About this file
This document contains responses to offeror questions regarding solicitation number FA8730-20-R-0050 for contractor logistics support of the AN/TMQ-53 Tactical Meteorological Observing System. The Air Force Life Cycle Management Center seeks proposals due by August 21, 2020 for a five-year base period and one-year options to provide logistics support for the TMQ-53 system currently located at a depot in West Haven, Utah. The incumbent contractor has overseen logistics at this location for several years. Pricing shall be submitted on a monthly basis for each fiscal year in segmented ranges accounting for different unit prices. Proposals are required for the total small business set-aside and must address all relevant sections of the performance work statement despite discrepancies in referenced sections between the statement and instructions to offerors.

Question Response
The pricing book does not appear to calculate totals when prices are entered in the yellow cells. Is this intentional? We downloaded the spreadsheet multiple times on different computers and does not seem to calculate totals at all. We can still fill it in, but wanted to make sure it is okay to insert formulas on the spreadsheet to calculate totals across the base and option periods.
No formulas are included in the pricing sheet. If it aids in filling out this pricing worksheet, contractors are encouraged to utilize formulas across the base and option periods.
Late Release of Tech Manual. We noticed the 304‐page Tech Manual was released today……only 10 days before the proposal is due. (Less, including mailing time).
This a significant change, as vendors should be given a reasonable opportunity to review the Tech Manual and determine how it affects their response. This seems like something that should have been released on the initial RFP, not 25 days into the response time. If the incumbent has the tech manual for years and a competing vendor has less than ten days to review, that is wholly unfair to competing vendors.
The Tech Manual allows for much more clarity and understanding of the system requiring support. We believe FAR 15.201, para f applies in this instance. We are requesting another adjustment of the proposal due date to give us time to review the Tech Manual. We think a seven day extension would be adequate time to review the tech manual and make adjustments to a proposal to be compliant.
FAR 15.201(f) references information that would be necessary for the preparation of proposals being disclosed to one or more potential offerors. The existence of the
Tech Manual was disclosed within documentation contained in the original solicitation. When requested the Government provided the manual to all interested parties and extended the proposal due date from Monday, August 17, 2020 to
Friday, August 21 , 2020 to allow for adjustment based upon new information provided. Further extension will not be granted at this time.
Where is the current TMQ53 depot located? Since the new vendor is required to relocate the GFP, we require the information to determine accurate transition relocation costs. It was not stated in the PWS.
All shipping will be on the Cost Reimbursable Shipping CLIN. Current depot is located at 1972 2550 S St Suite A, West Haven, UT 84401
When does the Government expect to release the updated PWS and Instructions to Offerors? Government answers to the first set of question implies there will be an updated PWS and ITO. The section references in the ITO do not match the sections in the PWS. Ex. The ITO references transition as section 4, the PWS transition id section 5. The PWS Program Management Plan section (6) is not mentioned at all in the ITO, but Program Management Plan is written and titles as Tab B. Will offerors be penalized for writing to sections 5,7 and 8, per the ITO, but not section 6?
The Government never intended to provide a revised PWS or ITO presolicitation due date, as changes impacted by the round one questions and responses did not change any major content of the requirement. The information required to modify proposals was provided by response in full and open forum to all potential offerors. Reference made to a "final PWS" was intended to reference the final AWARD PWS. This intent was supported by the supplemental information provided in the same response, which stated "The contractor should include the submission of RMF package in its entirety within the price of the CLS CLIN."

Pricing Table.
The CLS pricing table does not calculate totals and we are trying to understand how the totals are being determined when the pricing is based on a per unit price when the total number of units are segmented. If we put in a price for One unit, and we put in a different price for 2‐100 units, 101‐200, etc., are the prices for each segment added to each other?
Example: ($10,000 for first unit and $500 for each unit after that up to 100.
Would the total calculation for 50 supported units be $34.500? (10000 for unit 1 and 25000 for total of units 2‐50). How are supported units determined? (units deployed in the field, units that exist, FMC units, etc.)
The example calculation does not account for the fact that this should be a per unit
PER MONTH price. Monthly deduced totals will be aggregated across identified ranges for final TEP for each fiscal year. Please refer to Section M which states that the Government will evaluate the price for CLIN 0004 by multiplying the offeror‐ proposed monthly price for each fiscal year in the Pricing Workbook times the months and ultimately calculate an extended total for the entire period of performance of the contract.
