Performance Work Statement (PWS)

1. (U) PURPOSE AND OBJECTIVES.

1.1 (U) Purpose

The purpose of this Performance Work Statement (PWS) is to expand upon the foundational requirements established under the Hybrid Architecture and Development for Experimental Systems (HADES) Indefinite

Delivery/Indefinite Quantity (IDIQ) contract. This supplemental effort supports Space Systems Command's (SSC)

Innovation and Prototyping Division Ground (SDG) by establishing and maintaining the critical foundational infrastructure upon which all RSC missions depend, encompassing facility systems, information technology, cybersecurity, physical security, and integration activities necessary to ensure continuous multi-mission execution.

Unless explicitly stated otherwise in this document, all aspects of the original HADES IDIQ PWS remain valid and applicable. The contractor shall perform engineering, development, integration, sustainment, and associated support services. Activities will primarily be conducted at the Research, Development, Test, and Evaluation (RDT&E) support facility (RSC) aboard Kirtland Air Force Base, New Mexico with occasional travel to contractor facilities, mission partner locations, or other Government-designated sites may be required for collaboration, integration testing, procurement activities, or technical coordination.

Ground Support serves as the mission-enabling backbone for all RSC operations, providing secure, reliable, and high-performance facilities, networks, systems, and services that support simultaneous multi-level, multi-classification mission operations without interruption. As the underlying infrastructure that enables mission success across all RSC programs, the contractor operates as a mission partner to the Government, ensuring the RSC environment remains operationally ready, technically advanced, and capable of supporting rapid-fielding objectives that deliver capabilities to the warfighter and align with national defense priorities.

1.2 (U) Objective.

The objective of this PWS is to ensure the contractor provides comprehensive infrastructure engineering, sustainment, and operational support services required to maintain the RSC as a secure, reliable, and mission-ready environment supporting high-tempo, multi-classification operations.

Specifically, the contractor shall:

1. Maintain and sustain facility infrastructure including power distribution systems, heating, ventilation, and air conditioning (HVAC) systems, physical structures, and supporting utilities to ensure 24/7 operational readiness.

2. Provide IT infrastructure support including servers, workstations, network systems, and data management enabling secure connectivity across multiple classification levels.

3. Implement and maintain cybersecurity programs, physical security operations, and access control systems in accordance with Department of Defense (DoD) and Space Force requirements.

4. Execute integration activities that enable new missions to rapidly establish operations while ensuring compatibility with existing infrastructure.

5. Collaborate with stakeholders, including Prototype Operations I (POPS-I) personnel, mission-specific contractors, and external mission partners, to meet evolving operational requirements.

UNCLASSIFIED

6. Support procurement, logistics, and lifecycle management to maintain spare parts inventory, manage obsolescence, and ensure infrastructure components remain mission capable.

7. Provide responsive technical support with established response times to minimize downtime and maintain availability requirements for the hosted mission systems.

8. Implement innovative, cost-effective solutions in alignment with DoD objectives while ensuring scalability for future mission growth.

The contractor is responsible for meeting all specified requirements to ensure the RSC remains the premier multi-mission space operations facility supporting national defense priorities.

2. (U) BACKGROUND.

This section provides essential context for the effort outlined in this PWS.

2.1 (U) Background

The RSC serves as a critical multi-mission support facility for enabling and sustaining high-priority DoD and Space

Force operations. The RSC provides the foundational infrastructure and technical capabilities necessary to support experimental, demonstrative, and prototype satellite missions, space vehicles, satellite ground control systems, tracking systems, and related technologies across multiple security classification levels simultaneously.

The Research Development Space and Missile Operations (RDSMO) program, managed by Space Systems

Command's (SSC) Innovation and Prototyping Division Ground (SDG) and executed by the Prototype Operations

Branch (SDX), delivers the expertise, infrastructure, and processes required for satellite and ground system engineering and operations.

The contractor operates as a mission partner to the Government, collaborating with stakeholders including mission-specific contractors, Prototype Operations I (POPS-I) personnel, Federally Funded Research and Development

Centers (FFRDCs), and associate contractors. The RSC provides reliable, secure infrastructure and resources for

24x7 spacecraft operations, supporting both the scientific and space acquisition communities. The organization's goal is to accelerate mission design, ground integration and test, launch and on-orbit operations, and rapid fielding to provide low-cost access to space in support of the warfighter.

Ground Support infrastructure encompasses diverse technical capabilities including power distribution and resiliency systems, environmental control systems (HVAC), network infrastructure supporting multiple security domains, physical and cybersecurity systems, and specialized equipment such as cross-domain solutions and video distribution systems. This comprehensive infrastructure portfolio ensures the RSC remains adaptable to current and future DoD mission needs, providing the secure, high-performance environment required to support simultaneous multi-level, multi-classification mission operations.

3. (U) PERFORMANCE REQUIREMENTS.

This section establishes the performance requirements for Ground Support operations and support activities. These requirements build upon the foundational requirements established in the HADES IDIQ PWS and include mission-specific requirements tailored to Ground Support infrastructure, systems, and capabilities. The contractor shall meet both the applicable HADES baseline requirements and the Ground Support-specific requirements identified in subsequent sections of this PWS.

Requirements from the HADES IDIQ PWS are referenced by section number and apply only to the extent the work is directly applicable to Ground Support operations. Ground Support-specific requirements that supplement or clarify the HADES baseline are explicitly identified and numbered in accordance with the HADES IDIQ PWS structure.

3.1 (U) Contractor Meeting Participation

The contractor shall participate in the following meetings, as a minimum:

UNCLASSIFIED
