Pre-Solicitation Notice for Parts and Repair Ordering System (PROS) V Air Force Security Assistance Cooperation Directorate (AFSAC) AFLCMC/WFG, 5454 Buckner Road, Bldg 209 Wright-Patterson Air Force Base, OH 45433 9 March 2015
The Air Force Security Assistance Cooperation Directorate (AFSAC) anticipates issuing a Request for Proposal (RFP) providing full and open competition for the Parts and Repair Ordering System (PROS) V on or about 6 April 2015.
AFSAC is the interface between Department of Defense (DoD) logistics systems and Security Assistance customers. AFSAC is responsible for ensuring comprehensive logistics support for Foreign Military Sales (FMS) customers that own and operate weapon systems of U.S. origin. AFSAC is located at Wright Patterson Air Force Base (WPAFB), Ohio and is a part of the Air Force Life Cycle Management Center (AFLCMC).
AFSAC anticipates awarding a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract for PROS V with a 15 year period of performance. The period of performance will consist of a five year base ordering period, five one-year options and a five year closeout period. All services are to be performed as called for in the Performance Work Statement (PWS). The contract type will be a hybrid containing both Firm Fixed Price (FFP) and Cost Reimbursable (CR) contract line items. The selected contractor will be responsible for providing support for non-standard and “difficult to support” standard items and repair services to our 100+ Foreign Military Sales (FMS) partners.
The solicitation number will be FA8630-14-R-5030. The NAICS code for this acquisition is 541614 (Process, Physical Distribution, and Logistics Consulting Services) with a size standard of $15M. System for Award Management (SAM) registration is required to receive any award. Contractors can register electronically at http://www.sam.gov.
The Government posted a draft RFP soliciting industry feedback for this effort, which was received and responded to. This notice of intent is not a request for competitive proposals. Competitive proposals will be requested when the actual solicitation is posted.
