About this file
This file is a Questions and Answers (Q&A) document with government responses addressing clarifications to the HADES RFP released on August 20, 2026.
The Q&A covers administrative clarifications across multiple RFP sections including proposal organization, submission requirements, evaluation criteria, cost/pricing instructions, and technical specifications. Key clarifications include: resumes for key personnel are required but excluded from page limits; Microsoft Project files, CWBS submissions, and labor profile matrices are excluded from page counts; the Contractor Work Breakdown Structure should map to the Basic Services Level 1 in the IDIQ PWS; "common core services" refers to the Ground System Architecture; labor rates must be rounded to the nearest penny while other dollar amounts round to the nearest dollar; staffing matrices should be submitted separately in native Excel format; the 10% subcontractor threshold for full cost volume submission applies per Task Order rather than contract-wide; Small Business Participation Commitment Documents do not require a Government template; the time-phased person-loading graph consolidates subcontractors under 10% into the prime contractor's numbers; Past Performance narratives should reference Section M Table 5 (not Table 7, which does not exist); and the transition period runs 60 days (December 10, 2026 to February 9, 2027) with other Task Orders beginning February 10, 2027. Additional clarifications address ambiguities in PWS numbering, CLIN structure alignment between Section B and Appendix A, property management system requirements for the C-ICP function, small business goals including a 5% Small Disadvantaged Business congressional goal within the 25% overall requirement, and updates to reflect the transition from eSRS to SAM.gov Subcontracting Plan Reporting. The document also corrects numerous PWS paragraph numbering errors, clarifies that no separate Support Services Task Order exists, and confirms that Cost Plus Award Fee rates proposed in Appendix B will be used for pricing but actual costs will be invoiced during execution.

| L 4.3.1.1 Staffing/Labor Profile | Table 1 defines the page limitations of Volume II Subfactor 1 as 25 pages with Staffing / Labor profile (Section 4.3.1.1) requirements limited to 15 pages. The last sentence of Section 4.3.1.1 currently states "The narrative and matrices for this subfactor are limited to fifteen (15) pages." This wording implies that the entire subfactor 1 has a page limit of 15 pages, which would also include Sections 4.3.1.2 and 4.3.1.3. | |||||||
| Will the Government change the final sentence of 4.3.1.1 to read: "The narrative and matrices for the Section Staffing/Labor Profile are limited to fifteen (15) pages. | Section L has been updated to clearly detail the staffing/labor matrices are limited to 15 pages. | |||||||
| (U) 00. HADES_Section L_20260731_v4.2-final | 4.2 (U) Contractor Work Breakdown Structure (CWBS) | The document notes CWBS should "Maps to Government Level 1 PWS elements: Systems Engineering, Engineering, Development, Integration, Sustainment, Cybersecurity, and Program Management". But those are not the Level 1's in the IDIQ PWS. Level 1 in the current IDIQ PWS is Basic Services. May we use Basic Services as Level 1 and then breakdown to Level 2 and 3 in alignment with the PWS? | Yes, that is correct and is what is meant in section L. | |||||

| Attachment 1 | The 10 questions across Sections 1, 2 and 3 of the questionnaire include the instructions "Comments (required if E, M, or U)" | Requiring comments for only a portion of the ratings could introduce bias in the evaluation. Will the government consider either removing comments altogether or requiring them for all ratings? | The document has been reviewed, and will not be updated. It is expected that if performance was Exception, Marginal or unsatisfactory, there should be comments that support that. It is also anticipated that if performance was Very Good or Satisfactory, the evaluator that receives the questionnaire would still input supporting comments. | |||
| Attachment 1, Basic IDIQ PWS, v3.8 | 5.2.4 | 5.2.4 Security and Data Handling Management | The requirements under 5.2.4 are out of sequence and labeled as 5.2.6.1, 5.2.6.2, etc. | This has been corrected and updated in v.3.9. | ||

For individual subcontracting plans, and if required by the Contracting Officer, goals shall also be expressed in terms of percentage of total contract dollars, in addition to the goals expressed as a percentage of total subcontract dollars. The Offeror shall include all subcontracts that contribute to contract performance and may include a proportionate share of products and services that are normally allocated as indirect costs. This will be updated in the award fee plan.
