The cells for the detailed responses on each tab expand to accommodate at least a few paragraphs. This raises a few questions:
1. The response cells expand automatically up to a point when you enter a response (approximately 400 words). Is it correct to assume that the expanded cell size is not a change to the spreadsheet?
2. If the detailed response is more than can be seen within the visually expanded cell, is there a way to increase the size of the response area so that the entire response may be printed or are offerors required to limit their responses to this expanded cell size?
3. The expanded cell size for detailed responses will potentially create many pages for each tab. Will these additional pages count towards the 125 pages for the technical proposal?
1. Correct, this is not a change to the spreadsheet.
2. Offerors are required to limit their responses to this expanded cell size.
3. The pages in the Section L, Attachment 2 are excluded from the page count per Section L, Paragraph 3.1, Table 1-Proposal Organization.

Instructions on the worksheet state that “No modification of the worksheet is permitted.” Will the Government confirm that offerors are not to include the Company header or disclosure statement on the spreadsheet and are they to be presented unformatted within the proposal document; including page numbers?
It is not necessary to include your company header. If you choose to do so or put a disclosure statement on the spreadsheet, that is acceptable.
