ATTACHMENT L-11
SURGE PROJECT SAMPLE TASK QUESTIONS
In response to the Surge Project Sample Task described in Attachment L-10, the Offeror shall address the following questions. Assume the Hybrid Propulsion Upgrade project is one of twenty similar projects in a given execution year.
1. Explain how the Offeror would mobilize project delivery resources to execute the Hybrid Propulsion Upgrade project with minimal interference with ongoing test operations and maintenance work being performed by resident contractor workforce in the affected location.
2. What capabilities and capacity does the Offeror have in place that would speed mobilization and ensure quality of skilled workforce to accomplish this project?
3. Explain how the Offeror would expect to execute this project with regards to scheduling with ongoing operations, integration / coordination with ongoing support infrastructure maintenance / availability, etc.
4. To what extent does the Offeror need / expect the resident contractor workforce to participate in delivery of this project?
5. Describe what the Offeror considers essential engineering and specialized craft staffing requirements for execution of this project, and the Offeror’s approach for making those skills / personnel available when required.
6. Describe the Offeror’s strategy for manning and sustaining sufficient transient workforce in the area to accomplish this project, and the strategy for demobilizing the temporary workforce requirements upon successful project delivery.
