RFP FA8630-14-R-5030 PROS V Questions and Answers 23 July 2015
# Question/Comment Response 1 While we understand the USG has stated that it is a business decision for offerors to include PCH&T charges in fixed price fill fees or pass to vendors (sources of supply/sources of repair) to collect on a cost reimbursable basis, this is unrealistic in a LPTA acquisition.
In order to be cost competitive, all offerors will have to exclude these costs and pass on the requirement to vendors.
Based on this, has the USG considered the certain impacts to FMS customers including increase to SDR rate, frustrated / quarantined item time, etc.?
This acquisition is not Lowest Priced, Technically Acceptable (LPTA). Tradeoffs will be made between price and past performance to achieve best value, only amongst those Offerors who have been determined to have acceptable technical capability (reference Section M, para 1.0). Past performance is approximately equal to price. Therefore, price is not necessarily the driving factor in the selection of a best value offer. However, no “credit” is given for exceeding the minimum technical requirements.
All offerors are required to meet the minimum contract requirements specified in the service summary.
We recognize there are potential impacts to customers depending upon the method the contractor chooses. The contractor is responsible for selecting vendors/subcontractors that correctly process requisitions and shipments to minimize SDRs and frustrated/quarantined shipments.
2 According to the USG responses for all questions related to DTS, PCH&T, storage, and warehouse requirements, it appears the USG expects the vendors (sources of supply/sources of repair) to possess this capability.
However, PROS V has aggressive small business goals / requirements and historically a large percentage of PROS awards are made to these small businesses. Most small businesses do not have the ability for extended storage or mil-spec packaging which is now transferred to the vendor base. Is it the USG's intent to change the SB requirement goals and associated requirements based on these DTS/PCH&T changes?
It is not the USGs intent to change the small business goals or associated requirements based upon DTS/PCH&T clarifications in the PWS. All vendor PCH&T and storage expenses are cost reimburseable under CLIN X006. PWS Paragraphs
4.7.2 and 4.7.2.1 have been updated to further clarify invoicing procedures with regard to prime contractor and vendor PCH&T and storage costs.
# Question/Comment Response 3 Response to Question 16 states that a storage facility/warehouse is not a PROS V requirement. Specifically, the response states "as the PROS V PWS does not require a storage facility or warehouse. A storage facility/warehouse will be at the discretion of the PROS V prime contractor and IAW their defined business processes." However, if the PROS prime contractor does not have a facility / warehouse, will USG define and explain the process for unscheduled items to be received / stored?
Will FMS customers not be allowed to ship unscheduled items and the prime contractor will not be responsible for tracking/storing?
Or if an unscheduled item arrives at an unspecified vendor, how would this situation be handled if the prime does not have a storage facility to take possession of the asset?
Several unscheduled items have been stored during PROS IV for more than 180 days and some items were transferred from PROS III to PROS IV.
If the PROS V contractor chooses to operate a warehouse, it can accept unscheduled maintenance shipments. If it does not, it may choose to reject unscheduled maintenance shipments until a document number is assigned and then the regular repair process will be used. If customers ship direct to vendor, the vendor has the option to reject shipment or store until a document number is assigned and then the regular repair process will be used.
While the USG has instructed FMS customers to avoid shipping items to PROS without first inputting requisitions, it cannot prevent them from doing so.
The prime contractor will be responsible for tracking/storing unscheduled shipments accepted by the prime or its vendors.
As a process exception, if an unscheduled item arrives at an unspecified source, the vendor can reject the shipment or store until a document number is assigned. The regular repair process will then be used. This may involve shipping the item from the unspecified source to the awarded source of repair.
It is a business decision on whether or not to accept and store unscheduled shipments from customers/ALCs.
This is addressed in PWS Paragraph 3.4.3.2 via Amendment 0006.
4 If a storage facility or warehouse is not required, then is there a requirement for facility approval by the Defense Security Service (DSS) for classified storage?
Yes, there is a requirement for facility approval for processing of classified items. The storage is not required on the part of the prime contractor, but storage will be required for the vendors who process classified items.
This is addressed in PWS Paragraph 4.4.5 via Amendment 0006.
# Question/Comment Response 5 There are several PWS requirements which indicate a storage facility or warehouse is a requirement for PROS V including 3.4.2.2, 3.4.2.2.2, 4.4.5, 4.6.2.1, and 4.6.3.1.1. Please clarify PWS requirements and confirm a storage facility or warehouse is not required as stated in response to Question 16.
The requirements have been clarified in PWS Paragraphs 3.4.3.2, 3.4.3.2.1, 4.4.5, 4.6.2.1, and
4.6.3.1.1 via Amendment 0006.
