| Enter your team name in Cell C1 on 'Summary Data and Inputs' |
| Labor escalation has been set at 1.9%. Do not deviate from this value. |
| The model is pre-populated with the government's estimate of materials. Proposals to reduce or otherwise impact the estimated materials amounts will not be considered. Inflation will be applied to the materials at the government's estimated rates. Proposals to use any other inflation rates will not be accepted. |
| Rates have been provided for the CBA covered employees to assist offerors in determining an appropriate range. Please do not deviate from these proposed rates. |
| Enter your productive labor year by skill category on each of the CLIN periods. The model will accommodate three different productive labor years (Professional Services Labor Category, Service Contract Labor Standards covered labor categories, and Collective Bargaining categories). The FTE will compute automatically based on the number of hours and your PLY. |

| The labor skill glossary contains all the skills that have been identified by the Government for potential use in the TOS II effort. Not all skill categories need to be used. No skill category may be used other than those listed. Offeror-requested skills have been included in the model and are set at a specific rate rather than a rate range. Offerors choosing to use these skill categories must use the rates shown for these categories. |
| Labor categories with prescribed quantities are populated on this model and left blank on the sub model. The intent here is to communicate total mandated quantities. It is permissible to split this labor between subs and prime such that the total quantity from the offeror is equal to the total prescribed quantity. |
| New scope for Industrial Security was added to the PWS under 3.26. Due to the limited time for industry to review and understand these requirements, the Government provided both the rate and FTE count in prime model only to assist offerors in their proposal. Offerors shall not deviate from prescribed rates and quantities (hours based on productive labor year shall be entered). These labor categories are highlighted in purple and bolded. |
| The Summary Data and Inputs tab contains italicised entries at cells B5:B8. These are set in the model to be a pro-rata share of a 12 month period (currently model set for a 3 month period of performance). Since the exact start date of the contract cannot be predicted with certainty, and the Government's desire is to have 12 month periods begin at the start of the Goverment fiscal year, this initial period may vary in length and is based on a pro-rata share of the first 12 month period. |