| CDRLs | A008 | What is the acceptable Government compatible electronic format for reporting Physical Inventory? | MS products such as excel, word or Adobe PDF as well as through the PIEE GFP module. | |||
| CDRLs | A014 | What are the Logistics Performance Metrics to be reported? What is the acceptable electronic format for delivering Logistics Performance Metrics Reporting? | The report should cover such metrics as Hardware and Software status, and renewals, purchases, inventory processes, supply chain management, and other areas related to logistics management. | |||
| CDRLs | A020 | Interface Requirements Specifications - is this in relation to the inventory system used? | Define and record interface requirements between systems/subsystems to ensure successful data flow and communication. Please reference DI-IPSC-81434A for more information. | |||
| CDRLs | A036 | A036 CDRL requires contractor to convert inventory to NSN. Does this apply to CAP purchased by contractor or will this be based on the use of the MILSTRIP system where NSNs have been assigned to the parts? or both? | If the materials purchased have an NSN, then that NSN should be entered into ELMS. | |||
| Configuration Management | Section L 4.3.2.3; RSC Management SOP; Change Request Process Charter | For purposes of the Section L 4.3.2.3 Configuration Management response, should Offerors assume the Government change-governance model described in the Bidders' Library (including ERB/CCB/Pre-Execution Review/Configuration Audit Board and SZIG-led configuration control) as the baseline Government/mission-partner interface, or should Offerors propose their own interface model subject to post-award tailoring? | The bidder's library Governance model is included to provide a baseline Government mission-partner interface. However, this does not preclude the offeror from proposing their own interface model if it results in a better, or more efficient process IAW Section L 4.2.2.3. | |||
| Cost | Section B, CLIN Structure and Appendix A | The CLIN structure reflected in Section B and Section L, Appendix A appears inconsistent. For example, Section B identifies CLIN 0003 as Materials and CLIN 0004 as Travel, while Appendix A identifies CLIN 0002 as Materials, CLIN 0003 as Travel, and CLIN 0004 as ODCs. Please clarify which CLIN structure offerors shall use in preparing the Volume III Cost/Price proposal, including the required Cost Element Summaries, BOEs, and TPP/TEP calculations, and revise the applicable solicitation documents to provide a consistent CLIN structure. | The CLIN structure in the SF33 is correctly named. In Section L, Appendix A, Task Orders have CLIN 0002, but it references back to the IDIQ CLIN. I.E, Ground Control Task Order CLIN 0002 references Basic IDIQ CLIN 0003 which is materials. The Task Order CLINs may be numbered differently, but they reference back to the IDIQ CLIN structure for the appropriate CLINs. | |||
| COST | Reference: Section L 4.3.1.1.1, Staffing Matrices; Exhibit A, CDRL A001, Transition Plan – PMO Approach/Phase Out | Section L requires Offerors to provide a separate staffing matrix for each Task Order and a Total Staffing Matrix Rollup. Exhibit A, CDRL A001 further requires the PMO Approach to include a plan for charging program management functions—including the Program Manager, Contract Manager, and administrative actions—to individual Task Orders. Please clarify how Offerors shall depict IDIQ-level/shared PMO personnel and associated labor hours in the Section L staffing matrices. Specifically, should shared PMO personnel and hours be: (1) allocated proportionally among and included in each applicable Task Order staffing matrix based on the PMO effort charged to that Task Order; (2) depicted once within a designated Task Order staffing matrix, while the associated costs are allocated among applicable Task Orders in Volume III; or (3) depicted separately as IDIQ-level/shared PMO staffing in the Total Staffing Matrix Rollup and excluded from the individual Task Order staffing matrices? Please also confirm the required treatment of shared PMO headcount and labor hours across the staffing matrices, labor profiles, BOEs, and Volume III Cost/Price submission to ensure consistency without duplicating personnel or labor hours. | PMO labor should be depicted/captured in the Ground Support Task Order, consistent with Section L, Appendix A. | |||
| Cost / Price | Section L 5.4.4.1 | For Offerors without an FPRA/FPRR, Section L 5.4.4.1 requires historical indirect-rate support. Please confirm whether Government-approved Provisional Billing Rates may be submitted as supporting evidence and whether they may substitute for any portion of the requested historical indirect-rate data. | Confirm that Government-Approved Billing rates may be submitted as supporting evidence. Yes, they may be used to substantiate historical indirect-rate data. | |||
