Instructions for Subcontractor Cost Model
Enter your team name in Cell C1 on 'Summary Data and Inputs'
Labor escalation has been set at 1.9%. Do not deviate from this value.
All materials have been allocated to the prime's model. Do not include any material costs.
Rates have been provided for the CBA covered employees to assist offerors in determining an appropriate range. Please do not deviate from these proposed rates.
Enter your productive labor year by skill category on each of the CLIN periods. The model will accommodate three different productive labor years (Professional Services Labor Category, Service Contract Labor Standards categories, and Collective Bargaining categories). The FTE will compute automatically based on the number of hours and your PLY.
Enter your firm-fixed price amounts for each of the planned transitions on the 'Phase-In' tab of the workbook.
Enter your G&A for labor and materials for each of the CLIN periods on the 'Summary Data and Inputs' tab of the worksheet.
Award Fee has been allocated to the prime's model.
Enter your direct labor rates in the tab 'CLINs 0104 - 0105' tab of the workbook. If you anticipate using a particular skill type in ANY of the CLIN periods, you must populate the direct rates on the 'CLINs 0104-0105'. Inflation will be automatically applied at the Government estimated rate for each of the CLIN periods.
The PLY has remained in the model as placeholders to ensure model integrity as many cells are interconnected. This value does not constitute government direction.
The labor skill glossary contains all the skills that have been identified by the Government for potential use in the TOSII effort. Not all skill categories need to be used. No skill category may be used other than those listed. Offeror-requested skills have been included in the model and are set at a specific rate rather than a rate range. Offerors choosing to use these skill categories must use the rates shown for these categories.
New scope for Industrial Security was added to the PWS under 3.26. Due to the limited time for industry to review and understand these requirements, the Government provided both the rate and FTE count (prime model only) to assist offerors in their proposal. Offerors shall not deviate from prescribed rates and quantities (hours based on productive labor year shall be entered). These labor categories are highlighted in purple and bolded.
Labor categories with prescribed quantities are left blank on this model and input on the prime model. The intent here is to communicate total mandated quantities. It is permissible to split this labor between subs and prime such that the total quantity from the offeror is equal to the total prescribed quantity.
An additional sheet, Indirect Labor Calculation, has been provided for subcontractors to explain their indirect labor rates.
The Summary Data and Inputs tab contains italicized entry at B8. These are set in the model to be a pro-rata share of a 12 month period (currently model set for a 3 month period of performance). Since the exact start date of the contract cannot be predicted with certainty, and the Government's desire is to have 12 month periods begin at the start of the Government fiscal year, this initial period may vary in length and is based on a pro-rata share of the first 12 month period.
It is permissable to add tabs if it aids in the clarity of the proposal. Do not add rows, columns or make similar changes to the pre-exsting tabs.
