Amendment 03
DRAFT REQUEST FOR PROPOSAL (DRFP)
FA9101-22-R-B001, Test Operations and Sustainment (TOS) II
26 April 2023
The purpose of this amendment to the DRFP, FA9101-22-R-B-001, is to notify industry of significant changes to the acquisition strategy (including evaluation criteria) and Performance Work Statement (PWS) requirements. This amendment also provides updated drafts of the Attachment 7 PWS (3.26 excerpt) and Attachment L-9 Cost Model for Prime, and a new Attachment L-9.1 Cost Model for Subcontractors.
Significant changes to the acquisition strategy include:
The Government has reconsidered the contract type. This acquisition has been revised to Cost-Plus-Award-Fee for the duration of contract execution with Firm- Fixed-Price for transition phases only. Cost-Plus-Fixed-Fee and Cost-Plus-Incentive- Fee will no longer be available contract types for this requirement. The attached Cost Model for Prime has been revised and the Cost Model for Subcontractors has been developed accordingly. Please notify the Government if there are any functional errors in the Cost Model for Prime or Cost Model for Subcontractors.
The Government has reconsidered the relative importance of the evaluation factors.
The final RFP Section M-2.1.2 will be revised to state: "The relative importance of each factor and subfactor is as follows: The Technical factor is more important than either the Past Performance factor or Cost / Price. The Past Performance factor is more important than Cost / Price. IAW FAR 15.304(e), all evaluation factors other than Cost / Price, when combined, are significantly more important than cost or price.
However, Cost / Price will contribute substantially to the selection decision. Within the Technical factor, all of the subfactors are of equal importance."
Organizational Conflict of Interest (OCI) will not be a Measure of Merit within the Technical Factor. OCI will be part of the Contract Documentation Volume and evaluated as part of the contractor responsibility determination.
There is one significant change to the PWS, with the addition of PWS 3.26, Industrial Security, Test Security, and Security Management Support. The attached PWS 3.26 excerpt provides the language that has been incorporated into Attachment 7 PWS.