| Cost / Price / Subcontractors | Section L 5.2.1; 5.4.8; 7.3.4 | Section L now defines the 10% threshold on a per-Task-Order basis. For non-prime entities meeting that threshold, please confirm whether detailed Cost/Price data must be submitted directly by the non-prime to the Government, included within the Prime's Volume III, or both, and identify any required cross-reference/labeling convention. | Per 5.2.1 a separate submission by the non-prime to the government is not requested. Per 5.4.8 1. | For Non-Prime companies where the proposed total price of the company is at least 10% of the total proposed price for each Task Order, the non-prime company shall be directed by the prime to submit a Cost/Price Volume directly to the Government. The same pricing instructions apply to these non-prime companies. | ||
| 2. | The Prime Offeror shall submit to the Government its written analysis of all non-prime proposals. Evaluation of subcontract proposals shall include direct labor hours and costs/prices that will flow up through the prime to the Government. The Prime Offeror is responsible for showing clear traceability from its subcontractor / vendor / partner proposed amounts to the prime's evaluation and to the CWBS structure. | |||||
| Cost Volume | Section L.5.2.1 | Section L §5.2.1 requires the Offeror to provide a time-phased, person-loading bar graph “for each Cost Plus Award Fee (CPAF) CLIN.” Please clarify whether Offerors are required to provide a separate time-phased person-loading graph for each CPAF CLIN within each Task Order, or whether Offerors may provide a consolidated graph for each Task Order that reflects the applicable CPAF labor effort. | Section L 5.2.1 has been updated to make it clear that this will need to be provided for each Task Order. | |||
| Cost Volume | Section L.5.4.3 Labor Hour Basis of Estimate | Section L requires that, for each Task Order, the Offeror prepare a Basis of Estimate (BOE) by CWBS to Level 3 for each Cost-Reimbursable (CR) Travel CLIN, ODC CLIN, and each CPAF CLIN. Section L, Appendix A, however, provides Government-established values for certain Travel and Materials CLINs. Please confirm that, where an Offeror uses the Government-provided values for Travel and Materials without adjustment, the Offeror is not required to develop or submit a BOE supporting those Government-provided amounts. If a BOE is required, please clarify the level of supporting rationale and detail expected for Government-provided values. | That is correct, if the offeror is using the government provided estimates for travel and Materials, a separate BOE is not required. However, IAW section L 5.3.2 Section L, Appendix A includes filled in amounts for Travel and Materials. These are based on the Government’s estimate for technology refreshes, Government directed travel, and expected expenditures. If the Offeror has a proposed approach that would likely alter these numbers, the offeror should propose that methodology and clearly indicate where they have expected changes. | |||
| Cost Volume Organization | Section L.5.1.1 Cost Volume Organization | Section L, Table 8 identifies multiple Volume III components that appear to require overlapping Cost/Price information at the Task Order and CLIN level, including Section 2 – Cost/Price Summaries per Task Order per CLIN; Section 5 – Cost Attachments per Task Order per CLIN; and Attachment CP1 – Working Excel Files. Please clarify the intended purpose, required content, and level of detail for each of these three components, including what information is expected to be unique to each. | The Government will use this data to make a determination IAW Section M 5.4 | |||
| Cost Volume Organization | Section L.5.1.1 Cost Volume Organization | Section L, Table 8 identifies multiple Volume III components that appear to require overlapping Cost/Price information at the Task Order and CLIN level, including Section 2 – Cost/Price Summaries per Task Order per CLIN; Section 5 – Cost Attachments per Task Order per CLIN; and Attachment CP1 – Working Excel Files. Please confirm whether information presented in one component may be incorporated by reference in another where the required cost data are duplicative. | Recommend if information is duplicative, to still include in both areas. This will minimize cross referencing. | |||
