Sample Statement of Work (SOW)

For

BRAC Environmental Construction Services Requirements Contract (BECSRC)

This sample Statement of Work (SOW) defines remedial requirements for environmental services to perform the installation of two groundwater monitoring wells at Monitoring Well (MW) Site # 3;

investigate a newly discovered oil/water separator (OWS) for potential impacts to the surrounding soil;

and the removal of contaminated soil located at Solid Waste Management Unit (SWMU) # 4. The OWS is located adjacent to Building # 1 within the area of Operable Unit (OU) 2. The place of performance shall be at Former Castle Air Force Base (AFB) California.

In carrying out work under this Task Order (TO), the Contractor shall furnish the personnel, services, equipment, tools, materials, vehicles, facilities supervision and other requirements necessary for, or incidental to, the performance of work set forth herein. The Contractor shall be immediately capable of addressing and interpreting all aspects of environmental law and regulation.

PART A - GENERAL REQUIREMENTS

1.0 SCOPE

1.1 Introduction

This basic contract TO defines the scope of requirements:

(1). Groundwater Monitoring:

Perform surveying and baseline groundwater sampling for two newly installed wells at MW Site # 3.

(2). Oil Water Separator:

Investigate to determine whether the OWS has impacted the immediate surrounding soil media and bring to site closure, the newly discovered OWS in accordance with all applicable federal, state and local regulations and guidance. Assume 350 cubic yards (CY) of contaminated soil removal.

(3). Excavation:

Remove up to 500 cubic yards (CY) of petroleum contaminated soil from SWMU site #4.

The activities listed in SOW Enclosure 1 - Commoditized Pricing Model have been tailored to identify specific activities, which are necessary and require timely and complete response to requirements identified at the TO level.

Additionally, activities shall be conducted in accordance with Air Force policy taking into account the

Local Reuse Authority (LRA) and other applicable stakeholder’s concerns as necessary. This may include, but is not limited to, the following requirements: License, Lease, and Sales agreement provisions with utility companies and current/prospective property owners, Public conveyance property recipients.

Unless otherwise approved, these interim response remedies/removals shall conform to environmental permits, decision document, or other legal requirements including characterization, removal, and disposition of contaminated soil, and soils management that is consistent with the Federal Facilities

Agreements (FFAs), the Resource Conservation and Recovery Act (RCRA) and the Comprehensive

Environmental Response, Compensation, and Liability Act (CERCLA). Technical requirements include early involvement in the process along with quick response to allow for the resolution of identified environmental issues or concerns and ensuring development of the most technically sound solutions through the use of unitized, a-la-carte pricing. AFCEC will rely on the Contractor’s expertise in recognizing and addressing problematic issues necessary for quick turnaround execution at the TO level utilizing the SOW Enclosure 1 - Commoditized Pricing Model.

The Contractor shall prepare the Working Copy (WC), Draft (D), Draft Final (DF), Final (F), and

Electronic/Web-ready (WR) versions of all deliverables unless otherwise specified. The F versions shall include hardcopies and WR files. The WR files shall be submitted in a single portable document file

(pdf) format. All deliverables shall be prepared and completed as specified in the Contract Data

Requirements List (CDRLs). The Contractor shall prepare all deliverables in a format compatible with current Administrative Record requirements.

The Contractor shall be capable of addressing and interpreting all aspects environmental laws and regulations, including the preparation and presentation of expert testimony; if required.

1.2 Policy and Requirement Statements

It is the policy of the Air Force to use innovative and sustainable approaches to environmental management and technology to accomplish its mission. Sustainable projects do not deplete resources, cause environmental degradation, or impact to human health and may reduce the burden of compliance for the Air Force. Mission requirements are met while also balancing cost and environmental responsibility. The Contractor shall incorporate pollution prevention and sustainability initiatives into all aspects of this TO.

The Contractor shall function as an integral team member in support of the Air Force Civil Engineer

Center (AFCEC) mission, to include sharing of information with other AFCEC contractors, and cooperation with communities, regulators, and other government entities.

Requirements include efficient management of this TO including, but not limited to, the submission of accurate, on-time, quality contract deliverables and timely identification and solution of impediments to successful project execution. Technical requirements include early involvement in the process to allow for the development of the most cost-effective and technically sound solutions. AFCEC will rely on the

Contractor’s expertise in recognizing and addressing problematic issues and successful execution of this

TO. The Contractor shall perform all work in accordance with federal, state, and local statutes and regulations. Remedies shall conform to environmental permits, decision document requirements, and other legal requirements.

