Question Response
The Gov’t response to the last question in the most recent set of responses
“TMQ‐53 RFP Questions Round 3 Government Responses" is confusing. It is not clear to us how the Gov’t intends to calculate the CLS TEP. Can you please provide the formula for each row in the “TOTAL” column of the CLIN 0004 CLS table?
Excel sheet with formulas provided
The ITO does not reference PWS section 6. Section M M2.c.2. states the proposal will be evaluated according to the “applicable paragraphs”. If the vendor writes to sections, 5, 7 and 8, as stated in the ITO (L4.3.2), will they be penalized for not writing to section 6? The only reference to PWS section 6 is in the Staffing Plan (references para 6.2 ‐ Key Personnel) This direct affects if we are considered “Technically Acceptable”
ITO Section L4.3.2 states, "This section evaluates specific elements of the offeror’s PMP which shall detail the approach and plan by which the offeror will effectively execute the requirements of
PWS Sections 5, 7, and 8."
It references PWS Sections 5, 7, and 8 only and not 6 because similar to other non included sections of the PWS, section 6 outlines contractual elements an offeror will be responsible for but are not part of our evaluation criteria. With regard to the mention of the PMP in section 6.1. This IS the section of the PWS which outlines what content is expected to be in that plan the program management plan should be put together to detail the approach and plan by which the offeror will effectively execute the requirements outlined in 5, 7, and 8 using the format outlined in 6.1. This section will contractually require the contractor to comply with continued maintenance and submittal of the plan through contract execution IAW with requirements. For evaluation purposes, the Government will evaluate technical acceptability of this plan content to effectively execute the referenced sections 5, 7, and 8, however, through implication compliance with section 6.1 is also required because if not put together correctly the Government might deem the solution non‐ comforming IAW section L2.1.
CLS Pricing Table – Just to be clear to ensure our formulas are accurate; (Prices are made up for example purposes only)
If we inserted a price of “$5/mo for 1 unit (Max $5); $4/mo for 2‐100 (Max
$396); $3/mo for 101‐200 (Max $300), $2/mo for 201‐300 Max $200), $1/mo for
+301 (Max $42) ; the monthly total to support 342 units would be $943
(5+396+300+200+42).
We don’t want to be deemed too high because of a misunderstanding of how the totals on this CLIN is being calculated.