| Cost Volume Organization | Section L.5.1.1 Cost Volume Organization | Section L, Table 8 requires Offerors to identify a filename for each listed Volume III Cost/Price item. Please clarify whether the Government intends for each item identified in Table 8 to be submitted as a separate and distinct electronic file, or whether Offerors may consolidate multiple Table 8 items into logically organized files by file type (e.g., PDF and Microsoft Excel), provided each required item is clearly identified and readily traceable within the submission. If separate files are required, please confirm that a distinct electronic file is required for each applicable Table 8 item. | Yes, offerors may consolidate multiple Table 8 items into logically organized files by file type (e.g., PDF and Microsoft Excel), provided each required item is clearly identified and readily traceable within the submission. | |||
| Cost Volume Organization | Section L.5.1.1 Cost Volume Organization | Section L §5.1.1, Table 8 identifies five required sections and three attachments for Volume III – Cost/Price. Sections 1 through 3 appear to correspond to the detailed instructions provided in Sections L §§5.2 through 5.4. However, Section L does not appear to provide specific proposal preparation instructions identifying the required content for Section 4 – Discussion of Business Systems, Offeror Unique Approaches, or Section 5 – Cost Attachments per Task Order per CLIN. Please provide the required content, level of detail, and organization for Volume III Sections 4 and 5. For Section 4, please also clarify how the required content differs from or supplements the Business Systems information required under Section L §7.6 in Volume V. For Section 5, please identify the specific cost attachments required for each Task Order/CLIN and clarify how those attachments differ from Attachments CP1 through CP3 identified separately in Table 8. | Section L table 8 has been updated to remove Section 4. Section 5 is CP1 - CP3. Section 5 is not distinct from those attachments. Consider Section 5 to be the umbrella over CP1-CP3. | |||
| Fixed Ground Support PWS | Section 5.3.3.14 | Applicable IDIQ PWS Sections | Will the Government please confirm that, within the PWS-to-IDIQ mapping tables, only those IDIQ PWS sections identified with an "X" are applicable to the corresponding Task Order PWS section for estimating purposes? If confirmed, will the Government further confirm that for Fixed Ground Support PWS Section 5.3.3.X, any referenced IDIQ PWS sections whose corresponding boxes are blank (i.e., do not contain an "X") are not applicable to that Task Order PWS section and therefore should not be included in offerors' estimates? | Confirmed. | ||
| Future GS Dev PWS | 3.1 Architecture Design and Requirements Development | The Future Ground System PWS references a "Government-provided Future Functional Ground Architecture reference design and System Concept Document (SYSCON)." Are these available in the Bidder's Library for proposal development? If not, is the intent that the requested Architecture in Section L 4.3.2.1 be referred to as a proposed Reference Architecture for the Future Ground System | Yes, the intent that the requested Architecture in Section L 4.3.2.1 be referred to as a proposed Reference Architecture for the Future Ground System | |||
| Ground Control PWS | Para 5.2.7.12 | 5.2.7.12 The contractor shall be responsible for risk identification and mitigation associated with supporting Ground Control operations and systems. | Can the government confirm 5.2.7.12? It appears to be a mistake copy and paste from 5.2.6.4 "The contractor shall be responsible for risk identification and mitigation associated with supporting Ground Control operations and systems." | This has been corrected and updated in v.3.9. | ||
| Ground Control PWS | Para 5.2.4 | 5.2.4 - Information Management | PWS 5.2.4 is titled Information Management, but then seems to call out IDIQ PWS 5.2.5 Security and Data Handling Management requirements. Information Management requirements appear to have been skipped. Please correct or explain the apparent disconnect between the TO and the referenced IDIQ requirements. | This has been corrected and updated in v.3.9. | ||
| Ground Control PWS | Para 9.1 | 9.1 (U) HADES IDIQ Requirements | The subordinate requirements numbered 5.3.2.11 and 5.3.2.12 should be 5.3.1.11 and 5.3.1.12 respectively. | This has been corrected and updated in v.3.9. | ||
| Ground Control PWS | Document Title | Under "Document Properties," the Title shows "JAGUAR PWS" instead of "GROUND CONTROL PWS." Although this is a trivial issue, it does create confusion when both the Ground Control and Jaguar PWS's are open at the same time. | This has been corrected and updated in v.3.9. | |||