2.0 APPLICABLE DOCUMENTS

The Contractor shall identify and comply with all applicable federal, state, and local statutes; Air

Force/Military instructions, manuals, handbooks, regulations, guidance, and policy letters; Executive

Orders (EOs); American Petroleum Institute (API) Codes; National Fire Protection Agency (NFPA);

Steel Structures and Painting Counsel (SSPC); National Electrical Code (NEC); Uniform Fire Code

(UFC); including all changes and amendments in effect on the date of issuance of this TO. It is the

Contractor’s responsibility to identify and comply with all applicable requirements. In addition, the

Contractor shall refer to the current versions of the Department of Defense (DoD) Policy and Guidelines for Acquisitions Involving Environmental Sampling or Testing

3.0 ADMINISTRATIVE AND MANAGERIAL REQUIREMENTS

The Contractor shall perform management and planning functions, as well as performance measurement and cost status reporting, during the course of this effort as specified in this TO.

3.1 Deliverables and Contractor Data Upload Tool (CDUT)

AFCEC is currently in the progress in replacing the CDUT system. AFCEC will distribute instructions and guidance for the new tool to allow contractors to deliver data, upload and archive documents electronically for deliverables related to all AFCEC contracts and task orders.

3.2 Coordination with Other Government Offices

The Contractor shall be responsible for day-to-day interface with other government work offices to include, but not limited to, civil engineering, transportation, communications, legal, operations, police/security forces, safety and public affairs. Topics for interface include, but are not limited to:

remedial investigation, environmental compliance, and environmental restoration.

3.3 Regulatory Interface

The Contractor shall assist in the application of general and site-specific regulatory requirements that pertain to this project and maintain current with changing DoD, Federal, State, and local statutes and regulations.

The Contractor is not an employee of the government and shall not represent the government in an official or unofficial capacity without the express prior written permission from the CO. In the event that any regulatory representative approaches the Contractor with a stated intent to inspect the activities of the

Contractor without the previous direction of the Contracting Officer (CO) or Contracting Officer

Representative (COR), the Contractor shall respectfully decline the inspection until a COR is present or other direction is issued by the CO/COR. If this is not possible, due to project constraints, the Contractor shall notify the CO, COR and base point of contact (POC) at the earliest possible time following the inspection.

The Contractor shall assist with verbal/written interaction with interested parties related to the project.

Forums may include administrative proceedings, judicial proceedings, formal meetings, or informal meetings. Requirements include, but are not limited to, presentation materials, agendas, minutes, publications, news releases, public notices, and the maintenance of mailing list(s). Assume teleconference meetings with state regulators as required.

The Contractor shall assist in project technical review, analysis, and discussions to integrate comments from interested parties on programs and related data and studies. Contractor shall participate and develop options for responses and prepare report(s) to communicate government priorities to regulatory agencies and other interested parties.

The Contractor may be required to assist the Air Force with the review and interpretation of new and proposed statutory and regulatory requirements and make recommendations as it applies to the assigned project.

The Contractor may provide recommendations to the government in order to negotiate the Regulatory

Approach and Technical Approach with Regulatory Agencies. As specified in this TO, the CO, COR, or government’s technical representative will be present for all meetings with the Regulatory Agencies and will be included in the review of all documents or other materials that may be presented to Regulatory

Agencies prior to submittal to the Regulatory Agencies.

3.4 Coordination with Other Contractors

The Contractor shall cooperate fully with other contractors and government employees. The Contractor shall not commit any act that will interfere with the performance of work by any other contractor or government employee. The CO will resolve work schedule conflicts between this contract and other contracts. The CO will provide written direction to the contractor to reschedule work when required.

3.5 Special Notification

3.5.1 Health Risks

The Contractor shall immediately report to the CO and the COR, verbal telephone or e-mail notification pursuant to this TO, any issues or incidents which may indicate potential imminent risk to contracted, federal, or local personnel, the public at large or the environment. Following the verbal or e-mail notification, a written notice with supporting documentation, to include photographic documentation whenever appropriate, shall be prepared and delivered within three (3) working days to the CO. Upon request of the CO, or the COR, the contractor shall provide pertinent raw laboratory data immediately

(not to exceed two [2] weeks) via e-mail or tele-facsimile, and then provide final results and laboratory quality data via standard mail as soon as possible.

