ATTACHMENT L-1
KEY PERSONNEL QUALIFICATIONS
Key Personnel Qualifications Requirements: The following list of qualifications reflects minimum personnel requirements associated with the construction activities in this contract. Other disciplines not listed will be required to have comparable qualifications in their field of expertise. Unless otherwise indicated by the CO in writing, the design of architectural, structural, mechanical, electrical, civil, or other engineering features of the work specified in individual task orders shall be supervised and approved by registered architects or engineers. The engineers or architects must be registered to practice in the particular professional field involved in a state (or the state where the work is to be performed if required by law) or possession of the United States, in Puerto Rico, or in the District of Columbia. Registration as a professional engineer in the particular specialty will be considered equivalent to a bachelor’s degree.
Eight years of relevant experience may be substituted for a bachelor’s degree. Degrees and professional registration may not be substituted for experience requirements. For example, a Program Manager without a bachelor’s degree must have 18 years of relative experience (8 years to substitute for the bachelor’s degree, and 10 for the minimum experience). Additionally, professional registration may or may not be required at the task order level.
| 1. | Program Manager: The Offeror’s Program Manager shall be responsible for the overall management of tasks performed under this contract and shall be the primary point-of-contact for overall contractual issues. The Offeror shall assign the proposed Program Manager upon award of the contract. He/she shall be responsible for ensuring that practical and effective systems are developed to meet the objectives of the action. The Program Manager shall also ensure that quality work is completed on schedule and within the allocated budget. The Program Manager shall have, as a minimum, the following qualifications: |
| (a) | Bachelor’s degree from an accredited school in a construction related technical field such as: Engineering, architecture, construction management, or other related field. |
| (b) | Professional registration, as an architect or engineer in a discipline related to construction. |
| (c) | A minimum of ten (10) years Program Management experience, with a minimum of seven (7) years of experience in construction-related program management. |
| (d) | DoD construction experience with experience managing projects in remote and/or, austere environments is desirable. |
| (e) | Working knowledge of applicable federal, state, and local laws, regulations, standards, codes, and guidance. |
| 2. | Program Construction Manager: The program construction manager is responsible for efficiently applying the resources of the entire project team to execute the construction phase of a specific Task Order. The Program Construction Manager is responsible for all technical, personnel, construction methodology, quality, safety, and local client interface details of the program. The Program Construction Manager must manage, lead, train, and control their assigned construction managers/construction superintendents. He/she ensures the construction managers manage site activities, leads the project team so the work is done efficiently and correctly, and controls the use of resources to meet project objectives within the authorized budgets and schedules. The objective of the Program Construction Manager is to ensure a quality work product is delivered within the authorized schedule and budget on all assigned construction activities. The Program Construction Manager shall have, as a minimum, the following qualifications: |
| (a) | Bachelor’s degree from an accredited school in a construction related technical field such as: Engineering, architecture, construction management, or other related field. |
| (b) | A minimum of ten (10) years construction experience, of which a minimum of five (5) years must be construction management experience. |
| (c) | More than fifteen (15) years of pertinent construction experience is desirable. |
| (d) | DoD construction experience with experience managing projects in remote and/or austere environments is desirable. |
| 3. | Program Security Manager: The Program Security Manager shall be responsible for the overall security related aspects performed under this contract. This individual should have a broad range of security related experience. The individual will be responsible for overseeing all security personnel within the firm, offering guidance, training, and program and project direction to task order designated security officers. The Program Security Manager should review and approve all security related plans before submission to the Government. The Program Security Manager shall have, as a minimum, the following qualifications: |
| (a) | Bachelor’s degree from an accredited school. |
| (b) | A minimum of five (5) years’ experience including personnel security, construction site security, and risk based process security. |
| (c) | A minimum of three (3) years DoD experience with a minimum of six (6) months experience in remote and/or austere environments supporting personnel security, construction site security, and risk based process security. |
| 4. | Program Quality Assurance/Quality Control (QA/QC) Manager: The program QA/QC manager shall be responsible for developing, maintaining, and ensuring implementation of the construction quality program. This responsibility includes oversight of activities, periodic reviews of the processes being implemented, evaluation of any recommendations made by the project team over the course of the program regarding use of these processes, and continuous improvement evaluations of the quality program. He/she is also responsible for providing support to the project team in ensuring that the quality of products and services provided to the client is in accordance with the specifications described in the contract, project plans, drawings, specifications, scope of work, contract, subcontracts, and other project directives. The Program QA/QC Manager shall have, as a minimum, the following qualifications: |
| (a) | Bachelor’s degree from an accredited school in a construction related technical field such as: Engineering, architecture, construction management, or other related field. |
| (b) | A minimum of five (5) years of construction quality assurance/quality control experience. |
| (c) | A minimum of ten (10) years’ experience in construction practices, procedures, and testing. More than fifteen (15) years of pertinent construction experience is desirable. |
