We would like to ask for a clarification to the Government’s answer to Question 26 from the Question/Comment Matrix dated 06 April 2015. Referring to the newest version of Section L, Paragraph 3.9, Contract Document & Model Contract, item a. explains that the Contract Award Document will consist of Sections A - J and the attachments listed under Paragraph 3.9.1.1. Item b.
says the Model Contract consists of Sections A - J and that the offeror shall submit the “original” signed copy of the Model Contract. It goes on to say that signature on the SF 33 constitutes an offer.
The answer to Question 26 says “The government will utilize the submitted documents for this section.
Duplicate submissions are not required. Submissions of a signed SF 33 will suffice to meet this requirement.” We take this to mean that the Government will use the Technical Management Plan (Attachment 3), FFP Labor Rates (Attachment 4), and Subcontracting Plan (Attachment 5) we submit and make them part of the Contract Award Document.
Then in the last sentence of the answer we are referred to Section L, Paragraph 3.9.1 for additional submission requirements. The confusion come when we look at Paragraph 3.9.1.1 and we see that Exhibits A, B & C (CDRLS) and Attachment 1 (SOW), all of which are a part of Section J, are requirements documents and will be standardized for all awardees, and that no submission is required.
Those items constitute 150 pages so we want to make sure we understand exactly what we need to submit. It seems that in Paragraph 3.9 we are being told to submit Section J, which we see as a one page list of attachments, plus 150 pages of CDRLs and SOW, while in 3.9.1.1 we are told that we don’t need to submit the 150 pages of CDRLs and SOW.
To add to the confusion we read the answer to Question 52 which states “The Model Contract consists of Sections A thru J. However, the offeror only needs to submit the “original” signed copy of the Standard Form (SF) 33 to constitute an offer. All attachments to the basic contract (with exceptions of CDRLS, SOW, and Key Personnel Qualifications - Attach L-1) will be from the proposal submission, duplicate copies are not required.”
So, is submittal of a signed SF 33 sufficient to meet the requirements for this section? If not please clarify what else is required, are we to submit Pages 1 - 69 without the CDRLS and SOW or must we submit the 150 pages of CDRLs and SOW too.
3.9 - Offeror shall submit the "original" signed copy of the Model Contract. The intent of this section is not for offerors to submit sections A -J, just to inform offerors that the model contract consists of all these sections. As stated, a signed SF33 constitutes as an offer.
3.9.1 - Offeror shall submit a copy of the Representation and Certifications from the System for Awards Management (SAM) website as well as copies of those Representations and Certifications specifically required under this solicitation.
Offerors are advised to review the "Representations and Certifications" section of the model contract to ensure all requirements are met.
3.9.1.1 Exhibits A,B & C and Attachments
1 & 2 are requirements documents and will be standardized for all awardees, no submission is required. The Government will utilize offeror submitted information for Attachments 3, 4 & 5, no duplicate copies required.

2 Standard Form 33 Please confirm that the Amendments to be acknowledged on the SF33 should match the notations and dates in FBO, and official SF30 forms will not be issued. For example, in FBO, Amendment 1 is dated April 06 2015 and Amendment 2 is dated April 07 2015.
Confirmed. Offeror shall reference FBO for all Amendments.
3 General
Amendment 001 and Amendment 002 both issued identical Attachment L-12s. Was Amendment 0002 intended to issue a revised Attachment L-11? We ask because there appears to be categories in Attachment L-11 (mid and junior level security manager and mid and junior level site superintendent) that are not in Attachment L-12 and there are categories in Attachment L-12 that are not in Attachment L-11 (Registered Communications Distribution Designer (junior, mid, and senior).
As stated on FBO, Amendment 02 incorporates the protected version of L-12 -no changes to content were made other than locking cells.
Amendment 03 incorporates the most current version of Attachment L-11 to ensure that the Labor Categories in L-12 and L-11 are consistent.
4 General The labor categories contained in the Home pricing models for Attachment L-11 and L-12 do not match. L-12 contacts Registered Communications Distribution Designer (Jr, Mid, and Sr.) but Attachment L-11 is missing these categories and also lists Jr., Mid, and Sr. tiers for the Site Superintendent/Site Manager. Would the government please advise as to which grouping of labor categories to use?
Amendment 03 incorporates the most current version of Attachment L-11 to ensure that the Labor Categories in L-12 and L-11 are consistent.
5 General Please clarify if a large business is submitting as a large business, can they also submit as a support subcontractor to a Small Business who is submitting a proposal on its own?
Yes, provided that the offer complies with Section L, paragraph 2.1.4, Teaming.
6 General I have downloaded Amendments 1 through 3, however there are no SF30 in the attachments…could you explain why?
SF 33 was submitted in the original RFP solicitation and the Amendments only addressed revised documents.