3.5.2 Identification and Change of Key Contractor Personnel

The Contractor shall submit an organizational chart displaying critical personnel (e.g. Program Manager, Project Manager, QA Manager, Project Chemist, Contracts Manager and critical sub-contractor personnel) involved in the effort and their respective labor categories as specified in this TO. The

Contractor shall immediately notify the CO and COR in writing or email of any changes in critical contractor personnel. The Contractor shall obtain CO and COR approval of any proposed changes in project personnel along with the steps taken/proposed to ensure there are no impacts to the schedule or costs associated with individual tasks. The Contractor shall identify to the CO and COR all subcontractors to be used under this TO issue pursuant to the SOW, prior to signing any subcontract or initiating any work. Provide subcontractor qualifications to the CO and COR prior to subcontractor utilization.

3.5.3 Unexploded Ordnance (UXO)

If UXOs are discovered during field activities, the Contractor shall halt work immediately and report the discovery to the installation POC and COR via telephone. Additionally, the Contractor shall take immediate action to secure the work site and prevent unauthorized entry. Such action may include but is not limited to notification of the LRA, COR, CO, local fire department and local police department. Once work has been halted due to the presence or suspected presence of UXO; work shall not commence until notified by the CO after clearance by authorized Explosive Ordnance Disposal personnel.

3.6 Laboratories

The Contractor shall be responsible for the quality of all required chemistry services performed. The

Contractor shall ensure that all chemistry-related tasks are conducted in accordance with the project-specific SAP. The Contractor shall select a laboratory that complies with the requirements of the current version of the DoD QSM. The current version of the QSM can be found at the following website:

The laboratory must also have analytical capabilities sufficient for the methods specified in the Uniform Federal Policy-Quality Assurance Project Plans (UFP-QAPP) and adequate throughput capacity to handle the project’s analytical workload during all field activities. The

Contractor shall ensure that the selected laboratory meets all state and federal requirements including state and federal certification/accreditation programs where appropriate.

At the beginning of the contract, the Contractor shall perform a laboratory subcontract pre-award audit before the laboratory receives project samples. Where applicable, the Contractor shall use only qualified laboratories that have been audited and approved by the appropriate regulatory agencies in which the services rendered under this TO be performed. In addition, a follow-up audit shall be performed at the direction of the COR that focuses on the specific requirements found in this TO. All audit reports shall be made available to AFCEC personnel upon request. (CDRL B001)

3.6.1 General

The Contractor shall develop TO specific Data Quality Objectives (DQOs) consistent with the project’s

Remedial Action Objectives (RAOs) and designed to ensure data of adequate quality are collected to support project decisions. DQOs shall be developed in consensus with the COR and appropriate parties and in accordance with UFP-QAPP. The project-wide QAPP shall have addendums to fit the current TO requirements. UFP-QAPP is a set of consensus documents prepared by the Intergovernmental Data

Quality Task Force (IDQTF) to provide instructions for preparing QAPPs for any environmental data collection operation. USEPA QA/G4, Guidance for the Data Quality Objective Process (most recent version) and documented in the project Sampling and Analysis Plan (SAP) shall also be developed. The

Contractor’s quality assurance (QA) POC shall review all DQOs and work with the field team and the laboratory to ensure that the DQOs are met. Analytical problems that the laboratory and the Contractor

QA POC cannot resolve shall be brought to the attention of the Contractor’s project manager, the AFCEC

COR, and the restoration team as needed for resolution. Laboratories may be subject to on-site AFCEC audits of their Quality Assurance/Quality Control (QA/QC) protocols and procedures. All laboratories shall meet DQOs specified in task order project site-specific SAP. The laboratories shall perform QA/QC requirements as specified in the project/site specific SAP. The analytical capabilities of the laboratory shall be sufficient for the methods specified in the SAP, and the laboratory shall have sufficient through-put capacity to handle the necessary analytical work-load during all field activities. The Contractor shall utilize the existing base-specific UFP-QAPPs to the maximum extent practicable. (CDRL B001)

3.6.2 Other Requirements

The Contractor shall identify a Project Chemist as one of the critical personnel in the project SAP. The

Project Chemist will act as a POC on all chemistry related issues and shall be responsible for ensuring that all DQOs are met.

