About this file
This document is Section L (Instructions, Condition and Notices to Offerors) for a federal solicitation for the Hybrid Architecture and Development for Experimental Systems (HADES) Services contract (FA8809-26-R-B002).
The HADES acquisition is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to be awarded by the U.S. Space Force Space Systems Command (SSC) at Kirtland Air Force Base, New Mexico, with performance starting after a transition period. The contract will provide engineering, development, integration, and sustainment services supporting the Research and Development Space and Missile Operations (RDSMO) Ground System Enterprise (GSE). Four initial Task Orders are included: Task Order 01 (Transition, no separate pricing), Task Order 02 (Ground Control), Task Order 03 (JAGUAR), and Task Order 04 (Ground Support). The GSE encompasses two instances of physical infrastructure hosting virtualized ground system software, common user equipment, communications equipment, mission-unique software, configuration management, cybersecurity controls, and facilities management. The contract structure includes Cost Plus Award Fee (CPAF) pricing with no base fee; offerors must propose an award fee percentage applied to direct labor and associated indirect costs. Proposals are due by 1300 Mountain Time on September 17, 2026, with a 270-day validity period. The proposal must include five volumes: Volume I (Executive Summary, 3 pages), Volume II (Technical, 57 pages maximum), Volume III (Cost/Price, unlimited), Volume IV (Past Performance, 30 pages for Sections 2-3), and Volume V (Contract Documentation). Technical evaluation focuses on Program Management (including staffing, labor profile, personnel security, and small business participation) and Systems Engineering (including approach/methodology, hybrid environment expertise, and cybersecurity/configuration management integration). Small business subcontracting requirements include 25% small business participation of total subcontracted value with 5% for small disadvantaged businesses. The Government anticipates adequate price competition and may request certified cost or pricing data at award if competition proves inadequate. Non-Government advisors from The Aerospace Corporation will support evaluation under nondisclosure agreements.

1. (U) PROGRAM OBJECTIVES.
1.1 (U) Overview The HADES acquisition is for a new, single Indefinite Delivery/Indefinite Quantity (IDIQ) contract for follow-on services supporting the Space Systems Command System Delta 89/Innovation and Prototyping Division Ground (SSC/SYD89/SDG) at Kirtland Air Force Base, NM. This contract will provide engineering, development, integration, and sustainment services supporting the United States Space Force (USSF) Research and Development Space and Missile Operations (RDSMO) Ground System Enterprise (GSE).
This solicitation includes the HADES IDIQ contract and four initial Task Orders (TOs):
• Task Order 01: Transition (No Separate Performance Work Statement (PWS))
• Task Order 02: Ground Control (Section L, Attachment D)
• Task Order 03: JAGUAR (Section L, Attachment E)
• Task Order 04: Ground Support (Section L, Attachment F)
These initial TOs are representative of the types, scope, and complexity of work anticipated under future Task Orders issued against the IDIQ contract.
The SSC/SDG mission is to operate and sustain an affordable, multi-mission Ground Support Equipment (GSE) that supports simultaneous Research & Development (R&D) and demonstration missions across multiple classification levels. The organization develops innovative solutions to reduce Operations & Maintenance (O&M) costs and provides a test bed to prove out emerging concepts. Additionally, SSC/SDG strives to remain a viable choice for all new ground Command and Control (C2) programs. SSC/SDG operates in a dynamic environment requiring rapid response to emerging requirements while maintaining operational continuity across developmental, test, and operational missions. SSC/SDG provides a collaborative partnership among these units to seamlessly develop and rapidly field new capabilities, standardize satellite operations, and exploit core competencies and strengths.
1.2 (U) GSE Overview The GSE represents the entire ground infrastructure that falls under the RDSMO program. At its foundation, the primary components of the GSE include, but are not limited to, two instances of physical infrastructure hosting fully virtualized instances of core and mission-unique ground system software supporting multiple simultaneous missions across multiple classification levels. This infrastructure is supported by core Common User Equipment (CUE) and communications equipment (COMM). The GSE also encompasses mission-unique software (MUS) requiring development, integration, testing, and sustainment. Supporting these operational elements are configuration management infrastructure across ground system components, operational floors, and missions, as well as cybersecurity controls and compliance frameworks. Additionally, facilities that fall under the RDSMO program are included within the GSE. Contractors will be responsible for systems engineering, software development and integration, testing and verification, configuration management, cybersecurity support, and sustainment activities across the full system lifecycle.

This section provides general instructions for preparing and submitting proposals in response to this Request for Proposal (RFP). Offerors must comply with all instructions in this Section L to ensure their proposals are complete, compliant, and eligible for evaluation.
1. The Offeror's proposal must include all data and information requested by Section L and must be submitted in accordance with these instructions. The proposal shall be compliant with the requirements stated in the HADES IDIQ PWS (Section J, Attachment 1), TO PWSs (Section L, Attachments D-F), and Model Contract (Sections A-K). Non-conformance with the instructions provided in Section L may result in the proposal being determined non-compliant and ineligible for award in accordance with Section M, paragraph 2.
2. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The Government intends to make award without negotiations in accordance with RFO 15.203. Therefore, Offerors are strongly encouraged to submit their most competitive proposal initially and to include their best terms and pricing. The proposal should not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale, specific details, and concrete examples demonstrating how the Offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of the Offeror's facilities, experience, or capabilities and will base its evaluation solely on the information presented in the Offeror's proposal as assessed against the evaluation factors and criteria in Section M.
3. Elaborate brochures, marketing materials, detailed artwork, or other embellishments are unnecessary and are not desired. Proposals should focus on substantive content addressing the evaluation criteria in Section M.
4. The proposal validity period is 270 calendar days from the proposal due date as specified in Section A, Block 9.
The Offeror shall include a clear statement in Volume V (Contract Documentation) confirming that the proposal is valid through this date in accordance with Section L, paragraph 2.1.6.
5. In accordance with RFO 4.309 (Storage, handling, and contract files), the Government will retain one electronic copy of all unsuccessful proposals for the official contract file. 2.2.1.2 (U) Page Size and Format
2.2.1.3 (U) Page Definition A page is defined as one face of an 8.5 × 11-inch sheet, not including foldouts, containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Pages shall have line spacing no less than single-spaced, and text size no less than 12-point Times New Roman (or equivalent serif font), 10-point minimum for headers, footers, tables, charts and figures. Margins shall be no less than 1.0 inch (top/bottom) and 0.75 inch (sides). Pages shall be numbered sequentially by volume. Page limits are MAXIMUMS and are strictly enforced.
Pages exceeding the specified limit will not be read or evaluated.
The following are counted toward page limits: all narrative text pages, all tables, charts, graphs, and figures (including those embedded in narrative), organizational charts, diagrams, and flowcharts, sample documents, templates, or examples, title pages for sections or subsections, and pages with headers/footers only if they contain proposal content.
The following pages are excluded from page count limits: volume cover pages (one per volume), volume table of contents (one per volume), section dividers clearly marked "DIVIDER" or "SECTION X BEGINS," blank pages inserted for formatting clearly marked "This page intentionally left blank," acronym lists and glossaries (one per volume), and attachments specifically designated as "Unlimited" in Table 1. All other pages containing any text, graphics, tables, or images are counted toward page limits.
2.2.1.4 (U) Visual Displays and Graphics Offerors are encouraged to use tables, charts, graphs, diagrams, and figures to clearly convey information. All visuals must be legible (minimum 10-point font, 300 DPI resolution recommended), clearly labeled with titles and legends, and referenced in the narrative. Color is permitted, but information must be discernible in grayscale. Visual displays count toward page limits (one page per 8.5 × 11-inch or 11 × 17-inch foldout).
2.2.1.5 (U) Applicability These requirements apply to all proposal volumes (I-V), responses to Evaluation Notices (ENs), and Final Proposal Revisions (FPRs). Externally generated documents (e.g., CPARS reports, financial statements) may be submitted in their original format if legible. Requests for exceptions must be submitted to the PCO at least 15 calendar days before the proposal due date.
2.3 (U) Proposal Preparation
2.3.1 (U) Classified Information The Government does not anticipate the need for classified responses to this solicitation. All proposal volumes (Volumes I–V) shall be UNCLASSIFIED. The only anticipated need for classified information is to support past performance references for classified programs. In such cases, Offerors shall provide unclassified descriptions of the work performed in the unclassified proposal volumes and may submit a one-page classified key to enable Government correlation to specific classified contracts.
Under no circumstances shall Offerors include classified material in any unclassified proposal volume (Volumes I– V). The Government will not accept or evaluate classified information in any proposal volume except as specified below. The sole exception is a one-page classified key for past performance cross-references, submitted as a standalone classified supplement. This classified key is the only classified material that will be accepted with the proposal. The classified key shall be provided within a one-page, standalone classified supplement.
The Offeror shall submit at the appropriate classification (TOP SECRET/SENSITIVE COMPARTMENTED INFORMATION, TOP SECRET, SECRET, etc.) level. Each entry in the classified key shall be referenced to the unclassified proposal volume, page number, and paragraph number to which it applies. The one-page classified key will not count against the page limitations for Volume II, paragraph 4.0.
If the Offeror wishes to submit a classified key, the Offeror shall submit the request in writing to the PCO (information found in Sec L, 2.4). The PCO shall provide requested information by encrypted email or DoD SAFE transmittal.
UNCLASSIFIED
2.3.2 (U) Cross-Referencing Each volume shall be written on a stand-alone basis to minimize cross-referencing to other volumes. Evaluators will review each volume independently and are not required to search other volumes for information that should be contained within the designated volume. Information required for proposal evaluation that is not found in its designated volume will be assumed to have been omitted from the proposal and will not be evaluated.
Cross-references within the same volume (e.g., from one section of Volume II to another section of Volume II) are permitted and may be used to avoid unnecessary repetition, provided the referenced information is clearly identified and easily located. Exception: Volume II, Technical Proposal, may reference the Small Business Subcontracting Plan submitted in Volume V, Contract Documentation, for the sole purpose of demonstrating compliance with the Small Business participation evaluation criterion under the Program Management subfactor in Section M.
