STATEMENT OF OBJECTIVES
FOR
SMALL BUSINESS ENTERPRISE APPLICATION SOLUTIONS (SBEAS)
1. Purpose
The purpose of this Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract is to provide a vehicle for customers to access a wide range of Information Technology (IT) Network Centric services and solutions that support the IT lifecycle. While the SBEAS contract is specifically established within the Business Enterprise System (BES) Directorate, this contract vehicle may be used by all other agencies that support an Air Force requirement.
2. Scope
The scope of this ID/IQ includes the comprehensive suite of IT services and IT solutions to support
IT systems development and sustainment in a variety of environments and infrastructures.
Additional supporting IT services include, but are not limited to, data and information services, information display services and business analysis for IT programs.
3. Technical Objectives
The objectives identified within this SOO are described in general terms. Each task order will address specific task requirements, project scheduling, and other related performance criteria, as applicable. In accordance with AF and DoD standards, contractors shall provide application solutions that support the development and sustainment of systems and new mission applications that operate in Network Centric enterprise environments and exploit approved infrastructures.
3.1 Systems Development
Systems development solutions and services include, but are not limited to:
1. Software development using various methodologies
2. Software security and security layer integration
3. Information/web services development and information/web services testing
4. Mobile or other IT devices applications development
5. Database development, conversion, and administration
6. Systems migration, re-hosting and integration support services
7. Systems administration, to include system performance monitoring and tuning
8. Systems Engineering, including technical and technical management processes
9. Information Assurance and cybersecurity, including continuous monitoring
10. Integration, testing and implementation
3.2 Systems Sustainment
System sustainment services and solutions include, but are not limited to:
1. Sustaining, maintaining, and administering systems, applications, databases and interfaces
2. System Engineering, including technical and technical management processes
3. System performance monitoring and tuning
4. Customer and user training
5. Help desk support
6. Decommission planning and execution
7. Information assurance and cybersecurity, including continuous monitoring
8. Integration, testing and implementation
3.3 Supporting IT Services
Supporting IT services objectives include, but are not limited to:
1. Data and Information Services
2. Information Display Services
3. Business Analysis
3.4 Computing Environments
Provide development, sustainment and supporting IT services and solutions in environments including, but not limited to:
1. AF-owned
2. DISA-operated
3. Commercial Cloud environments
4. Mobile
5. Other DoD-approved common operating environments
3.5. General Objectives
Other general requirements include, but are not limited to:
1. Apply disciplined/best practices for systems engineering process optimizations.
Capability Maturity Model (CMM), Capability Maturity Model Integration (CMMI), or
CMMI Development Level 2 (at a minimum) certification must be obtained 120 days before the end of the base period and maintained for the length of the contract in order to be eligible for new orders and option periods thereafter
2. AFI 33-200 Air Force Cybersecurity Program Management, DoDI 8500.01 Cybersecurity and all other AF and DoD policies, as amended, must be followed throughout the contract period of performance to include all option periods, if exercised
3. Generate necessary design and implementation artifacts that will support lifecycle management of each solution developed or service provided
4. Develop and provide all data in accordance with the data right clauses and as identified in each task order
5. Use only Government-Off-The-Shelf tools or approved Commercial-Off-The-Shelf tools for systems design and development, or incorporation into system solutions, in accordance with AF and DoD Standards
6. Support the government in demonstrating audit readiness by responding to agency audits, inspections, and product assessments (i.e., monitoring/inspection/auditing of IT regulated activities to ensure compliance)
7. Supply work breakdown structure and integrated master schedule as defined at the TO level
3.6 Program Management Objectives
Identify a Program Manager (PM) who shall be the primary representative participating in Program Management Reviews (PMR) and ensuring all standards and requirements referenced herein are adhered to. The SBEAS Program conducts a maximum of (1) mandatory PMR per fiscal year held at a Government facility at a location that might require overnight travel. A PMR may alternatively be conducted via a virtual webinar when resources for facilities or travel are not available to the Government.
4. Other Considerations
4.1 Security
Individuals performing work under these task orders will comply with applicable program security requirements as stated in the task order. The types of Personnel Security Investigations (PSI) required for the contractor vary in scope of investigative effort depending upon requirements of the
Government and/or conditions of the contract/task order. All costs associated with obtaining/possessing such security clearances are the responsibility of the contractor.
Contractor personnel shall be required to have the appropriate level of investigation and/or security clearance for each agency and information system as applicable at the task order level.
4.2 North American Industry Classification System (NAICS)
NAICS code for this acquisition is 541511: Custom Computer Programming Services. This U.S.
industry comprises establishments primarily engaged in writing, modifying, testing, and supporting software to meet the needs of a particular customer. This NAICS Code is revenue based at
$27.5M. All contractors shall be certified as a small business under this NAICS code prior to contract award.
4.3 Off-Ramping Tiers
All contractors are required to meet the following off-ramping tiers in order to maintain its contract under this IDIQ:
4.3.1 Minimum Requirement Tier 1
The contractor shall meet a minimum requirement of successfully performing task order contract actions in the amount of $100,000 within the base period of the IDIQ. Failure to meet this minimum requirement will result in the contractor being off-ramped from the contract. However, if a contractor has been awarded task orders that do not total the minimum amount required, the government will exercise the contractor’s option period for the purpose of task order completion only. The contractor shall not, however, be awarded any new contract actions under the contract.
4.3.2 Small Business Recertification Tier 2
All contractors under this IDIQ shall recertify under the NAICS Code which this contract was awarded 120 days before the end of the base period and 120 days before each option period is exercised. Any contractor who cannot recertify as a small business, will be off-ramped from the contract. However, if a contractor has been awarded task orders and the task order period of performance has not ended, the government will exercise the contractor’s option period for the purpose of task order completion only. The contractor shall not, however, be awarded any new contract actions under the contract.
4.3.3 Minimum Certification Tier 3
All contractors shall achieve a minimum of Capability Maturity Model (CMM), Capability Maturity
Model Integration (CMMI), or CMMI Development Level 2 certification 120 days before the end of the base period. Once obtained, such certification shall be maintained for the length of the contract to be eligible for new orders and option periods thereafter. Proof of certification shall be submitted 120 prior to the exercising of all option periods. Any contractor who has not achieved the minimum certification required will be off-ramped from the contract. However, if a contractor has been awarded task orders and the task order period of performance has not ended, the government will exercise the contractor’s option period for the purpose of task order completion only. The contractor shall not, however, be awarded any new contract actions under the contract.

The contractor shall provide reports identified below.

These represent documents and standards that may be placed on individual contract task orders. Individual task orders may impose additional standards to those required at the contract level. The most current version of the document at the time of task order issuance will take precedence.
