About this file
This is a Statement of Work (SOW) for the Roofing Repair, Replacement Follow-on (R3F) program, issued by the Air Force Installation and Mission Support Center (AFIMSC) in April 2026. The SOW establishes requirements for commercial roof replacement and corrective repair services across Department of the Air Force installations, with optional use for Air Force Guard and Reserve, U.S. Army Active/Guard/Reserve, and U.S. Navy Active/Guard/Reserve facilities within the Continental United States and Alaska. Services will be acquired on a recurring basis for DAF facilities and on an as-needed basis for other agencies.
The scope encompasses repair and replacement of low-slope weatherproof membrane roofing systems (slopes ≤3:12), steep-slope water-shedding roof coverings (slopes >3:12), and metal roofing systems, including all thermal insulation, vapor retarders, membranes, drainage components, flashings, and related details. Work includes roof-mounted appurtenances and incidental construction activities such as asbestos abatement, HVAC modifications, and lightning protection, with incidental work capped at 30 percent of direct roofing costs. All roof types listed in UFC 3-110-03 are included; unlisted types require AFCEC Roofing Subject Matter Expert approval. Specific projects will be awarded as task orders under a design-bid-build or design-build delivery method, with task orders ≤$250,000 first offered to 8(a) awardees (if two or more are available in the region) and orders >$250,000 open to all regional awardees or set aside for small business competition. Contractors must maintain key personnel including a Project Manager (available within one hour of notification during business hours), a Contractor's Project Superintendent with minimum five years' roofing construction experience (two years as superintendent), and a Contractor's Quality Control Manager responsible for daily site inspections, material compliance verification, and submittal coordination.

ROOFING STATEMENT OF WORK (SOW)
1.0 Purpose
The purpose of this program is to acquire commercial roof replacement, and corrective repair for Department of the Air Force (DAF); with optional use (non-mandatory) for DAF ‘Guard and Reserve, U.S. Army (USA) and U.S. Navy (USN) Active, Guard and Reserve installations within the Continental United States (CONUS) and Alaska (only areas reachable by ground transportation). The program will acquire such services for existing DAF facilities on a recurring basis. The program may acquire such services for USA, USN, and other agencies on an as-requested basis.
2.0 Scope
2.1 The scope of this effort is to perform roof repair and replacement (thermal and moisture protection) for low-slope (weatherproof membrane types of roof systems installed on slopes at or less than 3:12 or 14 degrees), steep slope (water-shedding types of roof coverings installed on slopes greater than 3:12 or 14 degrees), and metal (hydrostatic and hydrokinetic systems) roofing projects. Roof assemblies include all items of work included in the elemental classification of the American Society for Testing and Materials (ASTM) UNIFORMAT II B30. The thermal insulation, vapor retarder, membrane, drainage components, flashings, and details (roof edges, scuppers, parapets, curbs, drains, coping systems, shingles and roofing tiles, etc.) are included in the scope of this effort. The features of work that are part of the structural roof assembly (framing (steel, wood, etc.), structural diaphragm, decking, purlins, parapets, roof joists, beams, associated hardware and fixtures, etc.) regardless of material are in scope of this project. While inspections are included in the scope of this effort, the specific assessment techniques, e.g. thermal imaging or Unmanned Aerial System (UAS)/drone usage, to include the decision/approvals to use these techniques, will be made at the base/task order level in accordance with (IAW) relevant Air Force guidance.
2.2 The scope of this effort also includes the installation, and replacement of roof-mounted appurtenances in accordance with DoD and Air Force criteria.
2.3 The ASTM UNIFORMAT IIB30 features of work incidental (in terms of dollar amount related to the direct roofing cost (labor, equipment, materials and subcontractor mark- up)) construction activities such as asbestos abatement, HVAC disconnect/movement, plaza decks, lightning protection, and walking pads, etc. which arise as a result of the roofing project are in scope of this contract. The estimated value of this incidental work should not exceed 30% of the direct roofing costs.
2.4 All roof types, systems, materials, membranes, and services listed in UFC 3-110-03 are included. Roof types not listed must be approved by AFCEC Roofing SME.
2.5 The Government may elect to replace a roof with a different in-scope roof type (for example: Asphalt Built-Up Roof to Metal (Hydrostatic) Membrane, etc.).
2.6 The project delivery methods shall include design-bid-build and/or design-build.
3.0 Specific Base Construction Projects – Awarded as Task Orders (TO (s))
3.1 Specific roofing construction projects will be awarded at the task order level against the basic IDIQ contract on an “as needed” basis. Civil Engineering (CE) and contracting personnel will prepare design-build, design-bid-build, specifications, and related requirements documents for specific roofing projects and will solicit only those Contractors awarded IDIQ contracts in the geographic region in which the base is located.
