Question
RFP Reference
Attachment 9, Section L
May the font and font size requirements be set aside for the information in the margins as it will only be logos, company identifiers, and required markings—RFP number, titles, disclosure text?
The font and font size requirements specified in Section L‐2.2.1.1 do not apply to company logos, identifiers, or required markings. However, please note the minimum font size requirements in L‐2.2.1.1 (b) for tables, charts, graphs, and figures.
L‐7.1 states that A through K should be included in Volume V. However the specific section callouts in L‐
7.1.1 through L‐7.l.4 do not ask for Sections C, D, E, F, and J. If all attachment listed in section J were printed as given in the RFP files they would account for ~1411 pages. Are we correct to assume that the Section C, D, E, F and the attachments from Section J are not required in Volume V unless specifically requested in Sections L‐7.2 or L‐7.3?
Sections A through K should be completed and returned in Volume V – Contract Documentation. The attachments from Section J are not required unless specifically requested in Sections L‐7.2 and L‐
7.3. Section L‐7.2 requires
exceptions to the solicitation requirements to be identified and the supporting rationale provided.
Section L‐7.3 requires Offerors to submit the following as attachments to the model contract:
‐ L-7.3.4.1, GFP and Base Support Requirements, a listing of Government furnished items required other than those listed in Attachment 11, Government Furnished Property.
‐ L‐7.3.4.2, Small Business Subcontracting Plan
‐ L‐7.3.4.3, OCI Mitigation Plan
‐ L‐7.3.4.4, Staffing Plan
‐ L‐7.3.4.5, Associate Contractor Agreements, letters of intent.
The RFP does not call out a requirement for the Major Subcontractors to submit a complete and separate Cost Volume proposal. Is it the Government’s intention that the Prime Offeror will submit one integrated cost proposal that satisfies the requirements in Section L‐6.0 including any supporting data/rates provided to the Prime Offeror from the Major Subcontractors?
Please see L‐6.4.5. If any subcontractor does not want to share detailed information with the prime, separate packages should be submitted to the Contracting Officer.
To the extent that separate sealed packages from subcontractors are included, the prime should include summary level information about the subcontractor.
We acknowledge that if separate subcontractor packages are submitted, the prime will not have fringe details to include in their submission. In that case, modify the formulas as needed in the cost model.
The RFP requires all pages to be numbered sequentially by volume. For the Past Performance Volume, the offerors must use the past performance information tool for printing relevant contract information. This tool has two separate print options: (1) Business Relationships, and (2) Past Performance. For each of these printed documents, the tool does not allow the offeror to change the starting page of the document (i.e., page numbering is automated by the tool); thus the Business Relationships and the Past Performance information both start on page 1 for each contract. This does not allow for sequential numbering of these two printed documents. Is it acceptable include these documents at the back of the Past Performance Volume with their automated numbering so that the remainder of the material (i.e., all except the Business Relationships and Past Performance print‐outs from the PPI Tool) can be sequentially numbered?