| Ground Control PWS | 5.2.4 | 5.2.4 is aligned to "Information Management" in the GC PWS; however, it should actually be aligned to "Security and Data Handling Management" | This has been corrected and updated in v.3.9. | |||
| Ground Control PWS | Document Title | Under "Document Properties," the Title shows "JAGUAR PWS" instead of "GROUND SUPPORT PWS." Although this is a trivial issue, it does create confusion when both the Ground Control and Jaguar PWS's are open at the same time. | This has been corrected and updated in v.3.9. | |||
| Ground Support PWS | Revision History | Revision History | The Revision History says Ground Control, but should be for Ground Support. | This has been corrected and updated in v.3.9. | ||
| HADES IDIQ CDRLs | A026 | Please provide Page 2 of block 16. | Corrected and updated in v.2. | |||
| HADES IDIQ CDRLs | A029, A032, A034 | Recommend updating Block 12 to "15 days after Request." | Corrected and updated in v.2. | |||
| HADES IDIQ CDRLs | A036 | Please update block 12 to be during the POP for the relevant task orders. Recommend first submission be 120 days after TO award. | CDRL A036 will be updated to clarify correct date/timeline for submission. | |||
| IDIQ PWS | Para 5.2.3.3 | 5.2.3.3 The contractor shall maintain current and accurate operational procedures, technical data, test plans, |
test reports, training materials, and other documents required to conduct activities assigned under
| this contract utilizing a Government-approved configuration management tool and process. | Will the government provide a list of approved configuration management tools? Are these tools contractor provided? | The KanBan Board Planner is one of the current CM Tools currently in use and is a Microsoft application. Jira and Confluence are also CM Tools currently being utilized. | |||||
| IDIQ PWS | Para 5.2.4 | 5.2.4 (U) Security and Data Handling Management | The subordinate paragraphs so 5.2.4 are misnumbered as 5.2.6.x. Recommend these be corrected to avoid duplicate paragraph numbering for different requirements. | This has been corrected and updated in v.3.9. | |||
| IDIQ PWS | 5.2.9 | Should offerors propose integrated, holistic HADES solutions (software, processes, database, configuration management) or does the Government anticipate requiring independent or Task Order-dedicated solutions? | Propose a holistic approach for the initial TOs (software, processes, database, configuration management) . | ||||
| IDIQ PWS | 5.2.7.9 | The Government uses Security+ as an example of appropriate certifications for personnel. Would the Government provide additional examples of the kinds of certifications that they seek, as this will impact how offerors build and price staffing plans? | As stated in 5.2.7.8 "The contractor shall ensure all contractor personnel accessing DoD information systems obtain and maintain required information assurance certifications in accordance with DoD 8140 (formerly DoD 8570) or successor directives." | ||||
| IDIQ PWS | 5.2.4 | The subsections under 5.2.4 are misnumbered. They are currently 5.2.6.1 - 5.2.6.15. | This has been corrected and updated in v.3.9. | ||||
| IDIQ PWS and Section L_L20260731_v4.2-final | PWS 5.2 (page 4/22) | In the IDIQ PWS there is a reference to a "Support Services TO," which Does not exist. There is a statement that "Non-mission-specific support service requirements will be specified in the Support Services TO PWS. Mission-specific support service requirements will be specified in each TO PWS." However, all the 5.2 Support Services requirements (including Program Mgmt, Cost Mgmt, etc.) are included in all 3 TO PWS's. For the purpose of estimating LOE and pricing the Task orders, please confirm that labor to perform all of 5.2 effort in support of all task orders can be estimated and priced as a whole under the Ground Support TO only to simplify evaluation and pricing? | Corrected to "Ground Support TO" and updated in v3.9. | ||||
| Jaguar PWS | Para 10.1 | 10.1 (U) HADES IDIQ Requirements. Subsection 5.4.4 - Network Infrastructure Support | Some of the subordinate requirements for 5.4.4 - Network Infrastructure Support appear to be misnumbered. E.g., it appears that 5.4.3.3 should be 5.4.4.3. Recommend these references be corrected so they correspond to the correct IDIQ requirements. | This has been corrected and updated in v.3.9. | |||
| Jaguar PWS | Various | The PWS identifies several additional requirements not covered in the scope of the IDIQ PWS. These include 8.0 Ground Terminal Support Services and 9.0 Operational Support, and 12.4 HW Packaging and Marking. Please indicate under what IDIQ PWS element these tasks should be included for CWBS purposes. If these are truly additional requirements, recommend they be added to the IDIQ PWS for inclusion in the CWBS | These requirements are additional requirements only required for the Jaguar PWS and will not be incorporated into the IDIQ PWS. | ||||
