Solicitation Summary: FA890326R0009
This is a Request for Proposal (RFP) for a Multiple Award Task Order Contract (MATOC) Indefinite Delivery/Indefinite Quantity (IDIQ) to provide roofing repair, replacement, and follow-on services (R3F Program) to the U.S. Air Force and other military departments. The solicitation was issued on 25 March 2026 with a proposal deadline of 01:00 PM local time on 27 April 2026. The contract is 100% set aside for small businesses under NAICS 238160 with a $19,000,000 annual receipts size standard. The program ceiling is $450,000,000 with a five-year base performance period (XX-XX-2026 through XX-XX-2031). Task orders will be issued on a firm-fixed-price basis to qualified contractors operating within six geographic regions: West, Midwest, Northeast, Southwest, Southeast, and Alaska (CONUS+AK). A mandatory post-award conference valued at $1,000 will serve as the first task order, with minimum ordering guarantees of $1,000 and maximum orders not to exceed $9 million for single items or $25 million for combinations of items.
Award will be made to all qualifying offerors providing technically acceptable proposals demonstrating capability across at least nine of seventeen roofing types (minimum 500 square feet each, completed within ten years), with evidence of DoD installation experience per proposed region. Evaluation criteria encompass technical capability with roofing systems, industry standard compliance (warranty programs, bonding capacity of $1M per task order/$5M aggregate, and manufacturer certifications), and previous experience including prime contractor roofing experience, subcontractor management on DoD installations, and key personnel qualifications (superintendent, project manager, and quality control manager). Proposals must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) in searchable Adobe PDF format and include completed representations and certifications, warranty documentation, performance/payment bonds, roofing certifications, and detailed project experience narratives. Task order set-asides for 8(a) small businesses apply at $250K and below with market research requirements, while orders exceeding $250K are subject to fair opportunity competition among all qualified small business awardees.

CLAUSE H-03: MANDATORY POST AWARD CONFERENCE

CLAUSE H-04: TASK ORDER SET ASIDES
Prior to setting aside orders to the 8(a) concerns ($250K or less) or any other socio-economic concerns (over $250K) IAW FAR16.505(b)(2)(i)(F) the ordering contracting officer (CO) must perform market research to determine whether firms have sufficient excess bonding capacity to perform and interest in bidding on the task order.
The Offering and Acceptance requirements in FAR 19.804 have been satisfied with this basic IDIQ contract and do not need to be repeated for each individual task order issued against this contract.
However, when setting aside task orders for 8(a) firms the ordering CO must notify the cognizant SBA field office that the requirement is set-aside for 8(a).
All orders less than or equal to $250K will be set aside for competition amongst 8(a) awardees who have been deemed technically qualified to perform the work in the geographic region where the work will be performed. The orders will not be set aside for competition amongst 8(a) awardees if there is not a reasonable expectation of obtaining offers from two or more responsible 8(a) small businesses in the geographic region where work will be performed who are competitive in terms of fair market prices, quality and delivery.
All orders greater than $250K will either be open for fair opportunity competition amongst all small business IDIQ awardees within a region; or may be set aside for further competition amongst a particular socio-economic category if there is a reasonable expectation of obtaining offers from two or more responsible small business in that socioeconomic category in the geographic region where work will be performed who are competitive in terms of fair market prices, quality and delivery.
The following clauses necessary to set aside task orders for8(a) firms are included in Section I of this IDIQ contract and will only become applicable when included in the task order at the discretion of the Contracting Officer:
52.219-13 Notice of Set-Aside of Orders 52.219-18 Notification of Competition Limited to Eligible 8(a) Concerns
(End of Clause)
CLAUSE H-05 ORDERING PROCEDURES

The six (6) geographic regions encompass the Contiguous United States (CONUS) plus Alaska (CONUS+AK).
Active-Duty Air Force installations and Joint Bases led by the Air Force located in CONUS+AK are recommended to place Task Orders against the resulting IDIQ and do not need to obtain permission rst from the program team/Administrative Contracting Officer (ACO).
Optionally, Air Force Guard and Reserve installations (i.e. non-mandatory use installations) located in CONUS+AK, must request permission from the program team/ACO, who shall determine if the MAC IDIQ ceiling has adequate capacity remaining and whether or not the requesting office's requirements are considered in-scope of R3F. The Agency IDIQ/Task Order Ombudsman is:
Air Force Installation Contracting Center AFICC/KP Director
1940 Allbrook Drive, Bldg. 1 Wright Patterson AFB, OH 45433 Phone: (937)257-5529
Task orders shall be issued on a Firm-Fixed Price (FFP) basis. The Contract Line Item Number (CLIN) structure on each task order will reflect the FFP for each sub-line item, and must strictly follow the CLIN structure in the IDIQ contract using SubCLINs for specific order requirements (i.e. individual buildings):

In making these progress payments, the Government shall, upon request, reimburse the Contractor for the amount of premiums paid for performance and payment bonds (including coinsurance and reinsurance agreements, when applicable) after the Contractor has furnished evidence of full payment to the surety.