Requests for variations to the established QAPP shall be submitted in writing to the AFCEC COR and appropriate parties. Approved variances shall be included in the updated documentation. Samples shall not be submitted for analysis until the SAP is approved by the restoration team and AFCEC.

The Contractor shall ensure that all requirements specified in the project SAP are met. If not met, the

Contractor may be required to re-accomplish sampling at the Contractor’s expense based on the

Contracting Officer’s determination. The Contractor shall conduct audits, administer a proficiency testing program, verify and validate data, and perform corrective actions in accordance with the project SAP.

(CDRL B001)

The Contractor shall ensure that all hard copy and electronic data deliverables supplied by the laboratory are complete and adequate to support the quality and usability of the data. Raw data packages shall be submitted to AFCEC upon request. Data packages shall include all information required to re-create the analysis, including correspondence with the laboratory regarding QA/QC exceedences and documentation of corrective actions.

3.7 Work Site Requirements

3.7.1 Safety Requirements

The Contractor shall be responsible for protecting the lives and health of employees and other persons on the work site; preventing damage to property, materials, supplies, and equipment; avoiding work interruptions; and complying with Occupational Safety and Health Administration (OSHA) regulations and installation safety office requirements. For areas not covered by OSHA, the Contractor shall comply with regulations regarding safety and health and the U.S. Army Corps of Engineers Safety and Health

Requirements Manuals, EM 385-1-1. The Contractor shall perform all operations in a prudent, conscientious, safe and professional manner and conform to the safety requirements contained in the contract. The Contractor shall maintain training records on site and have written Health and Safety Plans on site and available for workers and/or regulatory review. The Contractor shall provide the CO copies of any OSHA report(s) regarding a project site, submitted during the duration of the TO. (CDRL B001)

The Contractor shall record and report promptly (within 1 hour) by telephone, facsimile or other direct means to the CO or COR, and the installation POC, all available facts relating to each instance of damage to Government property or injury to a person. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, preserve evidence until released by the accident/mishap investigative authority through the CO, and immediately report the incident to the local fire department at 911. If the government elects to conduct an investigation of the accident/mishap, the Contractor shall cooperate fully and assist government personnel in the conduct of an investigation until said investigation is completed. The

Contractor agrees that their personnel and equipment are subject to safety inspections by government personnel while performing work on behalf of the Air Force.

3.7.2 Fire Prevention and Protection

The Contractor and his employees shall comply with the military installation’s regulations, and Air Force

Occupational and Environmental Safety, Fire Prevention and Health (AFOSH) Program, as applicable.

3.7.3 Work-Site Maintenance

The Contractor shall maintain the work site to prevent the spread of contamination, provide for the integrity of the samples obtained, provide for the safety of all individuals in the vicinity of the work site areas, prevent exposure to general public from onsite contamination and prevent the release of any contamination to the environment. The work site shall be well marked to prevent inadvertent entry into all work areas. Access to work areas shall be monitored and thoroughly controlled. Standard work zones and access points for controlled operations shall be established and maintained as the site conditions warrant. The Contractor shall ensure compliance with any federal, state, and local regulations and

QA/QC protocols and procedures for decontaminating tools, equipment, or other materials, as required.

The Contractor shall keep the work area free from accumulation of waste and non-essential hazardous materials. The Contractor shall remove non-essential equipment from the work site when not in use. The work site shall be maintained to present an orderly appearance and to maximize work efficiency. Before completing the work at each work location, the Contractor shall remove from the work premises any rubbish, tools, equipment, and materials that are not the property of the government. The Contractor shall properly dispose of all construction debris, investigation derived waste, and other waste(s). Upon completing the work, the Contractor shall leave the area clean, neat, orderly, and return the work site(s) to the condition as specified in this TO.

3.7.4 Minimize Impacts to Existing Operations

The Contractor shall use Global Positioning System (GPS) at all field locations to mark all points of the field investigation. GPS data will be recorded in a format compatible with the installation’s Geographical

Information System (GIS). The installation POC and the COR shall be consulted to properly position sampling locations (wells, borings, soil gas probes, excavation limits, etc.) with respect to site locations, to minimize the disruption of installation activities, to minimize disruption of natural and cultural resources, and to avoid penetrating underground utilities. The Contractor shall coordinate all field survey operations with installation personnel to attain these objectives. The Contractor shall provide for the detection of underground utilities utilizing geophysical or other techniques. All necessary permits and coordination shall be completed prior to commencement of individual sampling operations. (CDRLs

A001, A004)

3.7.5 Storage

The Contractor shall be responsible for security and weatherproofing of stored material and equipment.

