Referring to 5.1, TRANSITION PHASE IN, there is a requirement for the contractor to pay for all transportation costs to move the GFE from the incumbent’s warehouse to the contractor’s warehouse. There is CLIN 0008 to cover reimbursable shipping costs. Are the shipping costs to move the GFE from the incumbent’s warehouse to be included in the CLIN 0001 price or are they reimbursable under CLIN 0008? Including the GFE shipping costs in the

Transition Phase-In price creates an unfair advantage for the incumbent’s proposal, given that the incumbent doesn’t need to pay the high cost of relocating that volume of GFE.

Transition shipping is included under CLIN 0008
