job Order, again, that one call will be considered one contract. It is ultimately the contractor's responsibility in determining which contracts/tasks/job orders to submit for their PPIFs. Furthermore, The Government will not entertain hypothetical questions in regard to this acquisition. The Government will consider all information requested by the RFP and provided by the offeror in making a determination of relevancy.
7. What are the requirements for the Letter from Small Business Administration (SBA) showing proof of section 8(a) status specified in Section L, Part IV – Contract, para 1.c.?
Response: A copy of an approved 8(a) certification letter issued by the SBA upon entrance of the 8(a) program.
