Instructions

Instructions for Cost Model
Enter your team name in Cell C1 on 'Summary Data and Inputs'
The model is pre-populated with the government's estimate of materials. Proposals to reduce or otherwise impact the estimated materials amounts will not be considered. Inflation will be applied to the materials at the government's estimated rates. Proposals to use any other inflation rates will not be accepted.
Rates have been provided for the CBA covered employees to assist offerors in determining an appropriate range. Please do not deviate from these proposed rates.
Enter your productive labor year by skill category on each of the CLIN periods. The model will accommodate three different productive labor years (Professional Services Labor Category, Service Contract Labor Standards covered labor categories, and Collective Bargaining categories). The FTE will compute automatically based on the number of hours and your PLY.
Offerors who intend to propose technical solutions that require the use of reachback, if priced differently that local staff, should consider submitting such labor categories for inclusion in the cost model.
Enter your firm-fixed price amounts for each of the planned transitions on the 'Transitions' tab of the workbook.
Enter your G&A for labor and materials for each of the CLIN periods on the 'Summary Data and Inputs' tab of the worksheet.
Enter your Fixed Fee and Award Fee percentages for each of the CLIN periods on the 'Summary Data and Inputs' tab of the worksheet.
Enter your direct labor rates in the tab 'CLINs 0105-0108' tab of the workbook. If you anticipate using a particular skill type in ANY of the CLIN periods, you must populate the direct rates on the 'CLINs 0105-0108'. Inflation will be automatically applied at the Governement estimated rate for each of the CLIN periods.
Funding actions for the Defined Benefit pension plan have been pre-populated in the model. Offeror's should not propose any alteration of these estimated amounts.
Fixed Fee skill categories are summed at the bottom of each CLIN period tab. Offerors may adjust this formula if needed.
Some values may have remained in the model as placeholders to ensure model integrity as many cells are interconnected.The PLY is an example of this. The values entered do not constitute government direction unless otherwise directed in these instructions (such as CBA direct rates)
The labor skill glossary contains all the skills that have been identified by the Government for potential use in the TOSII effort. Not all skill categories need to be used. No skill category may be used other than those listed. Separate instructions will be issued for offeor's to suggest any additional skills (with rate ranges) that may be needed.
The Summary Data and Inputs tab contains italicised entries at cells B5:B8. These are set in the model to be a pro-rata share of a 12 month period (currently model set for a 3 month period of performance). Since the exact start date of the contract cannot be predicted with certainty, and the Government's desire is to have 12 month periods begin at the start of the Goverment fiscal year, this initial period may vary in length and is based on a pro-rata share of the first 12 month period.
