Instructions

Commoditized Pricing Model: General Notes and Instructions
BRAC Environmental Construction & Services Requirements Contract (BECSRC)
Single Award Task Order Contract (SATOC)
1.Prices should include all activities associated with completing the over arching tasks unless otherwise specified or called out as a separate activity.
2.This activities list uses CERCLA terminology; however, the activities apply to comparable RCRA or state restoration terminology.
3.Complexity level is the sum of all component scores (component = affected media, analytical methods and stakeholders). Each component is counted equally. Each occurrence within a component is equal to 1. Complexity levels Low=(<=3) Medium= (4-13) High= (>13). For example, a site that has 1 affected media (groundwater), 3 analytical methods (VOC, SVOC and metals) and 1 stakeholder (State Regulator) would have a total complexity score of 5 equal to medium complexity.
4Deliverables FFP Tab - for each version of the deliverable, include cost for each complexity level. If complexity is N/A, input cost in "Low" column.
5.Preparation of documentation should include the efforts required for reproduction, distribution, response to AF and Regulatory comments for a each iteration as required.
6.All work plan documentation shall include appropriate sections as applicable and as specified in the SOW including but not limited to* Waste Management Plan, Air Modeling and Monitoring Plan, Surface Water Management Plan, Emissions Control Plan, Transportation Plan, Remediation Management Plan, Siting Analysis Plan, Site Preparation Plan, Spill and Discharge Management Plan, Erosion Control Plan, Groundwater Management Plan, Demolition Plan, Construction Quality Plan, etc.
7.Drummed and bulk waste disposal prices shall include handling, and transportation costs as well as any characterization fees. Other waste disposal cost shall include handling, and transportation costs as well as any characterization fees.
8.Site Restoration activities shall include watering and fertilizing where the re-establishment of natural vegetative cover is required.
9.Metes and bounds survey shall also apply to excavated soils and any survey required to determine volume excavated.
10.Water quality evaluations shall include but not be limited to the standard suite of analysis for BOD, DO, REDOX, pH, turbidity, conductivity, salinity and other parameters as required.
11.Soil Characteristics evaluations shall include but not be limited to the standard suite of analysis for TKN, TOC, permeability, and other characteristics as applicable to the evaluation being conducted.
12.Any gains from recycling or disposal of equipment/supplies/etc. may be used to off-set the cost of any ongoing efforts included with this project (TBD at the TO level).
13.System component readings conducted during O&M activities shall include but not be limited to system temperature, flow, vacuum, motor status, pressure readings, OVA screening, H2O quality measurements, etc.
14.All proposed activity prices shall include dust control and decontamination* where required.
15.Analytical data packages may be submitted to the regulators at the AF or regulator's request; but, not without Air Force concurrence.
16.As part of site restoration all backfilled areas will be compacted to 90% proctor (MODIFIED) unless otherwise specified.
17.All backfill shall be certified clean in accordance with state and federal regulations and direction from AF/Regulators.
18.Assume 10% Duplicate samples, 5% MS/MSD, 1 equipment blank between sites each day and 1 trip blank for each cooler containing samples to analyzed for VOCs.
19.Efforts including use of environmental equipment shall include any calibration, monitoring and testing requirements as required to ensure proper maintenance and operation of the equipment.
20.All sampling and other efforts shall include record keeping activities as specified in section 4.17 of the SOW.
21.All travel required shall be cost reimbursable in accordance with actuals.
22.Note that the Quality control program plan requirement addressed in Section 4.13 shall be incorporated into the development of QAPP and work planning documentation.
23.The Air Force will accept invoicing of up to 80% upon AF acceptance of the draft document that incorporates AF comments and is ready to submit to the regulator, as applicable.
24.Electrical repairs may include, but not limited to, 10-12 GA THHN conductor color covering for 480V 3-phase; termination/landing of conductors; phase check and system shake-out; and communication cabling.
25.As part of the repair activities assume one-inch power/communication conduits and two-inch contaminated ground water lateral piping damaged during utility installation.
26.Assume each fencing repair event requires replacing eight-foot high, nine-gauge chain link fencing with three- strands of barb-wire, one full weight terminal post and two full weight line posts, and seven-gauge top and bottom tension wire.
27.Assume 1 acre sites for site restoration (i.e. re-landscaping, watering, hard surface restoration, repairs and minor construction) and maintenance (i.e. clearing, mowing, grubbing, etc.) activities.
28.Assume average sampling depth for well sampling and redevelopment of 30 feet.
29.Assume any activity requiring excavation and dewatering will require removal of approximately 500 gallons of contaminated water and associated handling, bulk transport, and disposal activities.
30.For activities involving UST removal/management assume 500-gallon tank removal with closure sampling (assume samples analyzed for BTEX), waste fuel and soil wastes (for offsite disposal). Assume soil samples will be collected at suspected impacted soils for analysis in accordance with the sampling requirements.
31.For activities involving AST removal/management assume 500-gallon AST removal with closure sampling (analyzed for BTEX), waste fuel and 50 cubic yards of wastes (for offsite disposal) per tank excavation. Assume six soil samples will be collected at suspected impacted soils for analysis in accordance with the sampling requirements. Assume conducting any required confirmatory (6 samples) and closure sampling (6 samples) as well as documentation and reporting.
32.For five year reviews assume all milestones and activities associated with the completion, submittal and government acceptance for Five Year Reviews are captured under that specific deliverable.
33.Prices should include all activities associated with completing each field task including efforts to prepare field notes, boring logs, etc.
34.Project Management activities shall include but are not limited to controls, contracts, program oversight, implementation of other general management requirements as specified in the SOW, training, site access, etc.
35.Technical review/evaluation of data, programs, studies, technology shall be captured under labor as required.
36.Any required daily activity reports shall be included in the effort for that specific activity.
37.Miscellaneous system/electrical repair shall involve an initial inspection followed by summary/estimate of type and price of activities necessary to complete repairs. These activities shall include but not be limited to pump rebuild/replacement, motor rebuild/replacement, miscellaneous system/electrical repair, etc.
38.Health and Safety monitoring (air, soils, work sites, etc.) efforts shall be included with each individual activity set as required.
39.All analyses shall be conducted in an off-site/fixed laboratory. No on-site laboratories shall be utilized. Include all shipping costs in unit pricing
40.Analytical pricing will be based on competitive pricing taken from lists provided by a selected laboratory.
41.Data validation/management efforts shall be included with each individual activity.
42.Well abandonment activities shall be in accordance with local regulations and includes characterization, transportation and disposal of waste material.