| 5. | Program Health and Safety Manager: The Program Health and Safety Manager shall be responsible for the overall health and safety programs and shall develop, maintain, and ensure implementation of the Offeror’s health and safety systems. This responsibility includes oversight, review, reporting, training, and control of employee health and safety processes. The Program Health and Safety Manager should review and approve all health and safety related plans for specific task orders. The Program Health and Safety Manager shall have, as a minimum, the following qualifications: |
| (a) | Bachelor’s degree in a relevant field. |
| (b) | A minimum of five (5) years of health and safety management experience in the construction environment. |
| (c) | A minimum of ten (10) years of construction experience. |
| 6. | Project Manager: The Offeror’s Project Manager shall be responsible for the overall coordination of tasks performed under task orders and is the primary point-of-contact for design and/or construction issues. The Offeror shall assign the proposed Project Manager upon award of the task order. He/she shall be responsible for ensuring that practical and effective systems are developed to complete the task order and is expected to maintain a frequent on-site presence. The Project Manager shall also ensure submittals match contract requirements, invoicing is accurate, and that quality work is completed on schedule and within the allocated budget. The Project Manager shall have, as a minimum, the following qualifications: |
| (a) | Bachelor’s degree from an accredited school in a construction related technical field such as: Engineering, architecture, construction management, or other related field. |
| (b) | A minimum of five (5) years Project Management experience, with a minimum of three (3) years’ experience in construction-related project management. |
| (c) | DoD construction experience with experience managing projects in remote and/or austere environments is desirable. |
| (d) | Working knowledge of applicable federal, state, and local laws, regulations, standards, codes, and guidance. |
| 7. | Project Design Manager: The Offeror’s Project Design Manager shall be responsible for the overall coordination of design tasks performed under task orders and is the primary point-of-contact for design issues. The Offeror shall assign the proposed Project Design Manager upon award of the task order. He/she shall be responsible for ensuring that design documents capture scope and are sufficiently detailed to describe construction effort and that required design submittals are accurate and timely. The Project Design Manager shall coordinate the Designers of Record (DOR) for signature and seals on applicable design documents. He/she shall also ensure that questions related to the design during construction are resolved. The Project Design Manager shall have, as a minimum, the following qualifications: |
| (a) | Bachelor’s degree from an accredited school in a technical field such as: Engineering or architecture. |
| (b) | Professional registration, as an architect or engineer in a discipline related to construction. |
| (c) | A minimum of five (5) years Construction Design Management experience. |
| (d) | DoD construction design experience and experience designing projects in remote and/or austere environments is desirable. |
| (e) | Thorough knowledge of applicable federal, state, and local laws, regulations, standards, codes, and guidance. |
| 8. | Project Site Superintendent: The Offeror’s Site Superintendent shall be on site at all times work is being conducted. He/she is responsible for the overall coordination of all trades for successful completion of an individual project. The Offeror shall assign the proposed Project Site Superintendent upon award of the task order. The Project Site Superintendent shall also ensure that all specifications and design are followed. The Project Site Superintendent shall have, as a minimum, the following qualifications: |
| (a) | A minimum of ten (10) years Project Site Superintendent Experience. |
| (b) | DoD construction experience and experience as superintendent of projects in remote and/or austere environments is desirable. |
| (c) | Working knowledge of applicable federal, state, and local laws, regulations, standards, codes, and guidance. |
| 9. | Project QA/QC Manager: The project QA/QC manager shall be responsible for developing, maintaining, and ensuring implementation of the task order construction quality program, and shall report functionally to the Program QA/QC Manager. The Offeror shall assign the proposed QA/QC Manager upon award of the task order. The Offeror’s Project QA/QC Manager shall be on site at all times work is being conducted. This responsibility includes surveillance of activities, familiarity with the design and specification, monitoring of processes being implemented, evaluation of quality of workmanship, acceptance/rejection of work in place and instructing re-performance if necessary, and continuous improvement evaluations of the quality program. The Project QA/QC Manager shall have, as a minimum, the following qualifications: |
| (a) | Bachelor’s degree from an accredited school in a construction related technical field such as: Engineering, Architecture, Construction management, or other related field is desirable. |
| (b) | A minimum of five (5) years of construction quality assurance/quality control experience. |
| (c) | A minimum of five (5) years of additional experience in construction practices, procedures, and testing. |
10. Project Health and Safety Manager: The Project Health and Safety Manager shall be responsible for the task order health and safety programs and shall develop, maintain, and insure implementation of the site specific health and safety systems and shall report functionally to the Program Health and Safety Manager. The Offeror shall assign the proposed Project Health and Safety Manager upon award of the task order. The Offeror’s Project Health and Safety Manager shall be on site at all times work is being conducted. This responsibility includes oversight, review, reporting, and enforcement of project health and safety processes. The Project Health and Safety Manager should review and approve all health and safety related plans for the task order. The Project Health and Safety Manager shall have, as a minimum, the following qualifications:
| (a) | Bachelor’s degree from an accredited school in a construction related technical field such as: Engineering, Architecture, Construction management, or other related field is desirable. |
| (b) | A minimum of five (5) years of health and safety management experience in the construction environment. |
| (c) | A minimum of ten (10) years of construction experience. |
