Step 2 - Section L – Instructions, Conditions and Notices to Offerors – Request for Proposal Repair Cadet Chapel, USAFA, FA8903-17-R-0071

REQUEST FOR PROPOSAL

CONSTRUCTION SERVICES FOR

REPAIR USAFA CADET CHAPEL,

UNITED STATES AIR FORCE

ACADEMY, CO

SOLICITATION NO. FA8093-17-R-0071

STEP TWO

SECTION L

INSTRUCTIONS, CONDITIONS AND

NOTICES TO OFFERORS

1.0 Program Structure and Objectives

(a) This solicitation is for Construction Services for the Repair of the USAFA Cadet Chapel for the United States Air Force (referred hereafter as “Repair Cadet Chapel”).

(b) The Government will utilize a two-step evaluation process to award a single contract to the Offeror who provides the best value to the Government considering price and non-price factors.

(1) Step 1 will be a prequalification of sources in accordance with DFARS 236.272.

In Step 1, the Government will ask for qualifications/past performance in order to evaluate and prequalify sources to perform the Repair Cadet Chapel. Price will not be evaluated as part of Step 1. The Government will shortlist up to five of the most competitive step 1 Offerors to compete for contract award in Step 2.

(2) Step 2: In Step 2 of the two step selection procedure, the Offerors that were prequalified in Step 1 will be requested by the Government to submit proposals that include technical and price information. Prior to Step 2, an amendment will be issued to only the prequalified Offerors from Step 1 inviting them to submit technical and price proposals for consideration. The amendment will request additional information needed to complete the submission of Step 2 proposals. In Step 2, the Contracting Officer will award one contract to the Offeror who is deemed responsible in accordance with the FAR, as supplemented, whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation) and who is judged, based on the evaluation factors to represent the best value to the Government. This may result in an award to a higher rated, higher priced Offeror, where the decision is consistent with the evaluation factors, and the Source Selection Authority (SSA) reasonably determines that the technical and/or overall business approach of the higher price Offeror outweighs the price difference.

1.1 Budget/Funding Information

In accordance with DFARs 236.203, the magnitude of construction for this project is between $25,000,000 and $100,000,000.

2.0 General Instructions

(a) The Offeror's proposal must include all data and information requested by this ITO and must be submitted in accordance with these instructions. The offer must be compliant with the requirements as stated in the Statement of Work (SOW), Contract Data Requirements List (CDRL), Specifications, and Drawings. Non-conformance with the instructions provided in this ITO may result in an unfavorable proposal evaluation.

(b) The proposal must be clear, concise, and must include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but rather must provide convincing rationale to address how the Offeror intends to meet these requirements.

Offerors must assume that the Government has no prior knowledge of their capabilities and experience and will base its evaluation on the information presented in the Offeror's proposal.

(c) Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.

(d) The proposal acceptance period is specified in Section A of the model contract/solicitation. The Offeror must make a clear statement in Section A of the proposal documentation volume that the proposal is valid through this date.

(e) In accordance with FAR Subpart 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals. Unless the Offeror requests otherwise, the Government will destroy extra copies of such unsuccessful proposals.

2.1 General Information

2.1.1 Point of Contact

2.1.2 Notifications/Debriefings

2.1.2.1 Step 2 Request for Proposal

The CO will promptly notify Offerors of any decision to exclude them from the competitive range during Step 2; whereupon, they may request and receive a debriefing in accordance with FAR 15.505. Offerors excluded from the competitive range may request a pre-award debriefing or they may choose to wait until after the source selection decision to request a post award debriefing. However, Offerors excluded from the competitive range are entitled to no more than one debriefing for each proposal. The CO will notify unsuccessful Offerors in the competitive range of the source selection decision in accordance with FAR 15.506. Upon such notification, unsuccessful Offerors may request and receive a debriefing. Offerors desiring a debriefing must make their request in accordance with the requirements of FAR 15.505 or 15.506, as applicable.

2.1.3. Discrepancies

If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror must immediately notify the CO in writing with supporting rationale as well as the remedies the Offeror is asking the CO to consider as related to the omission or error. The Offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion. This reservation includes matters of additional or substitute pages of the initial proposal.

2.1.4. Electronic Reference Documents

(d) You are representing that your firm will perform all the requirements specified in the solicitation by submitting your proposal.
