Amendment 01
REQUEST FOR INFORMATION (RFI) No. 3 FA9101-22-R-B001, Test Operations and Sustainment (TOS) II
7 November 2022
The purpose of this amendment to RFI No. 3, FA9101-22-R-B-001, is to provide additional clarification to Questions 5 and 6 and to provide additional information regarding Industry Day #3.
The Government's acquisition strategy is being developed based on information collected through market research, stakeholder input, and risk analyses. As the acquisition strategy takes shape, the Government will provide insight to industry regarding its considerations, and request feedback throughout the process, before it arrives at the final strategy. As part of this ongoing market research, RFI No. 3 Question 5 requests feedback from industry concerning the Highest Technically Rated Offeror (HTRO) source selection evaluation approach. This evaluation approach was recommended as a possible evaluation method and the Source Selection team would like industry’s feedback on whether this would be an appropriate method to use for the TOS II acquisition. Note: The Government is exploring all avenues to determine the most appropriate evaluation method for this acquisition and will use the feedback from industry to assist with that decision. The Government plans to provide an acquisition strategy update as part of Industry Day #3.
The Government requests industry feedback on RFI No. 3 Question 6 regarding which contract type would be best suited to meet the anticipated workload surge for capital improvements. To provide additional clarification, a ‘C’ type contract is a stand-alone single award contract that would use additional Contract Line Item Numbers (CLINs) to address these future needs. A ‘D’ type contract is an indefinite-delivery contract where task orders would be issued for the performance of all TOS II requirements, including these future needs.
AEDC will host Industry Day #3, which is planned to be an in-person event, on 6-7 December 2022 at the Gossick Leadership Center (GLC). See Attachment for a map to the GLC. The agenda for this Industry Day is being drafted and will include one-on-one sessions as well as presentations covering topics such as acquisition strategy update, workload surge, etc. The SSO anticipates that the briefing presentations will occur on 6 December 2022, and one-on-ones will occur on 7 December 2022. Interested parties are required to register with Ms. Montana Bieder at AEDC.SSO@us.af.mil no later than 21 November 2022 by providing your company name, list of attendees, and point of contact name, phone number, and email address. Please indicate whether your company would like to attend the briefings, participate in one-on-ones, or both.
Participants are limited to four attendees per company. All attendees are required to be U.S.
citizens and signatures will be required during check-in attesting to U.S. citizenship.
In accordance with Safer Federal Workforce Task Force Initial Implementation Guidance for Federal Agencies on Updates to Federal Agency COVID-19 Workplace Safety Protocols, issued 17 August 2022, personnel are no longer required to provide proof of vaccination status or proof of a negative COVID-19 test when accessing Federal facilities for meetings, events or conferences. No vaccination status or COVID testing information will therefore be required.
Currently, the Centers for Disease Control and Prevention (CDC) has identified Arnold AFB’s COVID-19 community level as Low (both Coffee and Franklin counties), and facial coverings are not required. However, if the CDC community level changes to High, facial coverings may become required while indoors. You may therefore want to have a facial covering available in the event the community level changes to High and the commander determines that mask wearing while indoors is required. AEDC will post Industry Day #3 PowerPoint presentations in the TOS II Competition Library in advance of the in-person event, allowing time for you to review the information and prepare your questions. While the Government will be presenting information during this Industry Day, we are requesting you to be an active participant and provide inputs or questions. We will be providing note cards that will be collected if you choose to submit a question anonymously. If time allows, these questions will be answered at the event, and ultimately all questions/answers will be posted on the TOS II Competition Library located at www.arnold.af.mil/Home/TOSII.
