About this opportunity
The Department of the Air Force Space Systems Command seeks a single-award IDIQ contract for engineering, development, integration, and sustainment of satellite ground systems and operations centers supporting the Hybrid Architecture and Development for Experimental Systems (HADES) program, with proposals due September 17, 2026, at 1:00 PM Mountain Time. The contract ceiling increased to $389 million in Amendment 0002 (September 1), up from the initial $300 million.
The IDIQ spans a three-year base period plus four one-year option periods (seven years total) and carries a Cost Plus Award Fee structure with no set-aside. Place of performance is the Research, Development, Test, and Evaluation Support Complex at Kirtland Air Force Base, Albuquerque, New Mexico, with travel to contractor and mission partner facilities as required. Work encompasses satellite ground system engineering and design, development and integration, facility services (power, HVAC, network infrastructure), software development, cybersecurity including Defensive Cyber Operations, configuration management, and special studies with multiple courses of action analysis.
All contractor personnel require a minimum Secret clearance; those accessing space ground control systems must obtain Top Secret with Sensitive Compartmented Information eligibility. The contract includes four initial task orders: Transition (60-day fixed-price phase-in beginning December 10, 2026), Ground Control, Jaguar (with 99% availability requirement for payload operations and 95% for satellite operations, plus 24/7 on-call support with 2-hour response time), and Ground Support. Jaguar personnel with POC access must hold TS/SCI within 120 days of hire at contractor expense.
Evaluation weighs Technical (Program Management and Systems Engineering combined as most important) above Past Performance (second most important) above Cost/Price (least important). Program Management addresses staffing, labor profile, personnel security, and small business participation (25% minimum with 5% small disadvantaged business goal). Systems Engineering assesses hybrid cloud and on-premises environment expertise and cybersecurity integration. Small business participation minimum applies to total subcontracted value. Proposals require five volumes: Executive Summary (3 pages), Technical (57 pages maximum), Cost/Price (unlimited), Past Performance (30 pages for evaluated sections), and Contract Documentation. Submission through the Procurement Integrated Enterprise Environment is mandatory; vendors must register in SAM prior to award. Amendments 0001 (August 20) and 0002 (September 1) updated the PWS, ordering instructions, award fee plan, data rights, and contract ceiling, with both requiring acknowledgment per Standard Form 30 Block 11.