Equipment or materials used in the work, requiring storage on the installation, shall be placed at site(s) designated by the installation POC. At the completion of the work, the Contractor shall remove all temporary fences and structures (used to protect materials and equipment) from the installation unless otherwise directed by the CO. The Contractor shall clean the storage area of all debris and material and perform repairs as required to return the site to its pre-project condition unless otherwise directed by the

COR. The Contractor shall be responsible for safeguarding all government property provided for

Contractor use. The Contractor shall maintain an inventory of government property, a copy of government property control procedures at the site, and dispose of government property as directed by the

CO. All hazardous materials shall be handled, stored, labeled, and transferred in accordance with

Resource Conservation and Recovery Act (RCRA) and OSHA regulations.

3.7.6 Site Access Badges

The Contractor shall obtain site access as required by the property owner/occupant.

3.7.7 Key Control

The Contractor shall establish and implement methods of ensuring that all keys issued to the Contractor by the government are not lost or misplaced and are not used by unauthorized persons. Keys issued shall not be duplicated. The Contractor shall limit access to locked areas to Contractor’s employees only.

The Contractor shall report the occurrences of a lost key to the CO or COR as soon as known. The

Contractor shall be required, upon direction of the CO, to re-key or replace the affected lock(s).

However, the government, at its option, may replace the affected lock(s) or perform the re-keying itself.

3.7.8 Permits

The Contractor shall be responsible for identifying, coordinating and obtaining the required permits to implement this site-specific project. (CDRL A004)

The Contractor shall develop and coordinate the obtaining of all federal, state, local, and other applicable permits, access (including off-base easements, leases, and building), agreements, licenses, and certificates required to perform and complete this effort. The Contractor shall “close out” environmental permits as appropriate. The Contractor shall maintain a library of these documents at the Contractor’s local site office, as well as the corporate facility handling this effort. The Contractor shall contact local utility notification services and prepare permits, including but not limited to, encroachment permits, dig permits, and clearance permits, for approval by the AF POC. As required, the Contractor shall provide a copy of the permits to the COR. The Contractor shall comply with all applicable permit conditions.

3.7.9 Coordination with Property Owners/Occupants

The Contractor shall cooperate fully with property owners/occupants. The COR will assist the Contractor in coordinating access to the property. The Contractor shall minimize disruption to site activities to the maximum extent practicable.

4.0 MANAGEMENT, PLANNING, AND REPORTING REQUIREMENTS

The Contractor shall supply all labor, equipment, and materials necessary to accomplish the work assigned unless otherwise specified in this TO. The Contractor shall perform management and planning functions, include performance measurement and fund status reporting, through the course of this effort.

The Contractor shall plan project activities, including the development, implementation, and maintenance of project schedules, events, status of resources, report(s) on the activities and progress toward accomplishing project objectives, and document for Government review and approval the results of the project efforts for this TO.

4.1 Post Award Meeting/Teleconference

The Contractor shall attend a post award meeting/teleconference at the location specified by the COR.

The purpose of the meeting shall be to become familiar with the work requirements, information, and/or site-specific data addressed under the TO. When required, the Contractor shall participate in and/or facilitate on-site meetings to develop plans and alternatives as a working initiative to proceed/formulate the work required in this TO. The Contractor shall prepare and submit minutes of all conferences and meetings as directed in the accomplishment of this TO. The Contractor shall review all available data from each site and subsequently determine which site(s) would be beneficial from a pre-environmental/remedial site visit. The Contractor also shall attend and/or support meetings and monthly teleconferences to discuss technical and regulatory issues, project progress and status.

In addition, the Contractor shall also conduct teleconferences with the base BRAC Environmental

Coordinator (BEC), as required, who are involved with current activities to ensure accurate management of remedial activities at applicable sites. The Contractor shall prepare, and submit for review, presentation materials for meetings and an agenda.

4.2 Progress Meetings

The Contractor shall support monthly teleconference progress meetings with the AFCEC representative(s). The Contractor shall prepare and submit minutes of all conferences and meetings as directed by the COR.

