Frequently Asked Questions (FAQs) FA8903-15-R-0023 BECSRC Western

1) When are the Financials and attachment L-3 due?

ANSWER: Offerors are required to submit their company’s financial statements 15 days after the notice is posted on www.fbo.gov stating THIS NOTICE IS A FINAL SOLICITATION/REQUEST FOR PROPOSAL (RFP). Offerors are asked to submit these documents electronically only for the BECSRC Western FINAL SOLICITATION.

This source selection uses “down-select” procedures. Offerors considered by the CO to be within the competitive range will be asked to submit the Volume III (Pricing) and Volume IV (Sample Task Order) in Phase II of this source selection.

2) Can an offerors submit 10 projects beyond the 3-5 PPQs for attachment L-4?

ANSWER: Yes. The 3-5 PPQs required in Section L-4 under subfactor 2.3 speak directly to quality, what customers say about offerors performance (sic, quality). These may or may not be the same as those projects listed on attachments L-4 and L-5 which speak primarily to relevancy and will be used by the past performance team to garner additional information regarding relevancy, recency, and quality. In order to demonstrate relevant capability in all five Task Areas identified in L-5 an offeror may need to list 10 projects in addition to the 3-5 PPQs. Note that all PPQs must be relevant and recent in order to receive credit. All PPQs are to be submitted directly to the government from your previous customer.

As a result of the relevancy and quality assessments of the recent contracts evaluated, offerors will receive an integrated Performance Confidence Assessment (PCA) rating. More recent performance will have a greater impact on the PCA than less recent or relevant effort. A strong record of relevant past performance may be considered more advantageous to the Government than an "Unknown Confidence" rating. Likewise, a more relevant past performance record may receive a higher confidence rating and be considered more favorably than a less relevant record of favorable performance (see Section M).

3) What equipment, supplies, and office space are available for use at the sites, if any?

ANSWER: AFCEC anticipates that the contractor will travel to or use local personnel as required to support specific TO requirements. The availability of office space, supplies and equipment will vary by installation and may be made available under a base support letter agreement. Any new equipment and supplies required in the pursuant of the operations and maintenance to support the remedial systems and/or site integrity is the responsibility of the contractor.

4) Does the requirement for "rapid response" mean that 24-hour/day, 7 days/week spill response services may be included?

ANSWER: BRAC installations shouldn’t have active systems/full tanks that would pose a spill hazard risk. AFCEC requires a contractor to have the ability to mobilize and respond rapidly (within 48 hours after AFCEC notification) to any base listed in the SOW in the event of an actual or imminent threat to human life or the environment. The contractor should price all field work as being fully burdened to include teaming partners’ cost.

5) Section L does not provide any guidance for key/critical personnel, only discusses a graphic showing Offerors and Team member's capabilities/expertise for all of SOW, Section 6.0, Description of Services. Are there no requirements for resumes of Key Personnel?

ANSWER: Qualified key/critical personnel will be specified at the task order level but are not being used as source selection evaluation criteria for the basic award. It’s incumbent upon the contractor to employ qualified personnel (e.g. use licensed and certified personnel as required by state laws, local laws, applicable regulations and industry standards). Failure to follow applicable laws, licensure, certification or regulation will be considered a breach of contract. Therefore, resumes not required.

6) Is the contractor expected to provide separate Pricing Matrix for each installation included in the SOW?

ANSWER: Offerors may choose to use the same unit pricing for more than one installation or at the offeror’s discretion may choose to use separate unit pricing for each installation.

7) Do the Service Contract Act Wage Determinations apply to this contract?

ANSWER: Service Contract Act Wage Determinations will apply based on the requirements found in individual TOs or where such wage determination is applicable. SCA WD will be based on the county where the installation is located.
