About this file
This is Amendment 0001 to solicitation FA890326R0009, effective April 14, 2026, for a Multiple Award Task Order Contract (MATOC) Indefinite Delivery/Indefinite Quantity (IDIQ) roofing services contract issued by the U.S. Air Force (FA8903). The amendment updates the solicitation, Statement of Work, and attachments with clarifications regarding volume organization and submission requirements, technical capability and experience requirements, teaming agreement clarifications, and attachment modifications. Key updates include relocation of Attachment L-03 completion instructions from Volume I to Volume II; addition of page-limit clarifications stating narratives are limited to five pages excluding supporting documentation for multiple sections; submission of Attachment L-04 with Volume III for planning purposes only (not evaluated or counted against page limits); replacement of SF 1442 reference with SF 33; and removal of EMR language from the Statement of Work.
The contract is a total small business set-aside (SBSA) with a reserve of two 8(a) firms per region at the basic contract level and an embedded 8(a) set-aside for task orders $250,000 and below. The Government intends to award to each and all qualifying offerors. The R3F program covers six regions: West, Midwest, Northeast, Southwest, Southeast, and Alaska. Technical acceptability requires offerors to demonstrate experience with at least 9 of 17 roofing types (minimum 500 square feet each, completed within the last 10 years), with at least one DoD installation project per proposed region. Offerors must provide bonding capacity of $1 million per task order and $5 million aggregate, manufacturer certifications for applicable roofing types, warranty program documentation, and key personnel (Superintendent, Project Manager, Quality Control Manager) with specified roofing construction experience. Proposals must include Volumes I (Offeror Information), II (Technical Capability), III (Industry Standard Compliance), and IV (Previous Experience) submitted electronically via PIEE.eb.mil in searchable PDF format. The amendment clarifies that first-tier subcontractor roofing type experience may not satisfy Volume II requirements unless a valid teaming agreement is submitted in Volume I.

Section L - Instructions, Conditions, & Notices to Offerors or Quoters
Header Miscellaneous Text (Modified):
FA890326R00090001
The following instructions and information are a combination of Instructions to Offerors (ITO) and the corresponding evaluation methodology that will be applied to the R3F MATOC IDIQ proposals resulting from this solicitation. These have been combined for ease of reference and to ensure that all submission instructions have corresponding evaluation methodology or criteria. The terms "Offeror," "Contractor," or "Prime" are used interchangeably in this document.
1.0 PROPOSAL PREPARATION INSTRUCTIONS
This section provides instructions for preparing proposals. It is the Offeror's responsibility to ensure the completeness of the proposal submitted. Compliance with these instructions is mandatory and failure to furnish a complete proposal, at the time of proposal submission, may result in the proposal being unacceptable to the Government and may eliminate the Offeror from further consideration for award. Simply stating that the Offeror understands and intends to comply with this effort or paraphrasing statements in the RFP is inadequate. By submitting your proposal, you are representing that your firm will perform all the requirements specified based upon the proposed regions and roofing types in response to this solicitation. All appropriate markings shall include those prescribed in IAW FAR 3.104-4, "Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information" and FAR 52.215-1(e), "Restriction on Disclosure and Use of Data." Evaluation of a proposal will be conducted solely based on the information contained within it and the Government will not assume that an Offeror possesses any capabilities not specified.
1.1 PROGRAM STRUCTURE AND OBJECTIVES
1.1.1. Basis for Award. The Government intends to award a Multiple Award Task Order Contract (MATOC) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts IAW FAR 19.502-2, under a total small business set aside (SBSA), with a reserve of two 8(a) firms per region at the basic contract level.
Additionally, an embedded 8(a) SA applies at task order (TO) level for all actions $250K and below, the "Rule of Two" applies at TO level. IAW FAR 15.304(c)(1)(ii)(A), the Government intends to make an award to each and all qualifying offerors. For an offeror to participate in task order solicitations for a specific region, the offeror must meet the technical acceptability requirements defined below for each region proposed. The award document will identify the regions in which the contractor is qualified to participate.