4.3 Presentation Materials

The Contractor shall prepare and present briefing packages at meetings coordinated by the Government.

As part of the presentation materials, prepare paper copies of all slides and overheads as directed by the

COR.

4.4 Training

The Contractor is responsible for the proper and timely training of contractor personnel to perform their jobs in accordance with all applicable legal, regulatory, and compliance requirements.

4.5 Work Breakdown Structure

The Contractor shall prepare a contract work breakdown structure (CWBS). The breakdown structure shall be used to prepare proposals, project schedules, and financial report(s).

4.6 Integrated Master Schedule (IMS)/Project Planning Chart

The Contractor shall prepare and submit a Project Planning Chart (PPC) for approval. The PPC shall detail the project schedule and status through the use of Gantt charts, which shall depict percent complete for each task.

The current schedule shall be maintained and updated at least monthly in accordance with AF template requirements and other surveillance practices to accurately reflect program progress and provide realistic forecast projections. The Contractor shall be capable of providing schedule updates at either a detail level or a summary level as agreed by the CO, COR and the Contractor. The submittals shall be provided in electronic and hard copy form. Electronic forms will be consistent with the format specified in this TO.

Monthly schedule updates that reflect actual schedule progress can be submitted in Gantt chart format, or an alternate COR approved method, as part of the monthly progress report.

4.7 Contractor’s Progress, Status, and Management Report

The Contractor shall prepare and submit a monthly Contractor’s Progress, Status, and Management

Report (CPSMR). The CPSMR shall be used to review and evaluate the overall progress of the project, along with any existing or potential problem areas. The CPSMR shall include a summary of the events that occurred during the reporting period, discussion of performance, identification of problems, proposed solutions, corrective actions taken, and outstanding issues. Cost information shall be included in this report. The CPSMR shall also include project schedule status.

4.8 Performance and Cost Report Not Applicable to this TO

4.9 Funds and Man-Hour Expenditure Report Not Applicable to this TO

4.10 Plans

The Contractor shall prepare and submit a Work Plan describing the Contractor’s plan to implement the work required in this task order. The Contractor shall prepare and submit a health & safety, and a sampling and analysis plan, and waste management plan. (CDRL B001)

Project-specific planning documents and development requirements are required under this TO. Plans must comply with the specifications, procedures, and methodologies (such as approved Federal Facilities

Agreements [FFAs]) in the project specific plan(s). Project plans may include any of the following as appropriate to this TO. The COR shall approve (in writing) any proposed modification to, or deviation from, any activity described in these documents, following approval by the CO. The Contractor shall prepare addendums to the appropriate plans as required to address environmental requirements not covered in the existing plans.

-Quality Program Plan (QPP)

The QPP shall include the Work Plan (WP), the Health and Safety Plan (HSP) (as required by 29

Code of Federal Regulations (CFR) 1910.120). The project plan shall be based on the UFP-

QAPP and, as required, include a Sampling and Analysis Plan (SAP), a Field Sampling Plan

(FSP), and a HSP. The Contractor can anticipate addendums to the QPP as additional information reveals change in site conditions.

Minimum QA/QC requirements identified by the current version of the DoD QSM shall be incorporated in the UFP-QAPP. The current version of the QSM and UFP-QAPP can be found at the following website: http://www.navylabs.navy.mil.

-Work Plans (WPs)

The Contractor shall prepare WPs (reference SOW Enclosure 1 – Commoditized Pricing Model) to comply with Department of Defense, Air Force, USEPA (epa.gov/quality), state, and local regulations regarding the proposed work effort. The AFCEC Technical Services Quality

Assurance Program shall be used as guidance for all phases of work specified in this TO. The

Contractor shall prepare a WP detailing project related tasks and protocols and include project personnel roles and responsibilities. (CDRL B001)

-Health and Safety Plan (HSP)

The Contractor shall prepare a HSP to comply with Air Force, OSHA, USEPA, state, and local health and safety regulations regarding the proposed work effort. Utilize to the fullest extent possible any existing related HSP, tailored specifically to the current effort. Use USEPA guidelines for designating the appropriate levels of protection needed at the study site(s) as applicable. Maintain written certification that the approved HSP has been reviewed with all personnel that work at the project site prior to their mobilization. (CDRL B001)

-Sampling and Analysis Plan (SAP)

The Contractor shall prepare a SAP in accordance with the UFP QAPP guidance. The SAP shall consist of both an FSP and a QAPP. If an installation-wide SAP has already been prepared, preparation of project/site specific addenda may be an option with regulatory and AF approval.