| Jaguar PWS | 12.2 and 12.3 | This requirement appears redundant to 12.3 and should be included under 12.3 as specific tailoring for IDIQ PWS 5.7 Special Studies. | This has been corrected and updated in v.3.9. | ||||
| L | 2.2.1.1 Table 1 | It is unclear if the 15 pages for Staffing/Labor profile is included in the 25 page total for Subfactor 1, or if it is in addition to the 25 pages of the other two items listed as "Incl.Above" limit, making the total 40 pages. As the most important factor, a 40 page limit would appear to be appropriate. | Update the page limit for Subfactor 1 to 40 and indicate the following for Staffing/Labor Profile page limit "15 Max, Incl.Above" | Section L 4.3.1 has been updated to exclude Resumes, and staffing matrices from the page limit. | |||
| L | 4.3.1.1.1 | Given the 15 page maximum for the tables and narrative that describes the proposed staffing/labor profile, what is the Government's expectations for the table content? Currently offerors have two options: Option 1: Content of Tables 3 & 4 provides a unique row for each 3rd level CWBS/Labor Cat/Company combination. | |||||
| Option 2: Content of Tables 3 & 4 provides a unique row for each GWBS (Level 1)/Labor Cat/Company combination with applicable CWBS elements at level 2, 3 and greater included under that GWBS (Level 1) item listed in the CWBS (Level 2, 3+) cell. | We recommend the Government confirm that Option 2 is the correct approach, as it results in the smaller table. Otherwise for large teams (with multiple subcontractors and multiple labor categories), including levels/seniority (e.g, Systems Eng 1, 2, 3, 4, 5, 6) would quickly expand the size of tables and leave offerors no room for providing narrative content to support the data in the tables. | Section L 4.3.1 has been updated to exclude Resumes, and staffing matrices from the page limit. | |||||
| L | 5.4.4, Appendix B | Per 5.4.4, "The Offeror shall complete Section L, Appendix B and Appendix C with the Offeror's proposed labor categories and the corresponding CPAF rates." There is no instruction for subcontractors to do the same. | Would the Government please confirm that the Prime shall submit a single B table which covers the Prime and all subcontractors? | Section L 5.4.4 has been updated to include subcontractors. | |||
| L | 5.4.8 (1) | Non-Prime companies with at least 10% of the total proposed TO price are required to submit a full cost volume. | Would the Government please confirm that the requirement to provide a full Volume III cost volume only applies to cost-type subcontractors (and not to T&M subcontractors)? | The Government interprets the question to mean Travel and materials subcontractors will not be required to submit a full cost volume. If that is the case, then yes, subcontractors that will primarily supply materials, and not under CPAF CLINs do not need to submit a full cost volume. | |||
| L | 6.3.1.3, 6.5.1.2 | Different definitions of "major subcontractor" are used throughout the solicitation. | Will the Government use the same definition of Major subcontractor described in the Past Performance 6.3.1.3 and 6.5.1.2 (defined as performing ≥10% of the total proposed contract value OR performing work the Prime considers critical to successful performance) for all references, including references for non-primes in Section L 5.2.1, 5.4.8, and 7.3.4 which currently reference (at least 10% of the total proposed price for each Task Order. | The definition used throughout the document all retain the 10% or more language. The use within the L section 5, is appropriate as it is 10% of those Task Orders. | |||
| L | Attachment 1, Section TOC / Section 5.5 | The Table of Contents for Attachment 1 (Performance Questionnaire) lists Section 5.5 "Innovation and Process Improvement" as a numbered question under Section 2: Systems Engineering; however, no Section 5.5 question appears in the body of the questionnaire. The TOC entry for Section 5.5 creates an expectation that evaluators will be asked to rate contractor innovation and process improvement performance. The absence of the actual question text leaves evaluators and offerors uncertain whether this dimension will be evaluated, and if so, what rating scale and comment guidance applies. | Please confirm that the Section 5.5 (Innovation and Process Improvement) in the TOC should not be included in Attachment 1 PP Questionnaire. | Confirm there is no section 5.5. in Section L, Attachment 1. Attachment has been updated. |
