SBEAS Request for Information Questions
1. Do you require facility clearance? If yes, for those vendors who don't have cleared facility like us, would you be able to sponsor? Response: No, not at the IDIQ level
2. Can you consider past performance outside DOD or AF? The RFI only provides choices for DOD and AF only. Response: All experience is acceptable.
3. Do you plan on hosting any event in the DC metro area? Response: No, all meetings will be held at Gunter AFB
4. In order to be eligible for the RFP, does our past performance need to have been performed within a DoD agency or at the Air Force, or can it have been performed at any agency (civilian or otherwise) as long as it meets the criteria as laid out in the questionnaire? Response: All experience is acceptable.
5. The instructions indicate that respondents should “circle” words/options in the Excel spreadsheet.
As there is no “circle” functionality in Excel, does the government want respondents to draw a circle around each word/option applicable, using Excel’s “draw” function, print the spreadsheet and draw on the printout, or something else? Please clarify the instructions. Response: Please use whichever mechanism is easiest for you to provide a response.
6. Will the answers to questions be released as an amendment on FBO or some other manner, so we can be sure not to miss them? Response: Yes, amendments will be released on FBO.
7. Would the Government provide a summary of the issues that were protested on the NETCENTS
II SB IDIQ? (If industry has a better understanding of where the protests arose from, perhaps we can provide better insight at this time to avoid future protests. Response: That information cannot be provided. Please contact the NETCENTS team at netcents@us.af.mil for all questions related to that contract.
8. Developer Certifications (and other individual certification types) should not be needed at the
IDIQ level. These are better left at the TO level as the majority of TOs will not use these certifications. They are expensive, specific in nature and someone could easily be hired with these certifications for a specific TO. Further, in our experience, these types of certifications are not required agency-wide. We recommend that required certifications be TO specific, based on need. Response: Your comment has been noted and taken under consideration.
9. When responding to the RFI, what is the time-frame within which we should have experience in any of the required elements? If we cite experience within 5 years on the RFI, but the RFP comes out requiring experience within 3 years, we will not be qualified as indicated in our RFI response.
Since the IDIQ itself will have a long period of performance we recommend experience criteria be considered within the past 5 years versus 3 years. Response: At this time, the government is mailto:netcents@us.af.mil not associating any timelines to the recency/relevancy of the experience. If the government determines this to be an adequate approach later in the process, a timeline will be specified. Your comment has been noted and taken under consideration.
10. Does this solicitation have the potential to go Large Business, if too few Small Businesses respond with the necessary capabilities? If so, how many small businesses are needed to respond to the RFI for this solicitation to be viable as a SB set aside? Response: This effort will be a
Total Small Business set-aside. No large business classification is being considered under this upcoming effort.
11. Will the Government allow commercial project Past Performance? While most of our Past
Performance is Government, there are commercial projects we could use to increase our Past
Performance project list. Response: All experience is acceptable.
12. Would you please clarify the areas that you are asking, “Please Specify”. Are you asking for specifics only to the area that it’s sub too. For example, under A. Technical Approach, 2.
Certifications, roman I, II, III. Other IT-applicable certifications? Sub a. Please specify.
Response: Yes the intent is to annotate if you possess the certification(s) listed or any others.
13. Are you asking for the contractor to “specify” what other applicable IT certs they hold. And so forth for the rest of the questionnaire items. Response: Yes the intent is to annotate if you possess the certification(s) listed or any others.
14. How are these services currently being performed? Under contract? In-house? Response: This will be a multiple award IDIQ contract and the services that will be performed will be issued via task orders. The current contract being utilized for these services is the Application Services
Small Business IDIQ contract. Please contact the NETCENTS team at netcents@us.af.mil for all questions related to that contract.