4.11 Technical Project Reports

The Contractor shall prepare and submit a Technical Project Report (reference SOW Enclosure 1 –

Commoditized Pricing Model) that fully documents the project and the results of the work performed, as specified in this task order.

Technical Reports may include but are not limited to Analytical Data Report Package, Integrated Solid

Waste Summary Reports, Remedial Investigation Report (includes Conceptual Site Model), Cost

Estimates, Short-Term Monitoring Report, Survey Report, and Completion Reports. (CDRLs A001, A003)

4.12 Environmental Resources Program Information Management System (ERPIMS) Data

Management

The Contractor shall follow the data requirements of the Environmental Resources Program Information

Management System (ERPIMS). (CDRL A003) The Contractor shall record and enter field and laboratory data into a computerized submission format in accordance with the ERPIMS Data Loading

Handbook (DLH). Submission timelines should be followed as established in the DLH. There are additional AFCEC documents such as the model FSP and the appropriate QAPP that can be used for guidance. All of these documents are available for download from the AFCEC web page. However, the

AFCEC QAPP has been superseded by the UFP-QAPP located on the following webpage:

http://www.epa.gov/fedfac/documents/qualityassurance.htm.

The Contractor shall be responsible for the accuracy and completeness of all data submitted. Field activity for projects with groundwater sampling normally includes recording and reporting field parameters and groundwater levels applicable to the sampling event. Chemistry data should include the appropriate Laboratory Quality Control (LABQC) data to include sufficient lab blanks and blank spikes per analytical batch (see QAPP). All data submitted by the Contractor shall correspond exactly with the data recorded in the original laboratory reports (allowing for correction of errors) and other documents associated with sampling and laboratory tasks. It is the Contractor’s responsibility to ensure that

ERPIMS data is submitted in a timely manner and can be accomplished within the period of performance and within available funding. The Record Keeping section of the QAPP requires that laboratories shall maintain electronic and hardcopy records sufficient to recreate each analytical event conducted pursuant to the SOW. (CDRL B001)

4.13 Quality Control Program

The Contractor shall organize, document, prepare procedures for, and implement a management-driven system to provide maximum assurance that products and services conform to specified requirements.

Products and services submitted in the performance of this contract shall be according to the American

National Standard Institute (ANSI)/American Society for Quality (ASQ) standards if applicable, or Best

Commercial Practice, and contract requirements. All work accomplished by the Contractor shall be of sufficient quality and level of acceptance by Federal, state, and local regulators or code inspectors.

The Contractor shall use best efforts to develop a comprehensive, unified approach to implementing these requirements in a single quality system. The quality system shall include all functions typically defined as quality assurance, including inspection, calibration, identification and correction of discrepancies, and documentation.

During performance of work under this contract, the government reserves the right to disapprove the quality system or portions thereof when it fails to meet contractual requirements. Additionally, the government reserves the right to perform inspections, verifications, and other quality evaluations to ascertain conformance with TO requirements and the adequacy of the implementing procedures and processes. The contractor shall provide a Quality Control Program Plan detailing the execution of this program. (CDRL B001)

4.14 Hazardous Materials

In the event the Contractor purchases a product that meets the tracking requirements of the Emergency

Planning and Community Right-to-Know Act (EPCRA), or its state or local equivalent, or any hazardous material, the contractor shall provide the COR with any details required by them to accomplish tracking as soon as the acquired products are brought onto a government installation.

4.15 Pollution Prevention

The Contractor shall conduct all operations and activities with the intent of reducing the amount of energy used and pollution generated. Specific areas to be focused on are generation of solid waste, use of hazardous materials, use of ozone depleting chemicals, generation of hazardous waste, and use of energy and water.

4.16 Site Visits/Survey

The Contractor shall conduct a site visit to enable preliminary scoping of project issues. The Contractor can also make preliminary studies of the sites, locations and accessibility, number and type of personnel required, and equipment required. (CDRL A003)

4.17 Recordkeeping

The Contractor shall create and maintain in one location written and electronic records sufficient to recreate each sampling, analytical, testing and monitoring event (i.e. ERPIMS Submittals). The

Contractor shall make these records available to the government upon request. The Contractor shall also retain written calculations using information obtained from sampling, analysis monitoring and testing activities, to include all raw data. (CDRL A003) As part of these activities the Contractor shall create and maintain a Master Document List (MDL) that includes all documents, whether the document is a deliverable or not, which are prepared during the course of this TO. The MDL and its documents shall be maintained in libraries readily available for submittal to the government. In addition, the Contractor shall prepare documentation of sites under investigation, including digital photography of field activities, sample locations, and potential locations of suspected environmentally contaminated areas. Photography of any kind must be coordinated through the COR.