1.1.2. The Government intends to evaluate proposals and award contracts without discussions with Offerors IAW FAR 52.215-1"ITO - Competitive Acquisition." Therefore, the Offeror's initial proposal should contain the Offeror's best terms from a technical standpoint. Clarifications may be conducted as described in FAR 15.306(a). The Government reserves the right to conduct discussions if the PCO later determines them to be necessary or in the best interest of the Government. If discussions are held; discussions will only be held with those Offerors determined to be in the competitive range.
1.1.3. Regions for R3F will consist of the following:
Region 1: West - California, Colorado, Idaho, Montana, Nevada, Oregon, Utah, Washington, and Wyoming Region 2: Midwest - Illinois, Iowa, Kansas, Missouri, Minnesota, Nebraska, North Dakota, South Dakota, and Wisconsin Region 3: Northeast - Connecticut, Delaware, Indiana, Kentucky, Maine, Maryland, Massachusetts, Michigan, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Vermont, Virginia, Washington D.C., and West Virginia Region 4: Southwest - Arizona, Oklahoma, Texas, and New Mexico Region 5: Southeast - Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, and Tennessee Region 6: Alaska
2.0 GENERAL INFORMATION
2.1 QUESTIONS REGARDING THIS SOLICITATION
Solicitation documents will be posted to the System for Award Management (SAM.gov) website. Any further questions, concerns, or clarifications shall be submitted to the PCO using Attachment L-02 Q & A template no later than (NLT) five business days after issuance of the RFP. All inquiries shall be in writing and submitted electronically to the PCO and the Contract Specialist (CS) at organizational email: AFICC.R3F.WORKFLOW@US.AF.MIL. The contracting office will provide a notice of receipt, but if none is received, it is the Contractor's responsibility to follow up to the PCO. The Government will post all questions and responses pertaining to the solicitation and supporting documents to SAM.gov.
2.1.1 Discrepancies
If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unclear or unsound, the Offeror shall notify the PCO in writing with supporting rationale immediately, but NLT 10 days after release of the RFP or as specified in any subsequent RFP amendments.
2.1.2 Debriefings
The PCO will promptly notify Offerors of any decision to exclude an Offeror from the competitive range; where upon the contractor may request and receive a pre-award debriefing IAW FAR 15.505, or the Offeror may choose to wait until after award of the contract to request a post-award debriefing IAW FAR 15.506.However, Offerors excluded from the competitive range are entitled to no more than one debriefing.
2.1.3 Exclusions of Non-Compliant Proposals
The Government may exclude a proposal from this competition without evaluating the proposal against the evaluation factors as defined in Section M, if an initial assessment of the proposal shows the proposal to be non-compliant. Non-compliant proposals are proposals that fail to address essential requirements of the solicitation in the Volume Content and Evaluation section (5.0). Essential requirements include bonding documents, warranty certifications, L-03 Roofing
Contract Evaluation, L-04 Regional Experience Outline, L-05 Superintendent Outline, L-06 Project Manager Outline, L-07 QCM Outline, and 1 page document per roofing type identified. Failure to furnish information demonstrating compliance with mandatory solicitation requirements set forth in the solicitation will result in the offeror's proposal to be deemed non-compliant.
2.1.4 Teaming
Use of Teaming Partners: The Government intends to award directly to firms that perform roofing, repair and replacement for roofing projects with or without use of teaming partners. Offerors are advised that the sharing of teaming partner's resources in the technical proposal is not permitted. For Volume II (Technical Capability), a Prime Offeror may not use a first-tier subcontractor's roofing type experience to satisfy the 9 of 17 roofing type requirement unless the Prime and subcontractor are in a valid teaming agreement. If the Offeror intends to rely on a first-tier subcontractor's roofing type experience for Volume II, the Offeror must submit a copy of the executed teaming agreement in Volume I. Absent such an agreement, roofing type experience will be evaluated based solely on the Prime Offeror's capabilities. However, for a small business prime contractor that includes a proposed team of small business subcontractors and specifically identifies the first-tier subcontractor(s) in the proposal, the previous experience of each first-tier subcontractor that is part of the team will be considered the experience of the small business prime contractor for Volume IV (Previous Experience) if the previous experience of the small business prime does not independently demonstrate previous experience necessary for award.