4.18 Mishap Reporting

The Contractor shall ensure its employees and subcontractors promptly report pertinent facts regarding mishaps involving reportable damage or injury to the Air Force and to other appropriate authorities and co-operate IAW AFI 91-204 in any Air Force safety investigation. Cooperation will include toxicology testing. OSHA Reporting shall be conducted as required. (CDRL B001)

4.19 Spatial Data (Map) Requirements Not Applicable to this TO

PART B – ENVIRONMENTAL CONSTRUCTION

5.0 ENVIRONMENTAL CONSTRUCTION

5.1 Environmental Construction Scope Not Applicable to this TO

PART C – OPERATIONS AND SERVICES

6.0 DESCRIPTION OF SERVICES

The operations and services scope provides environmental and traditional services to include environmental conservation, compliance, pollution prevention and clean-up activities necessary in support of AFCEC mission requirements. The efforts include but are not limited to services for investigation, interim remedial response actions, site restoration for remediation and restoration efforts. Contractor personnel shall possess appropriate certifications and training to accomplish activities on systems as specified in this task orders.

The Contractor shall prepare and submit Daily Activity Reports and/or Field Summary Reports to

AFCEC that fully documents accomplished field work. (CDRL A001)

6.1 Air Quality Not Applicable to this TO

6.2 Hazardous Material

The Contractor shall operate, maintain, and perform services in support of hazardous materials operations.

The Contractor shall comply with all regulations governing the transportation, handling, storage, disposal and use of hazardous materials such as Hazardous Materials Act (HMA), CERCLA, RCRA, and EPCRA.

Hazardous materials operations include activities such the development or maintenance of hazardous materials control and/or tracking systems, identifying and inventorying hazardous materials. The

Contractor shall interface with federal, state, and local officials as required in support of hazardous materials management. The Contractor shall comply with all DoD Hazardous Materials programs.

6.3 Hazardous Waste Management

The Contractor shall support for the proper management of any hazardous material and hazardous waste related to the project specific investigation-derived waste generated, and other hazardous materials and wastes under this TO. The Contractor shall provide support including, but not limited to, analyses, regulatory reviews, regulatory interface assistance, material tracking, plan preparation, form preparation, report preparation, certifications, development of health and safety plans for handling such materials and wastes, documentations of actions, inspections, and other related activities. All waste manifests should be coordinated with and signed by the authorized AFCEC representative. (CDRL A003). The Contractor shall comply with all regulations governing the transportation, handling, storage and use of hazardous materials such as the HMA, CERCLA, RCRA, Department of Transportation (DOT), EPCRA Hazardous and Solid Waste Act (HSWA); Air Force Instruction (AFI) 32-7042; and Solid and Hazardous Waste

Management. This also includes 40 CFR 260, 49 CFR 172, 173, 178, 179 and all other applicable local, state, and federal, transportation regulations.

The Contractor shall perform activities (reference SOW Enclosure 1 – Commoditized Pricing Model) such as hazardous waste collection, rapid response, sampling and analysis, development and implementation of a waste tracking system, preparation of annual reports, hazardous waste characterization and inventories, identifying treatment and disposal sites, and record keeping.

The Contractor shall be responsible to ascertain and maintain documentation that all workers at all sites have been properly trained, including refresher courses as required. For environmental services, all on-site workers (Contractor and subcontractor) performing hazardous operations, including working with hazardous materials, must have completed the OSHA 1910.120 HAZWOPER training and/or other applicable training, plus annual refresher courses. The Plan shall require updated documentation as new operations are added/eliminated and/or to allow monitoring of the effectiveness of operations. (CDRL

A003) The Contractor shall prepare and provide original disposal manifests as well as certificates of disposal to AFCEC for approving signature and include a copy in the Field Summary Report. The

Contractor shall provide all hazardous materials use and hazardous waste disposal documentation to the
